Individual Consultancy Communication Strategy for the CRGE Facility

 

The Ministry of Finance (MoF) has been accredited as a Direct Access Entity to both the GCF and the Adaptation Fund. This accreditation enables Ethiopia to directly access international climate finance, but it also brings obligations to meet GCF standards for transparency, inclusion, and stakeholder engagement. GCF policies emphasize robust environmental and social safeguards, gender equality, and effective grievance redress mechanisms in all funded activities. As an accredited entity, MOF must communicate these standards and processes clearly to stakeholders. However, the current information management and communication practices are relatively nascent in relation to the GCF standards and requirements. The current communication materials on the CRGE Facility section of the Ministry of Finance website do not adequately reflect the latest GCF guidelines on safeguards, gender, and grievance mechanisms, and they fall short in effectively engaging the diverse stakeholders who could benefit from or contribute to the CRGE’s initiatives. This gap can lead to limited awareness among partners and the public about the Facility’s role, opportunities for funding, and the accountability measures in place. Indeed, lessons from GCF’s own Independent Redress Mechanism have shown that without proactive communications, potential beneficiaries may remain unaware of mechanisms (such as grievance redress) designed to help them.

In this context, GGGI and the Ministry of Finance seek to strengthen the CRGE Facility’s information management and communication strategy. Upgrading the CRGE Facility’s communications under the MOF wepage will improve visibility, knowledge sharing, and stakeholder engagement, thereby enhancing Ethiopia’s readiness to utilize climate finance effectively and in line with international best practices. Ultimately, a robust communication strategy and communication materials will ensure that information about climate finance processes, safeguards, gender considerations, and grievance redress reaches all relevant audiences, supporting the CRGE Facility’s mandate to mobilize and manage climate finance in an inclusive and transparent manner.

INTRODUCTION TO GGGI

Objectives of the assignment

The objective of this consultancy is to develop and implement a strengthened information management and communication strategy for the CRGE Facility. The individual consultant will work closely with the CRGE Facility team to assess current practices, identify gaps, and deliver improved communication tools and channels. The consultancy aims to enhance the CRGE Facility’s ability to disseminate information, engage stakeholders, and meet GCF standards on transparency, gender responsiveness, environmental and social safeguards, and grievance redress. This will involve updating the content and structure of the CRGE Facility’s page under the Ministry of Finance website, creating targeted outreach materials, and building the internal capacity of CRGE Facility staff to maintain effective communications as well as producing communication materials. The ultimate goal is to ensure that the CRGE Facility communicates its programs, processes, and results clearly to all stakeholders, from government and development partners to civil society and the general public, thereby increasing awareness, ownership, and participation in Ethiopia’s climate finance initiatives.

Scope of Work

The consultant will undertake the following tasks and responsibilities:

  • Review Current Communications: Conduct a comprehensive review of the CRGE Facility’s existing communication and information management practices. This includes evaluating current strategies, communication channels, knowledge management systems, and informational materials. Identify strengths, weaknesses, and gaps in how the Facility currently communicates with internal and external stakeholders.
  • Stakeholder Engagement and Needs Assessment: Engage with the CRGE Facility team and key stakeholders (including relevant Ministry of Finance department managing the website, partner ministries, development partners, to identify critical communication gaps and user needs. Through interviews, meetings, or surveys, gather insights on what information stakeholders seek, which formats are most effective, and any barriers to accessing existing information. Use these insights to inform the strategy design.
  • Develop Communication & Information Management Strategy: Based on the review and consultations, design a strengthened Communication and Information Management Strategy for the CRGE Facility. This strategy should outline objectives, target audiences, key messages, and recommended communication channels. It should include guidelines for routine information updates, knowledge product development, stakeholder engagement, and feedback mechanisms. The strategy must align with GCF and other international climate finance providers and international best practices integrating GCF requirements for transparency, stakeholder inclusion, gender-responsiveness, and environmental and social safeguards. The strategy should be practical and implementable, including an action plan and roles/responsibilities for the CRGE team.
  • Upgrade and Reorganize CRGE page under the MOF webiste: Overhaul the CRGE Facility’s presence on the Ministry of Finance website to make it more informative, user-friendly, and aligned with GCF content requirements. The consultant will develop a revamped webpage (or section) structure, draft new content, and reorganize existing information. The updated webpage should incorporate relevant content from the GCF website, including sections on the Green Climate Fund’s Environmental and Social Safeguards, Grievance Redress Mechanism, Gender Policy, Project Funding Cycle, and Access to Resources. The consultant should liaise with the Ministry’s IT/web team to ensure the new pages are integrated smoothly and are easy to maintain.
  • Develop Outreach and Knowledge Products: Prepare a suite of outreach materials that translate the CRGE Facility’s work and GCF guidelines into accessible formats for various audiences. These materials may include, but are not limited to: brief informational brochures or fact sheets on the CRGE Facility and its funding opportunities; infographics illustrating processes (such as the project funding cycle or safeguard implementation arrangements); short policy briefs or case studies showcasing CRGE-supported projects and results; and presentation slides or newsletters for stakeholder updates. The consultant is expected to write and design these products in a visually appealing manner, ensuring complex information is communicated clearly and engagingly. Drafts of key materials should be shared with the CRGE Facility team (and GGGI, if required) for feedback and approval.
  • Capacity Building and Handover: Provide hands-on coaching and training to the CRGE Facility staff throughout the assignment to ensure sustainability of the improved communication systems. This includes training staff on maintaining and updating the webpage (content management), managing social media or mailing lists if applicable, producing basic communication materials, and implementing the new communication strategy day-to-day. The consultant should plan at least one formal training workshop or a series of on-the-job coaching sessions to build skills in areas such as content writing, data visualization for infographics, handling media queries, or stakeholder engagement techniques. By the end of the assignment, CRGE Facility focal points should be confident to continue operating and refining the communication tools and processes established. The consultant will also prepare a brief sustainability plan or guide for the team, documenting how to use and update the new templates, systems, and procedures.

