Introduction
The ILO aims to build a growing footprint in advancing Just Transition in Bangladesh and will support the Government in implementing its commitments under the Just Transition chapter of Nationally Determined Contributions (NDC) 3.0. As part of this effort, the ILO is working with the Laudes Foundation and actively seeking additional partners to strengthen complementary areas. Within this broader agenda, the Advancing Just Transition in Bangladesh initiative serves as a first, catalytic investment to institutionalize and implement Just Transition through a nationally anchored, multi-stakeholder platform, sectoral roadmaps, and pilot interventions that promote environmental sustainability and green decent jobs.
The Technical Officer, under supervision of SME Development Specialist, ILO office for Bangladesh, will coordinate the Advancing Just Transition in Bangladesh initiative and contribute to the technical support and coordination of the ILO’s broader Just Transition portfolio in Bangladesh, ensuring coherence across related ILO programmes, government initiatives, and national climate and employment frameworks.
The position will receive technical backstopping support from AP Just Transition and the ENTERPRISE department. Senior Specialist, Environment and Decent Work from DWT-Bangkok will provide direct backstopping support in coordination with the SME Development Specialist of ILO office for Bangladesh. The position will also work in close collaboration with the senior programme officer of ILO office for Bangladesh.
S/he will also oversee the work of national officer and assistant and consultants hired during the course of the project.
Description of Duties
Project coordination
- Coordinate project implementation planning, implementation, monitoring, and reporting of the project, ensuring timely delivery of results in line with ILO and donor requirements.
- Prepare and monitor work plans and budgets in close coordination with CO-Dhaka operations, finance, and procurement teams.
- Supervise a National Officer, Programme Assistant, and consultants, ensuring quality outputs and compliance with ILO financial, administrative, and procurement procedures.
- Engage proactively with government, employers’, and workers’ organizations, as well as with the donor and development partners, to maintain strong collaboration, ownership, and accountability.
- Oversee administrative and financial operations, including expenditure tracking, contract management, and risk mitigation.
- Promote a collaborative and adaptive learning culture within the team, fostering innovation and continuous improvement.
- Maintain project monitoring systems in line with ILO RBM standards, tracking progress against indicators, outcomes, and impact.
- Prepare timely narrative and financial reports for submission to the donor, national counterparts, and ILO management.
- Support effective knowledge management, including documentation and dissemination of lessons learned, good practices, and tools in coordination with the Regional Office.

Technical and policy support
- In consultation with the relevant specialists, provide technical support to government counterparts, employers’ and workers’ organizations, and partners on integrating Just Transition principles (ILO Guidelines for a Just Transition, 2015) into national and sectoral policies and interventions.
- Coordinate the design and implementation of sectoral diagnostics, roadmaps, and pilot initiatives in priority sectors to demonstrate practical models for green and inclusive growth, that will feed in policy making.
- With the support from relevant specialists prepare and peer-review policy briefs, analytical papers, and technical notes that inform policy dialogue and decision-making.
- Support in facilitating tripartite and multi-stakeholder dialogues to ensure informed participation, policy coherence, and shared accountability across institutions.
- Support capacity-building activities, consultations, and workshops to strengthen institutional capacities and promote national ownership of Just Transition and climate action agendas.
- Document, synthesize, and disseminate lessons learned and success stories to inform future policy and programme design.
Partnerships and Resource Mobilization
- Help maintaining partnerships with national and international actors, including government, social partners, development partners, and private sector entities, to foster collaboration and joint action.
- Identify opportunities for scaling up and resource mobilization, including partnerships that support implementation of NDC 3.0 and Just Transition priorities.
- Contribute to the preparation of concept notes, partnership proposals, and joint workplans to attract new investments in green and inclusive economic transformation.
- Contribute to communication materials, knowledge products, and outreach campaigns that demonstrate results and amplify the voices of social partners.
Representation and Communication
- As guided by the country director participate on behalf of the ILO in national and international meetings, coordination forums, and events related to Just Transition, climate action, and sustainable development.
- Following the established official procedure, coordinate ILO’s engagement with various challens of communication targeting different audiences.
- Perform other duties as assigned by the Country Director.
Required qualifications
Education
Advanced university degree (master’s or equivalent) in economics, public policy, environmental management, international development, or another relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Experience
- At least five years of progressively responsible experience, including three years at the international level, in project management, policy advisory, or technical cooperation related to employment, environment, or sustainable development.
- Proven experience managing multi-stakeholder or donor-funded projects, including budgeting and coordination with government and social partners.
- Experience in policy dialogue, partnership building, and stakeholder engagement on labour, environment, or climate issues.
- Good knowledge of Nationally Determined Contribution (NDC) processes and related climate policy frameworks is an asset.
- Familiarity with the ILO’s mandate, tripartite structure, and results-based management framework is an asset.
- Experience working in Bangladesh is a strong advantage
- Experience in resource mobilization and coordination with development partners is an advantage.
Languages
Excellent command of English. Knowledge of Bengali would be an advantage.

Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
