Organizational Context
Job Purpose
Reporting to the Head of Investigations, the Investigations manager will act as a member of OIAI’s management team and deputize for the Head of Investigations. The job holder will be responsible for managing and overseeing the OIAI investigation team based in Delhi, comprising six investigation team members.
The manager will monitor the delivery of the global investigations portfolio and provide direction and technical input for investigations work, and quality assure all investigation assignments. The role is responsible for the delivery of complex or specialized investigations.
Job Duties and Responsibilities
OIAI and investigations leadership:
• Act as a member of OIAI’s management team and deputize for the Head of Investigations.
• Contribute to the delivery of strategic OIAI products (e.g. the annual report, annual appeal and report, donor briefings, and annual conference, etc.).
• Maintain relevant professional qualifications and complete the required continued professional development (CPD).
• Role model IFRC’s values and principles in day-to-day operations. Proactively work to create a safe and inclusive environment.
Delivery of IFRC’s global investigation services:
• Oversee the delivery of global investigations – planning, managing, and monitoring delivery in line with KPIs.
• Ensure global investigation assignments are suitably resourced.
• Provide expert technical advice and direction on investigation assignments.
• Quality assure investigations work, ensuring work complies with global good practice and meet client needs.

Lead and develop OIAI’s investigations team in Delhi:
• Provide effective oversight and development for the OIAI investigations team in Delhi (approx. 6 staff),
including direct line management of three staff members.
• In partnership with the Audit Manager, ensure effective cross team working.
• Contribute to the ongoing enhancement of OIAI’s investigations approach and tools.
Build effective relationships across IFRC and provide value-adding advisory services:
• Act as a critical friend and trusted adviser to IFRC clients and provide ongoing advice, guidance, and advisory
services on key risk areas.
• Lead briefings and presentations on significant investigations and findings, root cause issues, and major
control gaps for IFRC clients and the Audit and Risk Commission.
• Provide training and workshops to IFRC teams on assurance and integrity topics.
Deliver OIAI’s annual appeal activities and provide technical support to the membership:
• Contribute to the delivery of OIAI annual appeal activities.
• Provide training and workshops to National Society teams on assurance and integrity topics.
Education
Required:
- University degree up to a master’s degree
- ACFE or equivalent qualification
- CHS IQTS qualification (or CHS tier three qualification)
Preferred:
- University degree up to a master’s degree

- CHS IQTS qualification (or CHS tier three qualification)
- Internal audit (CIA, PIIA, CMIA) or equivalent qualification (ACCA, IRM etc)
Experience
Required:
- At least 6 years of professional experience in investigations X
- At least 3 years of experience in an investigation leadership role X
- Experience leading and developing diverse investigations teams X
Preferred:
- Experience in working for a humanitarian, charitable or not-for-profit organisation. X

Knowledge, Skills and Languages
Knowledge and Skills
Required:
- Sound knowledge of global good practice on investigating fraud, corruption, and
sexual misconduct - Sound knowledge of administrative investigations and administrative case law (e.g. ILO AT)
- An understanding of fraud, corruption, and sexual misconduct prevention and
controls - Ability to establish and maintain effective working relationships, collaborate, and
influence - Ability to communicate clearly and effectively, both orally and in writing with diverse audiences
