Overview
Background
The Reaching Impact Saturation and Epidemic Control (RISE) program is saving lives and improving health by controlling the HIV pandemic and strengthening global health security to limit the spread of deadly disease outbreaks. RISE uses evidence-based practices from over 20 years of PEPFAR implementation to address critical HIV priorities along with global health security (GHS), maternal, newborn, and child health and Nutrition (MNCH-N), tuberculosis (TB), Malaria, data systems, supply chain and commodity management, and other cross-cutting areas. In Burundi, Jhpiego is recruiting a Procurement & Supply Chain Officer for the new MNCH-N project supporting Burundi’s lifesaving MNCH-N services.
Responsibilities
The Procurement & Supply Chain Officer manages all country-level procurement operations, including forecasting, solicitation, contracting, vendor performance, and distribution of goods. The role ensures compliance with Jhpiego’s Procurement Manual, ethical standards, U.S. Department of State requirements, and Burundian regulations.
He/she leads procurement planning for operational needs, supports technical teams in forecasting programmatic commodities, and oversees the procurement of pharmaceuticals and medical supplies, to ensure proper handling of temperature-sensitive products when applicable. The Officer ensures high-quality documentation, strong internal controls, and readiness for internal and external audits.
Duty Station: Bujumbura, with possible occasional travel to provinces if operationally required.
Reporting Structure

Specific Duties and responsibilities
Procurement planning & coordination
- Lead preparation and regular updating of the annual and quarterly procurement plans.
- Work with administrative, finance, and technical teams to forecast procurement needs.
- Prioritize and schedule procurements based on operational and programmatic timelines.
- Provide guidance to project staff on procurement requests, documentation, and specifications.
Procurement of operational goods & services
- Manage procurement of operational needs including office supplies, IT equipment, furniture, hotel and venue services, transportation services, repairs and maintenance, utilities, printing, catering, and other administrative services.
- Ensure cost-effective and timely sourcing through competitive processes.
- Prepare solicitation documents (RFQ, RFP, etc.) and evaluate bids transparently.
Procurement of programmatic commodities
- Oversee procurement of pharmaceuticals, medical supplies, clinical equipment, and related materials.
- Ensure proper handling and storage of pharmaceuticals, including temperature-sensitive products when applicable.
- Ensure suppliers meet technical specifications and quality standards.
- Support emergency and rapid procurements in line with approved procedures during urgent operational or public health needs.
- Ensure compliance with U.S. Government Global Operating Requirements (GOR), including restricted and prohibited procurement categories.
Vendor management & market assessments
- Maintain an updated database of approved vendors for operational and programmatic procurements.
- Conduct vendor prequalification, capacity assessments, and performance evaluations.
- Lead market surveys to ensure fair pricing and availability of goods and services.
Contracting, compliance & documentation
- Draft and manage procurement contracts, purchase orders, and service agreements.
- Ensure all procurement actions comply with Jhpiego policies, donor regulations, and local laws.
- Maintain complete procurement files that are audit-ready and adhere to documentation standards and retained in accordance with Jhpiego and donor record-retention policies.
- Ensure segregation of duties and internal controls are respected.
- Adhere to Jhpiego’s ethics and fraud prevention policies and promptly report suspected fraud, waste, or abuse.
Supply chain, distribution & inventory coordination
- Coordinate delivery and distribution of purchased goods to the project office and provinces.
- Verify received items against specifications and resolve discrepancies with vendors.
- Support last-mile distribution of programmatic commodities as needed.
- Work closely with logistics and administrative teams to ensure timely movement of goods.
- Coordinate with finance and administration teams to ensure proper asset tagging, inventory records, and reconciliation with procurement and accounting documentation.
Other duties
- Support project start-up and close-out procurement tasks.
- Support internal and external audit processes and implement corrective actions.
- Provide coaching and training to staff on procurement procedures and documentation.
- Prepare periodic procurement status reports and dashboards for management review.
- Perform any other duties assigned by the Senior Finance & Operations Manager or the Project Director that are consistent with the position’s responsibilities.
Required Qualifications
Required Qualifications:
- Bachelor’s degree in supply chain management, Procurement, Business Administration, Pharmacy, Public Health, or a related field.
- Minimum of six (6) years of progressive experience in procurement or supply chain management, preferably with an NGO or donor-funded project.
- Demonstrated experience procuring both operational goods/services and medical/pharmaceutical products.
- Strong understanding of procurement compliance, competitive bidding, and contract administration.
- Knowledge of U.S. Government procurement regulations is an asset.
- Strong analytical, negotiation, and communication skills.
- Proficiency in Microsoft Office (Excel, Word, Outlook).
- Experience with QuickBooks Enterprise is an asset.
- Fluency in French and Kirundi required; working proficiency in English preferred.
Preferred Qualifications
- Experience working with U.S. Government-funded programs.
- Experience supporting procurement for health systems, MNCH-N services, or medical commodities.
- Professional certification in procurement or supply chain.
