Context
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Head of Governance and Data Unit and in close coordination with programmatic teams in IOM Tunisia, as well as Regional Data Hub (RTS: Data and Research) in Cairo and relevant Headquarters (HQ) departments, the Project Officer (Data and Research) will support the coordination and further development of data collection within the mission, produce data analysis and research outputs, and assist government counterparts in strengthening their capacities in data collection and analysis on migration issues. The data collection and analysis efforts will support the governance and policy work of the mission and inform evidence-based engagement with external stakeholders.
Responsibilities
Conduct geographic and thematic analyses and prepare inputs for reporting on issues relevant to the current migration dynamics in Tunisia.
Identify opportunities and contribute to the development of data collection methods and coordinate the data collection and analysis efforts of the mission.
Keep abreast of data and research developments at the regional and global levels and participate in coordination with other IOM missions to support a route-based approach in the analysis of migration trends.
Conduct data verification, triangulation and validation through multiple sources, both primary and secondary (including media monitoring, local authorities, network of key informants).
Support with literature/desk review and carry out extensive and in-depth data analysis of the datasets collected for the key reports, information materials, studies, and policy briefs.
Coordinate the implementation of data collection processes and overall data management activities, including data encoding, storage, and transfer, processing, visualization, and dissemination.
Ensure compliance with IOM data protection policies, data governance standard, and security standards, Information Technology and Communications (ITC) standards, and apply established best practices and lessons learned related to ethical data collection, use, sharing and dissemination.
Create an information system for the data collected, including offline and online platforms, application tools, and other systems.
Ensure the timely preparation and generation of mission-level information products, as well as information sharing and dissemination to all relevant channels.
Ensure data is relevant for policy making by coordinating data collection and analysis priorities with the policy work of the mission and the Global Compact for Migration (GCM) implementation processes.
Assist in the development of user-friendly training modules and workshop materials based on IOM’s Migration and the 2030 Agenda, GCM, expanding on the document’s guidance on monitoring indicators related to migration and the Sustainable Development Goals (SDGs) and relevant initiatives in the region, including those involving the National Statistics Offices, other UN and other partners.
Support capacity-building activities on migration data collection, management, analysis and dissemination for IOM staff and external stakeholders, adapting existing materials to training objectives and audiences.
Provide technical support to national counterparts, including the National Institute of Statistics and the National Observatory on Migration, in analysing census and survey data related to migration and supporting additional surveys relevant to migration.
Provide inputs to evidence-based recommendations to improve data collection methods and internal workflows.
Perform such other duties as maybe assigned.
Qualifications
Education
- Master’s degree in Migration Studies, Demography, Political or Social Science, Statistics, Data Science, Information Management, Economics, or related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in conducting research on migration and migration data, in particular with regard to migration in Africa and Europe, demonstrated by relevant professional assignments and/or contributions to analytical products;
- Experience supporting capacity development activities and trainings, including online modalities;
- Experience collaborating with national and international stakeholders; and,
- Experience collaborating with National Statistics Offices.
Skills
- Sound data collection, research, and report-writing skills are required;
- Excellent writing skills in English are required;
- High level of attention to detail is required;
- Demonstrated statistical analysis skills are highly desirable; and
- Ability to work with multiple data sources.
Languages
IOM's official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