Throughout the assignment, the consultant will work in close collaboration with the CRGE Facility team. He/she will ensure that all outputs are developed in consultation with relevant stakeholders and are approved by the Ministry of Finance/CRGE Facility management. The consultant should also coordinate with GGGI’s Ethiopia country team for any guidance on GGGI or donor communication standards. All activities should be carried out with a high degree of cultural sensitivity and awareness of the Ethiopian government context.

Deliverables and Payment schedule

The consultant is expected to produce the following key deliverables within the 60 working days contract. An indicative timeline is suggested, counting from the start of the assignment in February 2026:

  1. Inception Report: This report will detail the consultant’s understanding of the assignment, methodology and work plan, initial findings from the review of current practices, and an outline of the proposed communication strategy framework. It should include a summary of identified communication gaps and an updated schedule for deliverables.
  2. Draft Communication Strategy and Web Content Outline: A comprehensive draft of the Communication and Information Management Strategy for the CRGE Facility shall be delivered. This draft should include the strategy document (objectives, audience analysis, key messages, action plan, M&E indicators for communications) and an outline or wireframe of the revised CRGE webpage structure with proposed content headings. The draft will be reviewed by the CRGE Facility and GGGI for feedback.
  3. Upgraded CRGE Facility’s webpage Content: the consultant will deliver the full revised webpage content for the CRGE Facility section on the Ministry of Finance website. This includes all written content (text for each section/page), any info-graphics or images to be embedded (with source files), and guidance for the web team on layout. The content must cover GCF-related topics (safeguards, gender, grievance, project cycle, access to finance) as agreed as well as other ongoing projects and initiatives. The consultant should also provide a brief Web Update Report confirming that the content has been handed over/uploaded in coordination with the IT team (the actual website update might be done by the Ministry’s web administrator with the consultant’s support).
  4. Outreach Materials Package: A set of finalized outreach and knowledge products should be delivered. This package will include at minimum: (a) a CRGE Facility informational brochure or fact sheet; (b) one or two infographic posters or one-pagers (e.g. illustrating the GCF project cycle or CRGE funding process); (c) a short policy brief or success story highlighting a CRGE-funded initiative; and (d) any other agreed knowledge product (such as a PowerPoint slide deck for stakeholder meetings). The consultant will provide both the designed outputs (ready for print or digital dissemination) and the editable source files (e.g. Word, PowerPoint, InDesign, etc.) so that the CRGE team can update them in the future.
  5. Training Workshop and Handover Report: the consultant will have conducted the capacity-building sessions for CRGE staff. A brief Training and Handover Report will be submitted, documenting the training provided, the outcomes of the coaching (skills gained or remaining gaps), and any recommendations for further action. This report will also serve as the Final Report of the consultancy, summarizing all activities undertaken, deliverables produced, feedback incorporated, and overall achievements relative to the objectives. The Final Report should highlight how the CRGE Facility’s communication capacity has been strengthened and include an executive summary for easy reference by management.

Duration of the Assignment

The assignment will be completed within 60 working days over an expected period of about three months from contract commencement. The table below outlines the anticipated timeframe for each deliverable:

Payment Schedule

The consultancy is a lump-sum contract. Payments will be disbursed in instalments upon satisfactory completion and acceptance of the deliverables by the CRGE Facility (Ministry of Finance) and GGGI, according to the schedule below:

Reporting and Supervision

The consultant will work under the supervision of GGGI and the Ministry of Finance’s CRGE Facility leadership. The consultant will report directly to the Project Manager at GGGI (Ethiopia Country Program). He/she will closely work under the supervision of the CRGE Facility Head at the Ministry of Finance.  This supervisor will provide overall guidance and ensure the assignment remains on track. The consultant is expected to work closely with the CRGE Facility team at the Ministry of Finance on a daily basis. Regular check-in meetings (weekly or bi-weekly) will be held with the CRGE Facility focal points and GGGI to review progress, discuss findings, and resolve any issues.

The Ministry of Finance will facilitate the consultant’s access to office space (as needed), relevant documents, and stakeholders for interviews. GGGI will assist in coordination and provide technical backstopping if necessary. The consultant should be self-sufficient in using his/her own laptop and software to produce the deliverables. All communications by the consultant in the context of this assignment should appropriately acknowledge the Ministry of Finance and GGGI.

