  1. Project Context and Scope: 

    The International Organization for Migration (IOM) in Ukraine plays a central role in generating, analysing, and disseminating data to inform the humanitarian and recovery response. Through its Data & Analytics Unit, IOM supports evidence-based decision-making across humanitarian clusters, government counterparts, donors, and recovery actors. As the response in Ukraine continues to evolve, there is increasing demand for advanced analysis of complex and diverse datasets - and for research products to be clear, actionable and designed to meet the information needs of immediate humanitarian action and longer-term recovery planning.

Responsibilities

Category B Consultants: Tasks to be performed under this contract 

The Consultant should develop a thematic brief based on representative data from a nationwide call centre survey, in addition to secondary data sources. The briefs will be no longer than 25 pages in length in Microsoft Word format with up to 10 data visualisations created in Microsoft Excel, focused on an emergent humanitarian, recovery or development issues, the specific topic of which will be determined based on planned assessments:

  1. Brief 1 – Deliverable 1 by email by 17 April 2026

  2. Brief 2 – Deliverable 2 by email by 8 May 2026

  3. Brief 3 – Deliverable 3 by email by 29 May 2026

  4. Brief 4 – Deliverable 4 by email by 17 July 2026

  5. Brief 5 – Deliverable 5 by email by 7 August 2026

  6. Brief 6 – Deliverable 6 by email by 28 August 2026

  7. Perform such other duties as may be assigned.

  1. Performance indicators for the evaluation of results

    • Timely delivery of Briefs and analytical tasks assigned. 

    • Effective engagement with clusters and partners throughout the consultancy in service of the broad consultative process for the deliverables. 

       

Qualifications

Education, Experience and/or skills required

Master’s Degree in Social Science, Public Administration, Public Policy, Economics, or related field from an accredited academic institution with at least 3 years of relevant professional work experience;

OR Bachelor’s Degree with at least 5 years of relevant professional work experience.

Experience working with international organizations, preferably in the context of humanitarian and/or early recovery response are required.

Experience and skills

  • Proven record of active engagement within cluster coordination structures or other forums of the humanitarian architecture is required.

  • Familiarity with the quantitative and qualitative research methods in the humanitarian settings.

  • Experience in delivering capacity building in the spheres of applied research or analysis, including humanitarian planning will be considered an advantage.

  • Excellent writing and analytical skills are required.

  • Knowledge on the context of Ukraine is desirable but not required.

    No, the consultancy shall be remote.
