Organizational Context
The IFRC has five regional offices in Africa, Asia Pacific, the Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The IFRC has a Country Cluster Delegation (CCD) based in Yaoundé which supports the National Red Cross Societies in 4 countries namely Cameroon, Gabon, Equatorial Guinea, and Sao Tome & Principe.
Job Purpose
The consultant understands the IFRC Yaoundé Delegation’s key priorities related to Humanitarian Diplomacy and Communication and provides technical support in amplifying Humanitarian Diplomacy and Communication efforts. Further, She/He supports other key procedural priorities related to Equatorial Guinea-related activities. She/He receives day-to-day supervision and guidance from the CCD’s focal person of Strategic Engagement and Partnership and HOCCD will provide overall directions.
Job Duties and Responsibilities
- Support smooth processing of Visas, logistical and fleet files related to Equatorial Guinea
- Act as a Liaison Officer working with the International Federation and the Government of Equatorial Guinea
- Organise VIP Protection and Diplomatic issues for the office and External visitors
- Assist Delegates with Visa applications and permits from relevant authorities.
- Develop a brief work plan (including objectives, audiences, tools, and deliverables) that will be implemented.
- Support IFRC’s Delegation and diplomatic engagements under the area of responsibility of Yaoundé CCD.

- Support IFRC’s active engagements in various platforms and events
- Support Humanitarian Diplomacy in promoting IFRC’s Pan-African Flagship Initiatives
- Support donor mapping and engagement plan
- Identify key policy opportunities and processes (such as those within key international policy frameworks and related platforms), events, conferences, and forums.
- Support to Gather audio-visual materials, either directly or from National Societies, that illustrate the humanitarian actions of IFRC and NSs.
- Foster knowledge sharing and exchange of best practices on Humanitarian Diplomacy.
- Support other evolving priorities and tasks as assigned by the supervisors
Education
- University degree in journalism, international relations , communications, or closely related field
- Proven experience in external relations, especially with the Government of Equatorial Guinea
- Training courses: campaigns/advocacy and AV production
Experience
- Minimum of five years’ experience in communications and Humanitarian Diplomacy, advocacy and/or media relations, or journalism.
- Proven track record of influencing policy or decision-making in line with agreed strategic priorities
- Minimum five years’ experience working in the international humanitarian or development sector or a related field
- Successful experience in the development of policy campaigns, including
- strategy-building, inter-governmental advocacy, and evidence building
- Experience in coaching and transferring skills and knowledge to counterparts
- Proven experience of developing and executing crisis communications plans and planning for, responding to and mitigating reputational risk
- Strong Red Cross Red Crescent experience
- Experience in the UN system, ECOWAS, AU, Ministry of Foreign Affairs and other intergovernmental organizations and/or development banks
Knowledge, Skills and Languages
- Excellent English, French and Spanish writing skills
- Proficient in the use of computers and office software packages (MS Word, Excel, outlook, windows. etc)
- Excellent presentation and public speaking skills
- Demonstrated understanding and use of social media for communications and advocacy purposes
- Skilled at photography and videography
- Proficient in the use of photo and video editing software
- Experienced in setting and management of budgets
- Strong understanding of policy frameworks, systems, and initiatives relevant to humanitarian organizations in Africa
- Excellent understanding of the dynamics, institutions and political context of the
- international humanitarian and development sectors
- Exemplary influencing and networking skills
- Self-sufficient with the ability to plan and deliver own work to a high standard
