About this position

We are looking for an experienced committed and specialized professional for the technical, administrative and environmental management of the interior remodeling works of the new offices of the Ministry of Health, Welfare and Labour, in order to ensure compliance with quality standards, deadlines and costs established in the contract for the works.

The new offices will be in Paramaribo, on the ground level of a public building (Lalarookhweg 25, Uitvlugt) owned by the Government of Suriname. This level, which has been technically approved by the Minister of Public Works, covers approximately 540 m² and is intended to accommodate administrative offices, public services, and storage. Although the building is currently occupied, the level to be renovated is unused and unoccupied.

You will work within an interdisciplinary group of specialists from Social Protection and Labor Markets Division (SCL/SPL) and Social Infrastructure Group (INE/INE).

What you’ll do

The consultant will support the tender process, specifically during technical evaluation and report.

The consultant will support and provide technical assistance during the procurement process for the construction which will be procured through a competitive process within the framework of the loan operation.

The consultant will ensure  that  the execution of the interior remodeling works are carried out in accordance with the plans, technical specifications, schedule and current regulations, guaranteeing optimal conditions of functionality, safety and sustainability. During construction, he/she will manage technical and administrative tasks, daily operations, control processes (especially quality), detect delays, evaluate effectiveness weekly, monitor costs and variation orders, track monthly progress, and report to the Bank. The consultant will elaborate a detailed management work plan, which will include standard forms for all reported activities indicating the key milestones.

Finally, the consultant will elaborate a final progress report, containing certificates of final completion; as-built documentation and maintenance documentation and schedules.

Deliverables:

  1. Technical reports of non-conformities and recommendations
  2. Periodically reports containing: Daily logbook for process control and quality control; 2-weekly site visit reports with annexes; Monthly project progress reports with annexes (milestone); Contactor’s invoices approved by consultant; Variation orders
  3. Periodically reports containing: Daily logbook for process control and quality control; 2-weekly site visit reports with annexes; Monthly project progress reports with annexes (milestone); Contactor’s invoices approved by consultant; Variation orders
  4. Final progress report; certificate of practical acceptance; Final project report; Certificate of final completion; “as built” documentation; Maintenance documentation.

What you'll need

  • Education: Master’s degree in architecture and/or civil engineering.
  • Experience: At least 10 years in public or similar facilities design and/or construction. Knowledge of local construction regulations in Suriname and international codes and regulations. Proven experience in supervising minor remodeling works. Knowledge of local construction, safety and environmental regulations. This is a requirement that must be met by a consultant to ensure compliance with local standards and practices.
  • Languages:  Proficiency in English and Dutch.

  • Citizenship: You are either a citizen of Suriname or a citizen of one of our 48-member countries with residency or legal permit to work in Suriname. 
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
