Job Purpose:
The Head of Fleet and Engineering will be a highly skilled and experienced profile in professional fleet and transport management. They will directly manage the programme’s fleet management team, drivers, fleet administrators across multiple provinces in Angola. The principal role is to directly manage and follow-up coordination of the operational programme’s transport and fleet

About the role:
HALO is seeking to recruit a skilled and experienced fleet management professional who will advise the programme’s fleet management team, operating across multiple provinces in Angola. The principal role of the Head of Fleet and Engineering is to oversee and coordinate the programme’s fleet, including financial and logistical elements, to ensure that operations and logistics have the necessary vehicle support. The Head of Fleet and Engineering will play a key role in long term fleet department planning, forecasting vehicle and spares requirements. In addition, they will assist other members of staff with advice on the vehicle and logistical requirements for deployment, including seasonal factors, fuel consumption, water supply, tentage, generators and so on; as well as provide introductions to contacts in Angola who might benefit the programme.
Beyond the responsibilities directly related to the management of the fleet across the programme, the Head of Fleet and Engineering will also support with project design with specific donors and projects. For example, where projects are of particular logistical difficulty, they will support in advising on the fleet and logistical needs for the delivery of such projects. Where appropriate, they will also support in the development of new and existing stakeholder relationships
Responsibilities:
Fleet Management
- Develop and implement a comprehensive fleet strategy tailored to Angola’s operational terrain and logistical challenges.
- Oversee the deployment, maintenance, and lifecycle management of over 200 vehicles, including light vehicles, trucks, and specialised mechanical assets.
- Ensure all vehicles meet HALO’s safety standards and Angolan transport regulations, including registration, insurance, and emissions compliance.
- Establish and monitor fuel usage systems to reduce waste, prevent fraud, and improve cost-efficiency.
- Maintain accurate fleet records using digital asset tracking tools and ensure timely reporting to HQ and donors.
- Coordinate with logistics and procurement teams to forecast vehicle needs, manage spare parts inventory, and streamline supply chains.
- Directly manage the Fleet Manager, providing strategic oversight, performance evaluation, and professional development support.
Workshop & Engineering Oversight
- Supervise workshop operations across multiple provinces, ensuring consistent quality control, safety, and productivity.
- Lead the recruitment, training, and performance management of mechanics, technicians, and workshop supervisors.
- Design and implement preventative maintenance schedules to minimise downtime and extend asset life.
- Provide technical guidance on vehicle modifications, field repairs, and integration new equipment.
- Support the testing and rollout of new technologies, including remote-controlled systems and sustainable energy solutions.
- Ensure workshops comply with HALO’s environmental and occupational health standards.
- Directly manage the Workshop Manager, ensuring workshop operations align with fleet strategy and engineering standards.
Leadership & Coordination
- Manage a diverse team of fleet and engineering staff, fostering a culture of accountability, safety, and continuous improvement.
- Develop and monitor KPIs for fleet performance, workshop efficiency, and cost control.
- Liaise with HALO’s global technical teams to share best practices and align Angola’s operations with international standards.
- Represent HALO Angola in meetings with donors, and suppliers regarding fleet and engineering matters.
- Contribute to strategic planning, emergency response readiness, and operational risk assessments.
- Lead internal audits and support external evaluations related to fleet and engineering compliance.
General:
- Uphold HALO’s core values and standards, promoting its ethos and mission statement.
- Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding
Requirements
- Automotive Engineering Degree/HND/HNC, or equivalent
- Road Haulage or PSV Transport manager certificate of professional competence or willing to work towards completing this qualification.
- Extensive experience in a workshop management role, specialising in vehicle, plant machinery and small engine repair.
- Proven ability to implement and manage a preventative maintenance plan and diagnose and perform comprehensive repairs on a wide range of vehicles and machinery.
- Strong knowledge of fleet management systems (FMS), including vehicle maintenance, fuel management, insurance, accident, and asset tracking.
- Proven experience leading and managing teams.
- Excellent interpersonal and communication skills, with an ability to foster a cooperative work environment.
- Proven experience in recruiting, training, and managing teams.
- Strong problem-solving abilities with attention to detail.
- Microsoft Office skills.
Desirable:
- Portuguese language skills or a strong willingness to learn.
- Experience implementing professional development strategies for staff.
- Experience in mine action and/or international development.
