Organizational Context and Scope
Situated within the Department of Data, Insight and Policy (DDIP), the Migration Policy Division (MPD) plays a vital role ensuring IOM’s standing as a leading global authority and trusted partner on migration. This is essential to meet Member States' growing reliance on IOM’s migration expertise and their expectations for thought leadership and guidance on governance structures and frameworks to manage migration in line with international obligations.
The Division focuses its efforts on two streams of work, underpinned by strong knowledge management and a focus on promoting innovation in IOM’s policy-relevant projects and programming:
- Delivery of sound migration policy and legal advice and guidance to governments: As part of IOM’s Policy Agenda, MPD works to enhance IOM’s ability to support governments on policy and legislation; and,
- Development of institutional migration policy and legal positions: In coordination with other Departments, MPD develops coherent and forward-looking evidence, analysis, and narratives on cross-cutting priority and emerging policy issues, coordinated through inclusive organization-wide processes that are firmly rooted in IOM’s knowledge and programmatic experience.
Under the direct supervision of the Chief, Migration Policy Division, the Senior Innovation and Knowledge Management Officer will be responsible and accountable for ensuring the strengthening of institutional capacities, promoting learning and programming support on Knowledge Management (KM) and innovation thus enhancing overall organizational effectiveness.
Responsibilities
- Lead the implementation of the Knowledge Management Strategy 2024-28 in coordination with KM focal points at Headquarters (HQ), Regional Offices (ROs) and Country Offices (COs).
- Lead organization-wide discussions on innovation and KM to enhance organizational effectiveness and an institutional culture of learning and innovative thinking supporting the application of the most updated solutions to complex programmatic and operational challenges.
- Coordinate the conceptualization and dissemination of guidance on institutional approaches to innovation and KM, based on organization-wide consultative process and the analysis of existing practice at IOM to enhance coherence in knowledge management approaches and strengthen Result-Based Management (RBM).
- Develop the innovation portfolio, including programmatic initiatives, and identify methods to leverage innovation for better organizational effectiveness, supporting the piloting and scaling of innovation initiatives in the field and strengthening partnerships with governments, the private sector, academia, innovation networks and donors.
- Ensure coordination and the set up of a network of innovation and KM's focal points in HQ, ROs and COss through the Working Group on Knowledge Management and Innovation, liaising with regional KM networks and champions to strengthen knowledge exchanges and institutional learning.
- Work closely with the RO’s and COs’ KM focal points and provide guidance, direction and technical support to IOM’s ROs and COs in the areas of innovation and KM.
- Coordinate enhancements of digital tools to support effective accessibility and sharing of knowledge including capturing of good practices and lessons learned through the management and curation of the contents of the Peer exchange and learning on migration (POEM) platform and the establishment of relevant communities of practices.
- Contribute to the development and updating of IOM’s KM tools and relevant KM and innovation training for IOM staff as well as governments and other external stakeholders.
- Contribute to the development and review of knowledge products and publications in close coordination with HQ, ROs and COs focal points by analyzing and sharing lessons learnt, best practices, innovative initiatives and programme evaluations.
- Provide relevant inputs to the United Nations Network on Migration global knowledge platform and other IOM’s KM platforms as appropriate.
- Represent the Organization at international conferences, meetings and at the UN level in the KM and innovation fora.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s Degree in Political Science, International Relations, Social Sciences or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Demonstrated experience in knowledge management;
- Familiarity with impact evaluations and/or systematic reviews is desirable;
- Proven analytical, project management and organizational skills, including the ability to prioritize and manage simultaneous critical tasks; and,
- Experience supporting and working with cross-functional teams in a dynamic environment.
Skills
- Proven ability to collect and use knowledge, and provide support to partners to contribute to knowledge management and learning strategies;
- Knowledge of graphic design and multimedia communication tools an advantage;
- Strategic thinking, particularly with regard to policy development and coordination;
- Good understanding of migration issues, trends and policies;
- Excellent communication skills, especially in a multilingual setting; advanced writing skills particularly important;
- Proven ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds;
- High sense of responsibility and motivation;
- Maturity of judgement to ensure the appropriate management of sensitive issues; and,
- Demonstrated IT proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
Language
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
