Background:
As a mountainous country, Kyrgyzstan has been consistently attracting the attention of the world community to the problems of sustainable development of mountain regions since the early 2000s.
In order to ensure environmental security of the country, increase climate resilience, preserve natural heritage and implement the Five Years of Action for the Development of Mountain Regions in 2023–2027 (Five Years of Action), the President Sadyr Japarov signed the Decree “On declaring the period 2023-2027 the Five Years of Action for the Development of Mountain Regions” (Decree). In line with this Decree, the three entities - Ministry of Natural Resources, Ecology and Technical Supervision (Ministry of Natural Resources), President’s Special Representative on implementation of the Five Years of Action for the Development of Mountain Regions (Special Representative) and Kyrgyzstan’s Ministry of Foreign Affairs (MFA) co-ordinate efforts of all government bodies on development of mountain regions. 
In 2023, Kyrgyzstan’s government approved a Concept and Roadmap for the implementation of the Five Years of Action. The Five Years of Action roadmap (Roadmap) outlines a strategic plan with a set of activities aimed at sustainable mountain development in Kyrgyzstan, including efforts to actively engage youth in environmental protection and community-based climate action.
The topic of promoting mountainous agenda is quite important for Government of Kyrgyzstan. In 2027, Kyrgyzstan will host the Second Global Mountain Summit “Bishkek+25”, which will summarize the results of the Five Years of Action in Kyrgyzstan. 

Objective of Assignment: 
To support Kyrgyzstan in implementation of the Five Years of Action and preparation for the Second Global Mountain Summit “Bishkek + 25” in 2027.

Duration of Assignment:
8 months

Tasks and Responsibilities:

  1. Collaboration with the Special Representative, MFA and the Ministry of Natural Resources and other relevant state, international and public partners on strategies and approaches in implementing the Five Years of Action;

  2. Preparation of the concept, speeches, abstracts and other content materials for participation of Kyrgyz delegation in the international and regional events on mountains and climate, and manage event logistics and co-ordination;

  3. Conducting desk reviews and undertaking research on sectors specific to the development of mountain regions such as agriculture, glaciers, biodiversity, livelihoods, community-based climate action and youth mainstreaming, etc;  

  4. Monitoring the implementation of Roadmap;

  5. Developing proposals to enhance the Five Years of Action, including strategies for promoting mountain products;

  6. Providing expert support to the Kyrgyz Delegation in preparation for the UN Conference of the Parties (COP 31), 

    specifically, for thematic side events in national pavilion of Kyrgyzstan;

  7. Providing assistance to the relevant governmental bodies in terms of delivery of public information on implementation of the Five Years of Action:
    - draft articles on challenges to sustainable mountain development as well as initiatives of Kyrgyzstan;
    - draft information products for further submission to local/international media;
    - communicate/collaborate with media on maintaining public relations on advancing mountain agenda by Kyrgyzstan;

  8. Monitoring local and international media on the mountain agenda of Kyrgyzstan;

  9. Preparing press releases and interviews on sustainable mountain development for publication in local and international media.
     

Deliverables:

  1. Provide monthly progress report (MPR);

  2. Information package, a list of participants, draft invitations, draft minutes, and other related materials from the participated events should be included in MPR;

  3. Analytical report on implementation of Roadmap, including conclusions and recommendations (for half-year period) should be included in MPR;

  4. Respective information on press releases, interviews and indication of media sources are included in MPR with copies.

  5. The final report has to be provided at the end of the assignment.

Necessary Qualifications:

  • University degree in Social Sciences, Law, Environmental Studies, Political Science, Economics or other related fields; 

  • Minimum two years of working experience in the field of climate change, environmental protection and/or sustainable development;

  • Good understanding of the social, economic and political situation in Kyrgyzstan;

  • Work experience in government agencies and/or international donor organizations and projects in the field of climate change, mountain agenda, environmental protection and/or sustainable development and youth mainstreaming is an advantage;

  • Excellent analytical and writing skills;

  • Professional fluency in Russian and Kyrgyz with excellent communication skills; professional fluency in English would be an asset; both oral and written;

  • Computer literate with practical experience using Microsoft applications;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
