Context
Under the overall supervision of the Chief, Operations and Mission Engagement Solutions, and the direct supervision of the Senior ICT Officer (Solutions Delivery Manager), the Information and Communications Technology (ICT) Officer (Applications Development) will be responsible for designing, developing, enhancing, and supporting IOM’s enterprise applications. This includes new application development, modernization of legacy systems, low code, and pro code solution engineering, and ensuring that software products follow IOM’s architecture, security, and quality standards.
The ICT Officer (Applications Development) will work across multiple ICT platforms including Microsoft Power Platform, .NET, Azure services, Dynamics 365, and various custom-built enterprise applications to ensure that application solutions meet functional and non functional requirements and align with IOM’s digital transformation objectives.
The role requires close collaboration with ICT colleagues, project managers, business analysts, and external development partners. The incumbent will contribute to application architecture decisions, promote best practices in software engineering, ensure structured documentation, and support integration across multiple systems.
The ICT Officer (Applications Development) will participate in projects throughout the full application lifecycle requirements gathering, design, development, testing, deployment, optimization, and maintenance while also supporting business-as-usual operations when needed.
Responsibilities
- Design, develop, and maintain enterprise applications, using Microsoft Power Apps (Canvas & Model‑Driven), Power Automate, Power Pages, .NET, C#, JavaScript, and Azure-based services.
- Develop high‑quality Power Apps solutions.
- Build robust application components using modern frameworks (React, TypeScript, Fluent UI, PCF controls) where required.
- Engineer and maintain APIs and integration services, ensuring secure, scalable communication between enterprise systems.
- Gather and analyse business requirements, converting them into technical specifications, user stories, and solution designs.
- Contribute to application architecture and design decisions, ensuring solutions are aligned with IOM information architecture, governance, and security standards.
- Develop and optimize SQL Server and Dataverse schemas, ensuring strong performance, maintainability, and data integrity.
- Prepare comprehensive technical documentation, including application design documents, integration diagrams, versioning notes, and user guides.
- Perform performance optimization and troubleshooting, identifying root causes and implementing corrective measures for application issues.
- Ensure application security, including role‑based access, data loss prevention (DLP), secure coding practices, and compliance with corporate standards.
- Stay up to date with modern application development trends, especially advancements in low‑code, microservices, AI Builder, Copilot Studio, and Azure capabilities.
- Support business‑as‑usual operations, including incident resolution, small enhancements, and maintenance tasks.

Qualifications
Education
- Master’s degree in Computer Science, Information Systems, Software Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
- Microsoft Certified: Power Platform Developer Associate (PL‑400)
- Microsoft Certified: Power Platform Solution Architect Expert (PL‑600)
- Microsoft Certified: Azure Developer Associate (AZ‑204)
Experience
- At least six years of recent and relevant experience in enterprise application development, including low‑code and pro‑code environments;
- Proven experience building applications using Power Apps (Canvas, Model‑Driven), Power Automate, Power Pages, Dataverse, and custom connectors;
- Demonstrated experience developing enterprise-grade .NET and C# applications, including REST APIs, web services, and background jobs;
- Experience designing CI/CD pipelines, version control strategies, and DevOps processes (Azure DevOps preferred);
- Experience designing normalized relational data models, Dataverse tables, SQL Server schemas, and entity relationships;
- Demonstrated ability to work with JavaScript, TypeScript, HTML, CSS, and front‑end frameworks.
- Experience implementing custom PCF controls, and re‑usable components in Power Apps; and,
- Experience integrating applications with Azure Services (Functions, Key Vault, Service Bus, API Management).

- Proven ability to translate business requirements into technical specifications and system designs;
- Strong ability to troubleshoot complex technical issues across multiple layers (frontend, backend, integrations);

- Development of reusable components and Power Apps Component Framework (PCF);
- Custom connectors (Swagger/OpenAPI, OAuth 2.0, API security);
- Power Pages web templates, Liquid templates, authentication models;
- Azure API Management, and endpoint governance;
- React/Fluent UI development for embedded and PCF controls;
- Unit testing frameworks for Power Apps and .NET;
- Enterprise DevOps pipelines for Power Platform ALM (Solutions, PAC CLI, GitHub Actions, Azure DevOps); and,
- Secure development lifecycle (SDL), code scanning, DLP alignment.
Languages:
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
