Organizational Setting and Reporting Relationship
While the position of Financial Control Specialist resides with the Financial Reporting and Control Section (CTAC-FRC) of the Accounting Division (CTAC) within the Controller's Department (CTL). You will be strategically assigned to our Resident Mission Office in Bangkok, Thailand and relocation is required. All reasonable relocation expenses will be covered.
You will report to Assistant Controller, CTAC and will oversee junior team members.
Your Role
As a Financial Control Specialist, you will ensure accurate accounting and robust internal controls for ADB's financial products, support the development of ADB's accounting policy to ensure that its financial statements comply with US accounting standards, prepare clear financial and management reports, and help strengthen ADB's resilience.
You will:
- Evaluate the impact of new accounting standards on ADB and help develop related policies, guidance, and implementation plans, ensuring all relevant areas are involved and updated policies are communicated across departments.
- Coordinate the accounting analysis related to ADB financial instruments and review new projects and products to ensure accounting related possible effects are addressed.
- Help prepare ADB's responses to exposure drafts from accounting standard-setting bodies.
- Oversee reviewing and controlling financial transactions covering loans, guarantees, and equity to ensure accurate accounting treatment is applied.
- Oversee the preparation of financial statements and management reports in compliance with applicable standards and agreements.
- Manage the regular accounting, billing and collections tasks for loans and other financial products in accurate and efficient manner.
- Collaborate with other departments in review of the fair valuation of financial and derivative instruments and assess the reasonableness of the results.
- Develop, implement, and monitor accounting policies for lending operations, evaluate internal controls, and help review and improve business processes for efficiency.
- Provide reviews and input on board and policy papers, procedures, guidelines, and financing agreements.
- Participate in IT system enhancements, focusing on accounting-related modules to support financial reporting and controls.
- Coordinate with relevant departments, offices, borrowers, and executive agencies to ensure clarity and understanding in financial products, financial policies on accounting and servicing.
- Represent the Controller's Department on ADB-wide activities, projects, working groups and committees as assigned and contribute to projects that improve CTL's organizational resilience (OR).
- Provide leadership to reporting staff by supervising performance, providing constructive feedback and encouraging professional development.
Qualifications
You will need:
- A University degree in in Accounting, Finance, Business, or related fields, and with internationally recognized professional qualifications such as Certified Public Accountant/Chartered Accountant; preferably at the post-graduate level or its equivalent.
- At least 6 years relevant professional accounting experience in financial products (loans, equity investments, guarantees, and related derivatives).
- Good business knowledge and working experience in accounting and financial reporting in multilateral development banks or large financial institutions and associated IT systems.
- Experience with internal controls and business process concepts, and standard policies, procedures, guidelines, and reporting requirements in multilateral institutions.
- Analytical and numerical skills, and organizational abilities in banking, financial institutions, or international and multilateral organizations.
- Demonstrated team leadership in providing guidance on the delivery of outputs.
- Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