Expertise required

The assignment requires a seasoned professional with a blend of communications expertise, climate finance knowledge, and capacity-building experience. The minimum required qualifications and experience include:

  • An advanced university degree (master’s or higher) in Communications, Journalism, Public Relations, Knowledge Management, Environmental Policy, International Development, or a related field. A specialization or training in digital communications or knowledge management systems is an asset.
  • At least 8–10 years of relevant experience in developing and implementing communication strategies and information management systems, preferably in the context of international development or climate change. The candidate should have proven experience producing high-quality communication materials (e.g. reports, briefs, web content, multimedia) and managing outreach or knowledge platforms.
  • Demonstrated experience working with climate finance institutions such as the Green Climate Fund (GCF), Adaptation Fund, Global Environment Facility, or similar. The consultant should be familiar with the terminology, procedures, and thematic focus areas of climate finance. Experience supporting an entity’s accreditation or project proposal development for GCF (or communicating about such processes) will be considered a strong advantage.
  • Solid understanding of GCF policies and standards related to communications and stakeholder engagement. This includes familiarity with GCF’s Environmental and Social Safeguards framework, Gender Policy and the GCF Project Cycle. The consultant should be capable of interpreting these policies and integrating key aspects into communication content.
  • Excellent writing and editing skills in English, with the ability to convey complex technical information in clear, non-technical language. Strong skills in content creation for the web (basic HTML or content management system experience), graphic design or data visualization (ability to create infographics, visually appealing documents), and use of social media for professional communication. Proficiency in relevant software (MS Office, Adobe InDesign/Illustrator or other design tools) is required.
  • Experience in delivering training or coaching, especially in communications or knowledge management, is highly desirable. The consultant should be able to design simple training modules and effectively transfer skills to staff with diverse backgrounds.
  • Strong interpersonal and communication skills. Ability to work collaboratively with government officials, international organizations, and other stakeholders, understanding their information needs and sensitivities. Prior experience working in Ethiopia or in similar developing country contexts, and knowledge of the Ethiopian institutional landscape (especially the Ministry of Finance or environment sector), will be an asset.
  • Fluency in English is required, with impeccable written and verbal communication skills. Knowledge of Amharic or other local languages of Ethiopia would be an advantage, given the need to engage with local stakeholders and possibly translate key messages for domestic audiences.

The ideal candidate is strategic and creative, detail-oriented, and passionate about empowering teams through improved communication. He/she must demonstrate cultural sensitivity, political acumen, and the ability to deliver results under tight timelines. References or work samples may be requested to verify the quality of past communications products.

Logistical Support

The Ministry of Finance will provide necessary logistical support to the consultant to ensure the successful completion of the assignment. This includes providing access to relevant project documents and data, facilitating introductions and meetings with stakeholders (federal ministries, regional bureaus, local authorities); and organizing field missions to project sites as needed. For any approved travel outside of Addis Ababa, GGGI will cover or reimburse allowable travel expenses as per the approved travel request. Office space and internet access can be arranged at MoF or the project office when the consultant is on-site, if required.

Confidentiality and Intellectual Property

The consultant shall maintain strict confidentiality of all information and documents obtained during the course of this assignment. Neither during the term of the contract nor after its termination shall the consultant disclose any proprietary or confidential information related to the CRGE Facility, the Ministry of Finance, GGGI, or any associated stakeholder, without prior written consent from the client. This obligation covers all reports, data, documents, and correspondence prepared or obtained under this consultancy.

All outputs produced under this assignment will be the property of the Ministry of Finance. This includes the communication strategy, reports, training materials, webpage content, and outreach products. The consultant agrees that the content, in whatever form (print, electronic, etc.), cannot be shared, published, or used for any purpose outside this assignment without explicit permission. Upon completion of the contract, the consultant will hand over all relevant files (including editable design files, raw data, etc.) to the client. GGGI’s standard rules and policies on confidentiality and intellectual property rights shall apply to this consultancy, and the consultant will be required to comply with GGGI’s Code of Conduct and data protection guidelines.

Evaluation Criteria

This consultancy will be awarded through a competitive selection of an individual consultant. Upon advertisement of the procurement notice, interested candidates are expected to submit both a Technical Proposal and a Financial Proposal as part of their application. The selection will follow the Individual Consultant cumulative analysis method. This means that the award decision will be based on a combined evaluation of the technical and financial proposals. The technical proposal will be evaluated on its merit (qualifications, relevant experience, methodology, etc.). The financial proposal will be evaluated separately. For the final ranking, a weighted scoring method will be applied: the technical score will carry a weight of 70%, and the financial score a weight of 30%. The consultant achieving the highest combined weighted score (while also being technically responsive/compliant) will be considered for contract award. Technical proposals should detail the consultant’s relevant experience, approach to the assignment, and any additional value-added insights. Financial proposals should be quoted in USD and inclusive of all costs. Only candidates scoring above the minimum technical score (as specified in the bid documents) will be considered for financial evaluation. GGGI reserves the right to verify references and past work experiences.
