- the direct supervision of the Project Officer, Hydrological Modelling and Forecasting (HMF) section, the incumbent will work for the Water at the Heart of Climate Action (WHCA) project in joint consultation with the National Meteorological and Hydrological Services (NMHSs) of the targeted Nile Basin countries (Ethiopia, Rwanda, South Sudan, Sudan and Rwanda) and will perform the following duties: 1)
- an in-depth midterm evaluation of the WHCA project Pillar 2 activities (Detection, observation, monitoring, analysis, and forecasting) which is implemented in the targeted Nile Basin countries (Ethiopia, Rwanda, South Sudan, Sudan and Rwanda) between August 2023 and February 2026 mainly: - Review all relevant sources of information including documents prepared during the project preparation and implementation phase such as the project concept note and proposal, the inception report, monitoring report as well as all the project activities technical reports available from WMO. - Develop an evaluation methodology and follow a collaborative and participatory approach ensuring close collaboration with the government counterparts (Hydrology and Meteorology), ICPAC and other key stakeholders (NLRC, IFRC, UNDRR etc.)
- gender-inclusive approach) involved in the planning and implementation of the activities at local, national, and regional levels. - Conduct virtual consultations and field visit missions to some or all the Nile Basin countries (Ethiopia, Rwanda, South Sudan, Sudan and Rwanda) to gather necessary information from the stakeholders and beneficiaries of the project (the consultant should detail in his/hermethodology the approach and tools to put in place for field visits or discussion with the stakeholders). - Review the other on-going projects at the national and regional levels and identify areas of complementarities, synergies or duplication between WHCA and other projects (CREWS Horn of Africa and East Africa, World Bank flood management project in Ethiopia etc.).- Based on the desk study and consultation with the stakeholders, evaluate the six categories of the project progress and implementation such as relevance, effectiveness, efficiency, impact, sustainability, and lesson learned/good practices of the project.2)
- the independent midterm evaluation report of the WHCA project and jointly submit it to the WMO for review and endorsement including addressing any comments or clarifications.
