Peste des Petits Ruminants (PPR), High Pathogenicity Avian influenza (HPAI), Foot and Mouth Disease (FMD), African Swine Fever (ASF), Lumpy Skin Disease (LSD) and Contagious Bovine Pleuropneumonia (CBPP) have highlighted the need for cross-border regional and multi-sectoral collaboration and cooperation in prevention and control of priority diseases. In addition, the world is witnessing an increased frequency of adverse events linked to weather and climate, profoundly affecting public health, animal health, animal welfare, food security, and livelihoods. Veterinary Services are facing unprecedented pressure to handle existing and emerging diseases impacting or involving animal health amidst facing realities related to constrained resource access and competing national priorities.  

As the global authority for animal health, WOAH in partnership with FAO under the Global Framework for Transboundary Animal Diseases (GF-TADs) supports its Members’ in implementation of contextualised TADs disease strategies and responding to emergencies. Over the past number of years, under the mandate of its Membership, WOAH has been supporting implementation and coordination of global disease strategies. The activities are driven by the regions, supported by existing governance structures under the GF-TADs framework, mostly in collaboration with partners. Some activities are supported by individual projects. Through the existing coordination mechanisms, WOAH aims to maintain a work programme that consolidates various initiatives delivered over the years into a coherent, long-term schedule of activities to support its Members’.  

To effectively build this programme, WOAH seeks a better understanding of the overall landscape in which our Members’ operate and an insight into their current capacities to ensure the programme benefits those with greatest need. To this end, WOAH is in search of an intern to conduct a study to consolidate identified capacity gaps through analyses of results from  regional and subregional recommendations from technical and strategic TADs coordination meetings (regional road maps, standing group of experts, network meetings); implementation of assessment tools (e.g., PMAT, PCP, SAT); and ad hoc surveys. The intern will explore integration of these data in PVS-IS and with other relevant sources.  

This internship will contribute to strengthening WOAH’s understanding of Members’ gaps and needs expressed in the realm of GF-TADS implementation across regions and will support GF-TADs partners in identifying priority areas for future strategic and operational engagement. The study will produce a consolidated overview of the priority technical needs of WOAH Members both overall and by specific priority transboundary animal disease.  
Job Description
Positioning and reporting
The Intern will be administratively hosted by WOAH Headquarters (Paris) within the Emergency Preparedness and Resilience Department (EPRD), under the supervision of the Head of Department.  

Collaboration will include interactions with other WOAH Departments, Regional and SubRegional Representations, and relevant GF-TADS partners.  
Job purpose
The Intern will participate in the activities related to GF-TADs, directed by the Emergency Preparedness and Resilience Department (EPRD)
Missions and activities

– Consolidate data related to : recommendations issued at sub regional and regional meetings related to TADs (including SGEs, regional roadmaps, network meetings, governance mechanism meetings since 2020)
– Consolidate data related to : national assessments of FMD and EPPR control strategies (PMAT, FMD-PCP, SAT)
– Conduct a quantitative and qualitative descriptive analysis of the main gaps and needs identified, identifying common matters as well as disease and geographical specific patterns if relevant
– Exchange with contact points from disease groups and regional platform on the results obtain and their interpretation
– Write a report on the main gaps identified, request for support, differentiating whenever possible levels and nature of expected intervention (possible publication)
– Explore in close relation with other departments and regions, the future integration of these data in PVS-IS with other relevant sources such as PVS mission.  

The successful candidate may also be required to complete tasks related to other work in the Emergency Preparedness and Resilience Department. Upon completion of the internship, the intern will provide a final report summarising activities undertaken and follow-up actions required as well as provide a presentation to relevant departments on the outputs of this work.  
Requirements
Qualifications and Experience

Required Qualifications
– Currently enrolled in a post-graduate academic programme (an internship agreement is mandatory);
– Field of study: livestock economics, agricultural sciences, evaluation studies, international relations, social sciences, public health, development studies, strategic management, animal science, other related fields.  

Required Skills

Technical Skills
– Proficiency in English (C2 level in reading, writing, and speaking)
– Ability to synthesise information in a clear and concise manner.
– Good working knowledge of Microsoft Office (Word, Excel, PowerPoint, SharePoint, Forms).
– Good working knowledge of reference management software
– Working knowledge of NVivo is an asset
– Working knowledge of R or other statistical software is an asset  

Technical Competencies

Full-time position based at WOAH Headquarters in Paris.  
Salary:..715./ month
Duration: six (6) months maximum

Teleworking is not available for interns. The intern will expected to spend long hours in a seated position. The intern must provide proof of enrolment in health insurance plan.  Some of the results of this analysis will be confidential. The trainee will therefore be asked to sign a confidentiality agreement. This will not prevent the publication of a scientific article and the writing of the internship thesis.
