Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of Programme Coordinator (Housing and Water, Sanitation, and Hygiene (WASH)), and in coordination with other technical programme specialists, the Construction Project Officer (Engineer) will provide support to the implementation of IOMs efforts to improve living conditions of crisis-affected population across Ukraine.
The successful candidate will be responsible for monitoring of housing and infrastructure projects, repairs and rehabilitations of damaged buildings, in coordination with relevant colleagues, partners and municipalities. Also, when required, they will support activities related to infrastructure repairs and refurbishment of collective centres, in coordination with Camp Management and Camp Coordination (CCCM) unit in addition to following up on the work of contractors/labours.

Responsibilities and Accountabilities
Project Planning, Monitoring and Reporting
- Assist the Programme Coordinator (Housing/WASH) in planning, implementing, monitoring and reporting of housing, infrastructure, and other construction projects from an engineering perspective.
- Monitor implementation of construction activities in the field; identify and report any challenges and delays to the Programme Coordinator (Housing/WASH); and flag potential budgetary issues or required adjustments.
- Support monitoring of project expenditures and ensure effective use of project funds in alignment with internal and donor requirements; inform the Programme Coordinator (Housing/WASH) if adjustments are required.
- Provide technical inputs and contribute to the preparation of donor reports and other internal and external reporting products in coordination with Programme Support and Information Management staff.
- Provide technical inputs and support the development of new projects and programmes, including contribution to designs, scopes of work and cost estimates.
Technical Oversight
- Work closely with the Logistics and Procurement Unit throughout procurement processes, including participation in bidding processes, and monitor the performance of contractors and implementing partners to ensure quality, compliance and timely delivery.
- Review and track project progress, including budgets, schedules and contractor performance, using appropriate monitoring and tracking tools.
- Provide technical guidance on appropriate methodologies and standards for housing, infrastructure and rehabilitation interventions in line with IOM and donor requirements.
- Contribute to the development, review and update of technical documentation, drawings, specifications and bills of quantities as required.
- Support the design and roll-out of needs assessments and post-construction monitoring activities and assist in analysing technical data to inform programme implementation and decision-making.
- Monitor field implementation to ensure compliance with approved designs, safety standards, environmental requirements and donor visibility guidelines, and report gaps or non-compliance.
Coordination and Liaison
- Liaise with government authorities, municipalities and other relevant stakeholders to support timely project implementation, including through meetings, site visits and technical coordination activities.
- Participate in technical coordination and working group meetings with local authorities, United Nations agencies, International Organizations and Non-Governmental Organizations.
Team Management
- Supervise and provide guidance to relevant staff within the Housing team, including field teams and consultants as relevant.
- Contribute to capacity-building initiatives for Housing team staff and partners, including on construction standards, quality control and monitoring processes.
Compliance
- Support compliance of contractors and implementing partners with IOM policies, including the Prevention of Sexual Exploitation and Abuse (PSEA) Policy. Ensure that personal data and project-related information are handled in accordance with IOM Data Protection Principles and confidentiality requirements.
- Undertake duty travel as required to support project implementation, monitoring and coordination activities.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Civil Engineering/Architecture or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience supporting the implementation and supervision of construction and infrastructure projects, including repairs, rehabilitation and refurbishment works;
- Experience working on multi-storey buildings and complex construction sites, including quality control and adherence to approved designs and specifications;
- Experience supporting the coordination and implementation of construction, shelter and/or WASH interventions in recovery, development or complex emergency contexts;
- Experience applying environmental, health and safety (EHS) standards on construction sites, including compliance with donor and organizational requirements;
- Experience liaising and coordinating with contractors, implementing partners and other stakeholders involved in project delivery;
- Experience in basic project administration, including tracking progress, documentation and support to reporting processes; and,
- Experience working with a non-governmental organization, international organization or similar institutional environment is an advantage.
Skills
- Good technical understanding of construction, rehabilitation and infrastructure works, including ability to identify quality, safety and compliance issues in the field;
- Knowledge of project planning, implementation and monitoring processes within construction, shelter and/or WASH programmes;
- Proficiency in standard computer applications, including MS Word, Excel and Outlook.
- Strong analytical and problem-solving skills, with the ability to identify issues, propose practical solutions and support timely decision-making;
- Ability to collect, analyse and present technical information clearly and concisely, including through written reports;
- Strong communication and interpersonal skills, with the ability to work effectively with colleagues, contractors and stakeholders from diverse cultural and professional backgrounds;
- Ability to manage multiple tasks, prioritize workload, meet deadlines and perform effectively under pressure;
- Attention to detail and commitment to delivering accurate, high-quality technical outputs; and,
- Team-oriented approach, with willingness to share knowledge, provide constructive feedback, and contribute to a collaborative working environment.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Ukrainian language is an advantage.
