Mission and objectives

The Resident Coordinator’s Office supports the work of the UN Resident Coordinator and coordinates activities of the UN Country Team in its engagement with the Government as defined by the UN Sustainable Development Cooperation Framework (UNSDCF).

Context

The United Nations General Assembly's resolution 72/279 of 31 May 2018 established the Cooperation Framework as the primary instrument for planning and implementing UN development activities at the country level. This framework, the UN Sustainable Development Cooperation Framework (UNSDCF), embodies the principles of the UN Development System reform, promoting enhanced coordination, accountability, and impact in supporting countries to achieve the 2030 Agenda for Sustainable Development.
The UN Country Team (UNCT) in Uganda developed and has been implementing a five-year UNSDCF (2021–2025), which is set to conclude on 31 December 2025. This framework, operationalized by 29 UN entities, focuses on three Strategic Priorities: 1) Transformative and Inclusive Governance; 2) Shared Prosperity in a Healthy Environment; and 3) Human Well-being and Resilience, with five corresponding results areas. The UNSDCF 2021-2025 was developed in alignment with Uganda’s third National Development Plan (NDP III) and has been implemented through various tools, including a multi-year funding framework (MYFF), Joint Workplans (JWP), and Joint Programmes (JPs) and initiatives.
Annual progress has been reported through UNINFO, and the UN Annual Country Results Reports for 2021, 2022, 2023, and 2024. A comprehensive evaluation of the UNSDCF was conducted in 2025, providing critical inputs for the Evaluation Management Response and the design of the new UNSDCF 2026-2030.
As the current UNSDCF draws to a close, the UNCT aims to produce the 2025 UN Uganda Country Results Report. This final report will consolidate and highlight the high-level results achieved across all five years of UNSDCF’s implementation (2021-2025). This report is crucial for strengthening relationships and policy dialogues with the national Government and other stakeholders, ensuring full visibility of UN results in Uganda. To facilitate this crucial task, the UN Resident Coordinator’s Office (RCO) seeks to recruit a National United Nations Volunteer (UNV) to lead the consolidation and drafting of this comprehensive report, adhering to the latest UN Country Results Report Guidelines.

Objective

To consolidate, draft, and produce the 2025 UN Country Results Report for Uganda, presenting system-wide UN results, lessons learned, partnerships, and financial overview in line with UN reporting standards.

Task description

Under the direct supervision of the Head of Office/Strategic Planner, and guided by the "United Nations Country Results Report Guidelines for UN Country Teams December 2021," the National UNV will undertake the following tasks:
• Systematically gather, review, and synthesize information from all relevant sources, including annual results reports (2021-2024), evaluation findings, UNINFO data, Joint Workplans, Joint Programmes, and contributions from Results Groups and UN entities.
• Draft a comprehensive 2025 UN Uganda Country Results Report, ensuring it aligns with the structure and content requirements of the UN Country Results Report Template (Annex I of the Guidelines): • Key developments in country and regional context • UN development system support to national priorities through the Cooperation Framework (results by SPs and outcomes, outputs, challenges, SDG linkages) • Support to partnerships and financing the 2030 Agenda • UN working more and better together (coherence, efficiency, effectiveness) • Evaluations and lessons learned • Financial overview and resource mobilization • UNCT key focus for 2026
• Ensure integration of guiding principles of the UNSDCF and 2021 UN Country Results Report Guidelines.
• Use evidence-based data, infographics, and storytelling to communicate results effectively.
• Ensure alignment with the UNCT communications and publication standards.
• Coordinate with UN entity focal points and relevant stakeholders for data validation.
• Review previous UN Annual Country Results Reports (2021–2024) to ensure continuity.
• Prepare drafts for quality assurance review and incorporate feedback.
• Submit the final report for approval and dissemination.

Deliverables
• Draft 2025 UN Country Results Report (in editable format) – mid-assignment.
• Final 2025 UN Country Results Report (Word and PDF versions, max 25 pages, including annexes) – end of assignment.
• Infographics and visual summaries for each Strategic Priority and outcome.
• Summary brief highlighting key results, lessons learned, and recommendations for next cycle.
