Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The Turkish Red Crescent (TRC) has played a leading role in helping refugees in Türkiye, the TRC has reacted immediately to the influx of Syrians and other nationalities by deploying staff and volunteers and organizing dedicated structures to receive and protect the people in need and provide a first-line response. The IFRC continues to support the TRC in its response to the humanitarian needs in Türkiye resulting from the Syrian and other concurrent crises including supporting durable solutions such as integration and empowerment, and voluntary return in line with Movement Migration Policy. Reconstruction and recovery efforts following the powerful earthquakes in 2023 that led to more than 50,000 deaths and economic losses estimated at USD 100 billion continue to be implemented under the Red Cross Red Crescent Network Unified Plan for Türkiye. IFRC Delegations in Türkiye and Syria will continue close cooperation promoting Network alignment in the support to the National Society in Syria.
Job Purpose
The International Federation of Red Cross and Red Crescent Societies (IFRC) supports the Turkish Red Crescent Society (TRCS) in various program areas, including Disaster Risk Reduction (DRR), social resilience, and climate change adaptation, among other sectors.
A Program Development Officer will be assigned by the IFRC Türkiye Office to support the TRCS DRR team in ongoing project development and implementation processes, with a focus on strengthening the fundraising capacity of programs conducted and planned within the department including joint efforts of the department with the other departments, developing high-quality project proposals, and enhancing donor reporting.
This position will lead the processes of developing project ideas, prepare concept notes and full project proposals, and writing narrative reports of existing projects in line with donor requirements. Working closely with PMER and communications teams throughout these processes, the Program Development Officer will support the production of strong, evidence-based, and highly visible outputs. In addition, the Program Development Officer will support both the central coordination team and, when necessary, the field implementation teams in the program/project management processes for projects being carried out by the TRCS DRR Department , contributing to the development of the TRCS DRR team's technical expertise in this regard.
The main purpose of the Program Development Officer is to:
- Increase the resource mobilization and project development capacity of the TRCS DRR program,
- Translate programmatic data, PMER findings, and field experience into strong project and reporting outputs that meet donor expectations,
- To strengthen the visibility, consistency, and credibility of TRCS programs with donors,
- To contribute to the implementation of ongoing TRCS DRR Program activities by supporting the technical development of central and field teams
Job Duties and Responsibilities
Project Development and Grant Management (Primary Responsibility)
- The TRCS DRR Department, in collaboration with internal and external stakeholder technical teams and relevant units, will:
- Develop new project ideas, keeping the DRR Department at the center
- Develop joint project ideas with the relevant other departments (such as CCA, Migration etc.) if required by the DRR department
- Prepare concept notes, full project proposals, and additional project documents (logical framework, budget, risk analyses, etc.),
- Monitor international and regional funding opportunities and donor calls and conduct eligibility analyses.
- Ensuring that project designs are:
- Aligned with RCRC Movement strategies,
- TRCS priorities,
- Donor requirements, and quality standards.
Donor Reporting and Narrative Content Production
- Based on inputs from PMER and program teams:
- Prepare or coordinate interim and final narrative reports including required annexes.
- Structure project results, outputs, and lessons learned in a manner appropriate for the donor's language.
- In reporting:
- Ensure the consistent use of PMER indicators,
- Evidence,
- Case studies, and success stories.

- Contribute to strengthening indicators, outcome frameworks, and assumptions in project design,
- Integrate evaluation and learning findings into project and report narratives.

- Support evidence-based storytelling for project proposals and reports,
- Provide technical content for donor visibility, success stories, and knowledge products.
Knowledge Management and Organizational Learning
- For prepared projects and reports:
- Support their transfer to organizational memory,
- Support their use as a reference in future project development processes.
- Contribute to the documentation of good practices, lessons learned, and innovative approaches.
Program Management Function
- Contribute to the central coordination processes of ongoing projects,
- Actively participate in project field implementation, support field staff,
- Assume full or partial responsibility for managing/implementing a project if required
Education
Required
- University degree in relevant fields
Experience
Required
- At least 3–5 years of experience in project development, program design, grant management, or donor reporting
- Strong English writing and editing skills
- Experience in the humanitarian aid or development sector
Preferred
- IFRC / Red Cross Red Crescent Movement experience
- Experience working with TRCS
- Familiarity with PMER/MEAL processes
- Experience in DRR, resilience, or community-based programs
