Organizational Setting and Reporting Relationship

The position of Senior Private Sector Development Officer is assigned to the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Jakarta, Indonesia.

You will report to the Regional Head, Private Sector Development for Southeast Asia with matrix reporting to the Country Director and may supervise junior team members.


Your Role

As a Senior Private Sector Development Officer, you will provide in-depth operational and technical support to the resident mission, Private Sector Development (PSD) unit, Sectors Department, the Private Sector Operations Department (PSOD), and colleagues across departments including the Office of Markets Development and Public-Private Partnership (OMDP). The Senior Private Sector Development Officer will help to identify, develop, and implement private sector development activities (PSD) activities in Indonesia.


You will:

Strategy, Planning, and Coordination

  • Contribute towards enhancing the PSD dialogue and engagement in Indonesia.
  • Develop implementation plans for each PSD pathway in the Indonesia CPS, in coordination with broader SERD PSD team, IRM PSD focal, and Sector Groups/PSOD/OMDP, and coordinate the implementation of pathways including (i) development of project trackers, (ii) organizing regular cadence to follow up on initiatives with relevant team members, (iii) supporting the execution of the projects as required.
  • Be the operational hub for SERD's Private Sector Development (PSD) in Indonesia — coordinating daily tasks, schedules, and team workflows.
  • Develop communication materials to promote PSD initiatives in Indonesia, including briefings, talking points, visuals, and knowledge products.
  • Support internal and external engagement and strategic communications relating to PSD in Indonesia, and contribute to knowledge sharing as required.

Business Development

  • Support the origination of sovereign lending projects with strong PSD potential, including investment loans, policy-based loans, financial intermediary loans, and other products as applicable;
  • Support country programming and pipeline conceptualization at an early stage of business process for sovereign operations in screening and identifying ADB support to promote PSD with a focus on introducing diverse and programmatic solutions with synergies across ADB's sovereign, non-sovereign, advisory and knowledge operations.
  • Deepen cooperation with Sectors Department and PSOD through joint project design and implementation, and effective coordinated policy dialogue.
  • Support donor coordination activities particularly relating to PSD operations

Project Management

  • Support the identification, processing, implementation, and administration of high-value technical assistance projects to conduct private sector development related activities.
  • Review relevant documents (e.g., project concept notes and reports and recommendations to president for sovereign operations; pre-concept review forms, concept review papers and final review papers for non-sovereign operations; and transaction advisory service papers for advisory operations) to ensure PSD elements are embedded in project design.
  • Support Regional Head, PSD, SERD and Country Director, IRM in relevant committee deliberations on proposed sovereign, advisory and non-sovereign operations.
  • Support solutions teams in conducting operations which will contribute to PSD including by participating in project processing as a project team member.
  • Support relevant activities of the SERD PSD team as needed

Qualifications

You will need:

  • Bachelor's degree in economics, business administration, accounting, or equivalent. A master's degree or equivalent is preferred. Certified Public-Private Partnerships Professional accreditation and passing any levels of the CFA are advantages.
  • At least 8 years of relevant professional experience with at least 1 year devoted to PPPs, private sector development, procurement, or commercial or investment banking, and at least 4 years of supervisory experience.
  • Proficiency in written and verbal communication skills in both English and Bahasa.
  • Experience building and maintaining positive working relationships with diverse groups - colleagues, stakeholders and partners.
  • Capability to independently manage assigned work and multiple tasks and deadlines.
  • Experience managing documents and organizing digital files and records, with working proficiency with Microsoft Applications.

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Indonesia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
