Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) in Ireland, under the guidance of the Immigration and Border Governance (IBG) Programme Manager, and under the direct supervision of the Senior Project Associate and, in collaboration with relevant units at Headquarters and the Administrative Centers, the incumbent will be responsible and accountable for providing assistance with the processing of applications for Temporary Protection (TP) for Ukrainian Nationals and Third Country Nationals (TCNs) fleeing Ukraine and arriving in Ireland, according to the duty station assigned.
Responsibilities
- Provide information relating to Temporary Protection to TP applicants in the Citywest Registration Centre and Dublin Airport, according to the Council Implementing Decision (EU) 2022/382 of 04 March 2022, based on the TP Directive 2001/55/EC.
- Provide translation and interpretation services to beneficiaries, DOJ and relevant stakeholders.
- At Citywest Registration Centre, assist and guide beneficiaries in the completion of different application and registration forms requested by the Department of Justice (DOJ) and other relevant Government Departments.
- At Dublin Airport, assist transport and logistical coordination for Ukrainian and TCN arrivals from airside to landsite, and then to the Citywest Registration Centre.
- Collect, verify and support in the examination and translation of documentation and certificates held by Ukrainian nationals/TCNs applying for TP in Ireland – from Ukrainian/Russian to English – in full compliance with the IOM Data Protection Principles.
- Assist in the identification of indicators of possible vulnerable cases and inform IOM supervisors and DOJ officers or relevant services, as necessary.
- At Citywest, assist with the organization and/or scheduling of beneficiaries’ appointments.
- Submit statistics and/or reports (daily, weekly and monthly) of the work performed to the IOM supervisors.
- Maintain effective working relationships with DOJ and other stakeholders involved at local level.
- Follow established procedures to help prevent fraud and malfeasance and to support the integrity of individual records and documentation.
- Provide logistical and administrative support for the timely implementation of project activities, as needed, according to the local set-up.
- Provide operational support to other duty stations, according to the donor requirements and operational needs.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- High school diploma with four years of relevant experience; or
- Bachelor’s degree in Social Studies, Political Science, International Relations, Psychology or related fields with two years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Experience working in a multicultural setting.
- Experience working with asylum seekers and refugees.
- Prior experience with international humanitarian organizations, non-government or government institutions/organization is an advantage.
Skills
- Intercultural competence and communication skills.
- Ability to help prevent misunderstandings and conflicts arising from language or cultural differences, in an objective and impartial manner.
- Good administrative, reporting, and organizational skills.
- Proficiency in Microsoft Office applications, particularly Word and Excel.
- Driving License B is an advantage
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Ukrainian is required (oral and written)
Knowledge of Russian is an advantage
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position will require night shifts.
