Job Description

Under the overall supervision of the Programme Coordinator (Migration Health ) and the direct supervision of the Programme Coordinator (MHPSS) and in close coordination with relevant Units of IOM Afghanistan Country Office (CO), the Senior Programme Associate (MHPSS) will be responsible and accountable for monitoring the MHPSS programme activities of the CO and to ensure compliance with IOM’s Rules and Regulations as well as with any donor-specific requirements.

Working closely within the MHU, the successful candidate will be responsible and accountable for supporting MHPSS programme activities related to MHPSS interventions as an integrated service, including coordinating and providing technical supervision to national field staff of the MHPSS programme. The incumbent is expected to carry out the duties in accordance with the strictest ethical standards, and with due respect for gender and socio-cultural sensitivities. 

Responsibilities

Provide technical support, coordination, and supervision of MHPSS field staff that are engaged in integrating MHPSS services within the MHU programming, facilitating timely and effective execution of project activities and operational plans, as well as efficient, transparent, and accountable use of allocated funding.

  1. Support the design and implementation of community level sensitization activities on MHPSS through psychosocial and recreational activities adapted to the needs, age and abilities of crisis-affected individuals and identify special needs for referral to relevant specialized attention.

  2. Assist the National Programme Officer (MHPSS) in the overall management of the MHPSS projects, in project locations, including administrative, coordination, and maintain project documentation and information.

  3. Manage the day-to-day implementation and functioning of MHPSS activities at field level that are integrated into MHU programming and supporting the field teams in meeting programmatic objectives.

  4. Develop periodic and timely reports, feedback mechanisms and other materials related to MHPSS services integrated into other programming. Conduct regular data analysis of participant feedback for evidenced-based programming.

  5. Participate in the continuous monitoring and evaluation of the program and in the logistical elaboration of the programmatic phases of interventions.

  6. Supervise the implementation of integrated MHPSS group activities, including awareness and support group sessions that are implemented by the MHPSS field teams.

  7. Supervise any focused support services in line with IOM MHPSS standards.

  8. Ensure that confidentiality and the right to privacy is maintained regarding confidential of programme participants and project information.

  9. Ensure that hardcopy and electronic information systems are maintained, particularly the important notes of all key monitoring, implementation, and coordination activities.

  10. Deliver training sessions to MHPSS field staff and staff of other programmes related to mainstreaming of MHPSS approaches and specific programmatic objectives.

  11. Perform such other duties as may be assigned.

Qualifications

     Education

  • Bachelor’s degree from an accredited academic institution, preferably Psychology, Counselling, or Social Sciences, with a minimum of four years of relevant professional experience, or
  • High School diploma with a minimum of six years of relevant professional experience
  • Participation in IOM corporate training in MHPSS will be a distinct advantage

    Experience 

  • Experience working with national and international NGOs in implementing cross-border activities; humanitarian assistance and complex setting; or emergency programmes;

  • Practical experience in IOM or an intergovernmental field-based organization and administrative and financial management, budget monitoring and internal control procedures;

  • Experience in preparing clear and concise reports, supervising staff and coordinating administrative activities;

  • High level of computer literacy, in particular, experience in computerized accounting systems and software; and,

  • Prior work experience related to the provision of Mental Health and Psychosocial Support is an advantage.
  • Previous experience in the region is an advantage.

    Skills

  • Relevant technical knowledge related to the direct implementation of MHPSS programming, facilitation of capacity building activities, supervision of field teams, needs assessment, and monitoring and evaluation of MHPSS programme; 

  • Knowledge and understanding of Inter-Agency Standing Committee (IASC) Guidelines on MHPSS and related strategies, policies, rules and regulations and relevant MHPSS tools and guidance notes;

  • Ability to work effectively and harmoniously to deliver set objectives with high level of coordination skills across different actors and stakeholders of varied cultural and professional backgrounds; 

  • Ability to prioritize tasks and strong organizational skills in challenging settings while respecting tight deadlines;

  • Effective problem-solving approach with ability to work in a fast-paced multi-location environment including managing across various actors and stakeholders;

  • Strong communication and interpersonal skills; and,

  • Ability to work with and maintain strict confidentiality, when necessary.
