Organizational Setting and Reporting Relationship
The position of Finance and Administration Assistant is assigned to the Nepal Resident Mission (NRM) within the South Asia Department (SARD). You will be based at our Resident Mission Office in Kathmandu, Nepal.
You will report to designated International Staff and Officer.
Your Role
The Finance and Administration Assistant will contribute to the Resident Mission (RM) by assisting in the areas of financial management and control, reporting and assistance in general office administration and logistics, government relations including personnel management follow-ups to the functions of the finance and administration team.
You will:
- Support financial management and budget processes, including preparation and verification of purchase orders, vouchers, receipts, and supporting documents, and assisting in the preparation of mid-year and annual budget estimates in accordance with ADB guidelines.
- Provide procurement and internal control support, including institutional procurement through the e-Proc System, preparation of cost comparison charts, initial verification of supplier quotations, and processing of requisition forms and purchase/work orders.
- Maintain liaison with host government agencies and external stakeholders, including follow-up on tax exemptions, issuances, renewals, reimbursements, and coordination with service providers to ensure adequate service delivery.
- Support general office administration and logistics, including personnel administration follow-ups, management of finance and administrative filing systems, and travel arrangements for official missions and ADB-funded activities, including visa coordination.
- Assist in asset, facilities, and fleet management, including monitoring the operation and maintenance of office equipment, vehicles, standby generators, and other facilities, tracking fuel consumption and maintenance data, and acting as focal point for RM vehicle and asset maintenance.
- Assist in the implementation of the ISO 9001:2015 Quality Management System for RM Finance and Administration functions and support the supervision of General Services staff, including regular staff and contractors.
- Perform other duties as required and reflected in the incumbent's workplan.
Qualifications
You will need:
- Bachelor's degree in business administration, accounting or similar areas.
- At least 5 years of experience in financial accounting and general office administration including logistics.
- Comprehensive knowledge of procedures related to finance, administration, and logistics functions.
- Demonstrated knowledge of operational processes and procedures of international organizations.
- Proficiency in computer software and databases commonly used at ADB, with ability to input, extract, and generate standard and ad hoc reports.
- Solid numerical ability and good command of written and spoken English.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Nepal.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
