What will you do in this position?
The Gaza operation is implemented in a highly complex and volatile humanitarian environment characterized by acute protection risks, access constraints, large scale displacement, and reliance on partner led delivery modalities. Ensuring that WFP programmes are protection sensitive, gender-responsive and accountable to affected populations (AAP) is therefore critical.
JOB PURPOSE
Under the supervision of the Programme Protection and AAP Officer, the Programme Assistant (Protection and AAP) will support the day-to-day implementation of protection mainstreaming, gender and AAP activities across WFP supported programmes. The position serves as a frontline interface with communities and partners, contributing to protection monitoring, community engagement, helpdesk/CFM operations, referrals, and evidence based programmatic adjustments.

How can you make a difference?
KEY ACCOUNTABILITIES (not all-inclusive):
Protection and gender mainstreaming support
- Support the implementation of agreed protection, AAP activities across WFP Gaza programmes, in line with established guidance and workplans.
- Assist in the identification and documentation of protection, gender and inclusion concerns observed during field visits and programme activities.
- Support the use of practical protection tools (checklists, monitoring tools, observation templates) during programme implementation.
- Flag observed risks or concerns related to access, safety, dignity and inclusion to supervisors and relevant programme staff.
- Support programme teams in applying do-no-harm and conflict-sensitive approaches during field activities.
Community Engagement and Accountability to Affected Populations (AAP)
- Support community engagement activities, including community meetings, focus group discussions, informal consultations and field observations, under supervision.
- Support the collection, registration and tracking of community feedback and complaints in line with WFP procedures. Ensure affected populations receive clear, timely and accurate information on WFP programmes, eligibility criteria, entitlements and complaint channels, using appropriate communication methods.
- Support the development and dissemination of key messages and community communication materials in coordination with programme and communication teams.
Referrals and basic support to protection concerns
- Support the safe identification of protection concerns during field activities and community engagement, in line with WFP’s mandate and ethical standards.
- Refer identified protection concerns to appropriate internal focal points or external service providers, following established referral pathways.
- Support regular updates of referral pathway information, as guided by supervisors.
- Capacity strengthening and coordination support
- Support coordination with WFP programme teams, field monitors and cooperating partners on protection and AAP-related matters.
- Assist in organizing awareness sessions, briefings or trainings on protection, AAP, gender and PSEA for staff and partners.
- Support follow-up on community feedback and complaints with relevant internal units and partners, as requested by the supervisor.
Safeguarding, PSEA and Ethical Conduct
- Support community-level awareness activities on safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA).
- Ensure respectful, confidential and ethical engagement with affected populations at all times.
- Immediately report any safeguarding or PSEA concerns through established WFP reporting channels.
- perform other related duties as required by the supervisor to support WFP’s protection, gender and AAP objectives.
STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:
Education:
Completion of secondary school education. A post-secondary certificate in a law, international development, gender studies, human rights, political, social sciences or related areas is desirable
Experience:
- Four or more years of progressively responsible work experience in humanitarian programmes or development projects implementation
- Experience working with UN agencies or international NGOs in emergency or conflict-affected contexts is an asset.
- Experience in protection monitoring, community-based protection, referrals, and community feedback mechanisms (CFM) is desirable.
Knowledge & Skills:
- Knowledge of AAP principles, PSEA, safeguarding, and conflict-sensitive programming.
- Experience in delivering awareness sessions for staff, partners, or communities.
- Familiarity with data collection, cleaning, and basic analysis related to protection and community engagement.
- Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
- Knowledge of work routines and methods in order to complete processes under minimal supervision.
- Uses tact and courtesy to give and receive information to a wide range of individuals.
- Ability to identify data discrepancies and rectify problems requiring attention.
Language:
Fluency (level C) in Arabic and English is essential.
