JOB PURPOSE:
Strategic outcome 1 of WFP’s Country Strategic Plan aims to save lives and protect the food security and nutrition status of vulnerable people and communities affected by shocks and strengthen essential health and nutrition service delivery while leveraging opportunities to initiate resilience building and self-reliance activities.
The outcome is in line with objectives 1 and 2 of the national master plan for the prevention and mitigation of natural disasters and with the master plan for disaster risk reduction for 2017–2030. It contributes to the three strategic objectives of the 2022 humanitarian response plan: lifesaving, life-sustaining and protection.
Regular and credible information on the food security and nutrition situation in Mozambique is needed to support the development of policies and programs that aim to inform emergency response activities promoting better food security and health outcomes for vulnerable populations. At the same time, effective targeting is essential to ensure that assistance reaches the most vulnerable and is delivered transparently, equitably, and efficiently
The Research, Assessments and Monitoring unit at the WFP CO is responsible to coordinate food security and nutrition assessments and to analyze collected data for identifying how many people are in need of food assistance, where vulnerable people leave, what type of assistance is more effective to cover their needs and provide specialized support for targeting, and prioritization processes, ensuring that CO programmes are guided by accurate data, and consistent methodologies.
Food and nutrition security assessments are regularly carried out by the Government, led by the Technical Secretariat for Food Security and Nutrition (SETSAN) with technical and financial support from partners, such as WFP. Examples include Vulnerability Assessments of Food Security and Nutrition (FSN), SMART Assessments or more rigorous ones as Demographic Health Surveys (DHS). These assessments all require dedicated nutrition staff, who can represent the organization and ensure that the surveys are aligned with the nutrition policies and strategies of Mozambique. The data can also be used to inform the planning of WFP and other humanitarian operations, whether it be emergency or development related.
Under direct supervision of the Vulnerability Analysis and Mapping (VAM) Team Leader, the Programme Assistant (GIS & Nutrition) will support both spatial and nutrition data domains, providing operational and analytical support to the Research, Assessment and Monitoring (RAM)/VAM Unit and strengthening WFP’s collaboration with government partners such as SETSAN, INGD, INAM, and other stakeholders.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
• Support with inputs to surveys (WFP or Government led) related to health and nutrition, including sampling, data collection, data analysis and reporting on various indicators such as minimum acceptable diet (MAD), minimum dietary diversity for women (MDDW), infectious diseases (diarrhea, cough, fever etc.), acute malnutrition (GAM, SAM, MAM rates) etc;
• Support with SETSAN, the ministry of health and other partners to conduct regularly nutrition assessments, analyses collected data and conduct IPC related analyses.
• Produce regularly nutrition related reports and present results to WFP and partners;
• Support SETSAN with the implementation of their information system and forecasting platform (SNISAN)
• Work with other VAM and program colleagues to support targeting nutrition related activities;
• Produce high quality maps, dashboards, geospatial analysis and other GIS products for several teams at the Country Office and in Field Offices;
• Maintain a database of geospatial data and vulnerability related datasets to be used for maps, reports and infographics;
• Support geotargeting, spatial prioritization, and vulnerability analyses;
• Provide GIS technical support to WFP units and government counterparts
• Liaise with Field Offices to update geospatial data related to WFP operations;
• Ensure data, maps and reports related to Geographic Information System (GIS) and Unmanned Aerial Vehicle (UAV) activities are stored in the internal repositories and when required in the WFP Data Lib;
• Support internal procurement and admin processes related to the activities above.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• Expertise in the use of GIS and data management tools, including ArcGIS/QGIS, Kobo/ODK, Excel and Mobile Operational Data Acquisition (MODA);
• Ability to produce maps and create interactive dashboards;
• Experience in surveys design and to conduct assessments;
• Experience in delivering training to enumerators and government counterparts;
• Knowledge of IPC processes and tools;
• Expertise in writing reports;
• Proven expertise in project management.


STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area. A university degree is considered a plus.

Experience: At least 5 years of experience in GIS, Monitoring and Evaluation (M&E), Nutrition, Food security analysis.
Language: Fluency in both oral and written communication in the Portuguese and English languages.
