The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Job purpose The WOAH Sub-Regional Representative represents the Organisation and serves as the primary point of contact for WOAH Members and key stakeholders in the subregion. He/she promotes WOAH’s mandate, values and standards, ensuring that sub-regional priorities and needs are well addressed by the Organisation. The Sub-Regional Representative supports Members by providing adapted technical and institutional services to strengthen animal health systems and facilitate compliance with WOAH standards and guidelines. Working in close collaboration with the Regional Coordination Department (and other relevant Departments/Units), he/she participates in building strong relationships with Members and contributes to the coordination and effective delivery of WOAH activities at sub-regional level, including programmes and projects, in alignment with the strategic objectives and mission of the Organisation. |

Missions and activities Provide strategic leadership for the planning, coordination, implementation and reporting of WOAH activities at sub-regional level, ensuring alignment with the Organisation’s strategic objectives, responsiveness to sub-regional priorities, and the strategic and efficient use of available resources, including donor-funded contributions, to maximise impact and sustainability – Identify and analyse the priorities and specificities of the sub-region to ensure that relevant activities are planned and delivered, and liaise accordingly with HQ. – Facilitate the design and implementation of strategic initiatives and define the sub-regional roadmap in collaboration with relevant Departments/Units at HQ, in alignment with the Organisation’s goals and sub-regional needs. – Ensure regular reporting to WOAH HQ on the implementation of activities at sub-regional level. – Contribute to the strategic planning, prioritisation and optimal use of financial and human resources at sub-regional level, including donor-funded resources, ensuring appropriate monitoring, reporting and accountability, in coordination with HQ. – Encourage WOAH Reference Centres to align and streamline their programmes in line with WOAH’s strategy and vision. – Strengthen existing partnerships and identify and promote new opportunities for collaboration with existing or new partners, including resource mobilisation partners and RECs, to address topics of shared relevance to WOAH (i.e., climate change, the environment, wildlife, etc.). – Identify new areas where the work of WOAH and the Veterinary Services could be relevant, anticipate emerging needs and expectations, and contribute to the adaptation of WOAH activities accordingly.Advocate for WOAH policies and enhance the visibility, outreach and positioning of WOAH and its mandate across stakeholders in the subregion, including through partnerships. – Contribute, where possible, to the identification and mobilisation of financial support for Conferences, seminars and any other WOAH activity that may be supported by external donor or WOAH Members. – Coordinate existing mechanisms for disease control, the implementation of the One Health concept and the Quadripartite collaboration at sub-regional level, including through close collaboration with key partners (FAO, WHO, UNEP), where relevant. – Support the Regional Representative in activities related to the regional secretariat of the Global Framework for the Progressive Control of Transboundary Animal Diseases (GFTADs), including contributing to the development and implementation of regional GF-TADs’ strategies, facilitating coordination, where needed, with the global GF-TADs’ structure, and fostering collaboration with FAO, other sub-regional partners and WOAH Members. – Upon request of the Director General, and under the functional management of the Deputy Director General, represent and promote the Organisation in meetings with high-level government authorities. Ensure effective engagement, coordination and follow-up with Members and key stakeholders as the primary representative of WOAH in the sub-region – Contribute to improving the quality of information on animal diseases and to the harmonisation of disease control methods, in close collaboration with national and international Animal Health Services in the subregion, in line with the WOAH strategic objectives. – Support Members in the implementation of WOAH global strategies adapted to the sub-regional context. – Ensure the implementation and follow-up of specific projects, as well as the organisation of institutional meetings, as required. – Encourage the active participation of Members in WOAH activities, including in the standard-setting process, and facilitate a neutral space for dialogue among Members and Specialist Commissions. – Facilitate the participation of Members in WOAH activities, capacity building and training programmes. – Promote the PVS at sub-regional and national levels, including explaining to resource partners the relevance of PVS outcomes to support targeted investment. – Contribute to the strengthening and development of relationships with Members, sub-regional stakeholders and key partners, and coordinate interactions in close collaboration with the WOAH Regional Coordination Department, to ensure that sub-regional needs are well addressed and that activities are aligned with WOAH strategic objectives and vision. – Ensure close cooperation and coordination with the host country of the Sub-Regional Office under he/she responsibility. – Promote, where possible and in close cooperation with national Veterinary Services, the dissemination of WOAH texts in local and regional languages. |

Qualifications and Experience Required Qualifications – A degree in Veterinary Medicine or in a related fieldAt least 15 years of professional experience working in Veterinary Authorities, public and/or environmental health, governmental organisations, or a Regional Economic Community, – At least 5 years of experience in senior managementAt least 5 years of experience in an international and multicultural environment. Additional Qualifications – A postgraduate qualification, – Good knowledge of the major issues in animal health in the subregion, as well as in-depth familiarity with the region’s Veterinary Services, including, where relevant, experience as a WOAH Delegate and/or Chief Veterinary Officer (CVO) – Strong understanding of the political context and cultural specificities of the region/subregion, – Sound knowledge of international and regional organisations. Required Skills Management skills – Proven capacity to lead and develop teams, fostering collaboration and communication to achieve organisational objectives, while ensuring the strategic and efficient use of resources and compliance with institutional policies. – Demonstrated experience in managing projects, budgets, and processes, including planning, implementation, reporting and evaluation, to ensure the timely and effective delivery of the Office’s activities. Technical Skills – Ability to work in both French and English at a high level, including excellent oral and written communication skills, – Strong analytical skills with the ability to collect and analyse information, identify risk and opportunities, problem solve and make informed decisions, – Excellent writing skills and the ability to summarise complex technical and institutional discussions into clear and concise reports, – Good computer skills in the Microsoft Office environment, – Understanding of results-based management and donor accountability principles. Additional Skills – Good working knowledge of one of the local languages in the subregion. Interpersonal Skills – Excellent advocacy and communication skills (verbal, written, interpersonal, presentations) to engage effectively with Members and stakeholders and represent sub-regional perspectives at global level, – Demonstrated initiative, including ability to think strategically and achieve results, – Attention to detail combined with the ability to maintain a strategic and global overview, – Courtesy, tact, and the ability to establish and maintain good working relationships in a multinational and multicultural environment (diplomacy) – Strong awareness of confidentiality, – A well-established professional network and strong working relationship with current and potential partners in the subregion. |
