This is to announce that Amman delegation has a vacancy for a Security and Safety Officer at the Management Department in Amman, Jordan.

The Safety and Security Officer 3 reports directly to the Head of Operations and is responsible for the overall security and risk management of the Delegation. This includes, but is not limited to, ensuring timely responses to security incidents; conducting periodic and ad hoc risk assessments; implementing mitigation measures to safeguard staff, premises, and operations; maintaining an active network with relevant stakeholders; supporting departments in the security management of their activities and operations; and managing and regularly updating institutional security tools (e.g. SMIP, SAFE platform, MSR). Operating with a high degree of autonomy, the Safety and Security Officer actively manages security operations for the Delegation in Jordan. The S&S Officer also plays a key support role in cross-border activities, including supporting surrounding delegations during periods of regional escalation, overseeing staff movements and rotations to high-risk contexts (including Gaza), and contributing to the adaptation of security protocols as required. Remit: Ensures the delivery of high-quality security and safety services for the Delegation country-wide, proactively managing and implementing security measures to protect staff, premises, assets, and operations.

GENERAL DUTIES

·         Be aware of the delegation’s objectives and activities.

·         Understand the three components of the Red Cross/Red Crescent Movement.

·         Apply the security rules at all times.

·         Respect and observe the staff regulations of the ICRC in Jordan.

·         The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary. 

ACCOUNTABILITIES AND RESPONSIBILITIES

Under the supervision of the Head of Operations, manage the safety & security of staff, premises and operations for the ICRC delegation in Jordan, while also providing security management support to neighbouring delegations as needs arise.

Risk assessment and security measures

  • Independently compiles and analyses security-related data and information from various sources, ensuring discretion and accuracy. Proactively reports security-related events and dynamics that could impact the safety and security of ICRC's operations and staff, and shares this information through comprehensive security reports, advisories, and alert messages, ensuring timely and effective communication to keep all staff constantly aware of the security situation.
  • Initiates and leads the security risk assessments annually or as needed, according to ICRC methodology. In consultation with departments, proposes and follows up on the implementation of mitigation measures and appropriate actions.
  • Takes responsibility for managing and updating the delegation’s security and safety-related files, ensuring they are accurate and updated. Liaises with the MGMT of the delegation for the review and validation of the security rules.
  • Actively participates as a member of the delegation’s Security and Safety Working Group, ensuring the security plan of action is followed and preparing the group’s Minutes of Meetings. Additionally, contributes to other relevant groups as needed.
  • Monitors the effective implementation of security procedures and processes by following up with the members of the safety and security working group of the delegation.
  • Provides security briefings to all new staff-members. Organizes and leads safety & security awareness sessions for staff and visitors across the delegation (for trainings and regional events).
  • Reports and investigates security-related incidents, providing thorough analysis and recommendations to management. Reports incidents in the SAFE Platform and maintains an up-to-date database of security incidents which is used for analysing threats, and trends.
  • Ensures safety and security by conducting inspections of offices and residences, autonomously proposing and following up with premises on the corrective measures needed when relevant. Assesses the safety of residences and training locations (both existing and new) where ICRC events are planned to take place.
  • Oversees the maintenance of the fire system, ensuring it meets all safety standards.
  • Prepares and leads the periodic security and safety trainings, including fire drills, earthquake protocols, evacuation procedures, and safe area designations. Implements a feedback mechanism to ensure continuous improvement and corrective measures.
  • Advises management on the implications of non-compliance with security rules and supports them in handling possible (judicial) investigations into security or safety incidents.
  • Ensures that contingency plans and evacuation plans are not only in place and up to date but also understood and practiced by all staff. Trains staff on emergency procedures, including fire, medical evacuation, mass demonstrations, and natural disasters.
  • Takes the lead in developing and refining security strategies and protocols, ensuring they align with the latest security trends and organizational needs.
  • Provides expert support during SIP courses conducted by the Learning and Development (LnD) department.

Regional support

  • Plays a crucial role in regional contingency planning efforts, ensuring that Jordan is prepared to support delegations in surrounding countries during times of crisis or escalation for the evacuation of staff in coordination with the welcome department.
  • Provides logistical support to regional operations, including the movement of personnel in and out of high-risk areas, embedding security elements in every aspect of the logistical process.
  • This includes for instance the work done in the coordination and management of the staff rotations for Gaza.
  • Conducts detailed security analyses of regional situations, offering insights into the potential impact on Jordan. Monitors developments in neighbouring countries and adjusts security measures as needed.
  • Assists in regional crisis response by ensuring that Jordan Delegation is prepared to serve as a support hub, maintaining readiness for emergency situations that require rapid mobilization of resources and staff.
  • Engages in regional security coordination, including participation in meetings and webinars, to stay aligned with the overall ICRC strategy and contribute to the development of regional security measures.
  • Provides support in the onboarding of newly hired security officers in the region as part of their onboarding program, ensuring they are well-prepared to operate in their context.

External relations

  • Develops external networking with formal and informal security forums (police and other law enforcing agencies, private security companies. Notifies the authorities of the ICRC movements (if required).
  • Preserves a good relationship with the local communities and local authorities.
  • Liaises with the local authorities during security incidents and events.

 

Support to field operations

  • Provides active support to field operations as required, ensuring that all security aspects are thoroughly addressed. This includes conducting on-site security assessments, advising field teams on potential risks, and implementing security measures tailored to specific operational contexts.
  • Collaborates closely with field teams to develop and execute security plans that enable safe access to operational areas, even in volatile environments. Ensures that security protocols are adapted in real-time to respond to evolving situations on the ground.
  • Acts as a key security resource during critical field missions, offering guidance and support to ensure that operations proceed smoothly while maintaining the highest levels of safety for all involved personnel.
  • Facilitates the communication of security information between field teams and the delegation, ensuring that all parties are informed of any developments that could impact their safety or the success of the operation.
  • Provides hands-on training and briefings to field staff on security protocols, ensuring that they are well-equipped to handle any security challenges that may arise during their missions.
  • Supports the coordination of emergency response efforts in the field, including staff evacuations, medical emergencies, and other crisis situations, to ensure the safety and security of all personnel.

Supervision of the security company

  • Establishes and enforces comprehensive protocols for the security contractor, ensuring compliance with ICRC standards across various functions such as entry/exit procedures, visitor screening, material movement, and compound security. These protocols are customized to meet the specific needs of different ICRC structures and sub-structures.
  • Manages security service contracts with a high level of transparency and professionalism, working closely with the Admin and ICT departments to ensure that all contractual obligations are met and that services are delivered to the highest standard.
  • Oversees the performance and administration of security guards, handling all aspects of their management, including scheduling, training, performance evaluation, and addressing any issues that arise, ensuring that they consistently meet ICRC’s expectations for security and professionalism.

RELATIONSHIPS

  • Internally, reports to the HoOps (red-line manager) and the Regional Security and Crisis Management Advisor (blue-line manager). Interacts with all departments within the ICRC Delegation.
  • Externally interacts with a network of interlocutors related to ICRC security. 

 

EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED

  • University degree, or professional Diploma
  • 6 – 9 years’ experience in a similar field or activity
  • Security & safety management background, experience in crisis management an asset, possible background in military, police or emergency services.
  • Fluent knowledge of English and Arabic
  • Computer literacy (Word, Excel).
