ORGANISATIONAL CONTEXT:
Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index and one of the most disaster prone countries in the world. The regularity of these events perpetuate a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management.
The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (CSP) 2022-2026 aims to support emergency response as well as long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique. The CSP brings together six different programming activities. Under the CSP framework, each activity manager has to manage the funds related to his/her respective activity. Consequently, the management of the various funding pots, budget lines and contributions, requires the support of a Programme Associate to assist the Activity Managers in this task.

JOB PURPOSE:
To provide effective specialized support on funds management to the Programme Unit.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1. Review budget plans, monitor and analyze project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support optimization of resources and decision-making process.
2. In close coordination with other units (Finance, Supply Chain, Field Offices), perform analysis of needs, available resources and gaps.
3. Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.
4. Review, compile and analyze data, maintain accurate records and files to feed into periodic and ad hoc reports to support accuracy and efficiency of information presented to internal and external stakeholders.
5. Provide guidance to other support staff and contribute to their learning and development in budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered.
6. Maintain communication with a number of stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize use of funds.
7. Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• Has supported the preparation and management of budgets.
• Has contributed to implementation of programmes.
• Has worked with technical teams ( i.e. VAM, nutrition, etc)

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area. A university degree is considered as a plus.
Experience: Minimum of 6 years in experience in funds management.
Language: Fluency in both oral and written communication in Portuguese and English languages.

Duty Station: Maputo

Duration: 6 months
