Job Description
Responsibilities
Assist the National Project Officer (Senior Engineer) in conducting field visits to document damages to buildings and utility networks and compile information to support preparation of repair reports.
Assist the National Project Officer (Senior Engineer) in drafting Bills of Quantities and Bills of Materials, and other necessary documentation using standard formats and in line with national legislation and IOM standards.
Assist the National Project Officer (Senior Engineer) regarding coordination with Supply Chain Unit on procurement process, delivery of programme items and bidding processes.
Monitor construction activities and contractors, track progress against workplans and budgets, and report potential gaps/delays in the implementation to the Programme Officer (Engineer) / National Project Officer (Senior Engineer).
Work closely with relevant internal units to support the consideration and integration of Housing, Land and Property (HLP) issues throughout project implementation.
Update programme trackers related to cost, schedule, quality and Health and Safety (H&S) to accurately reflect field activities.
Monitor construction sites to collect information on Health and Safety (H&S) measures and donor visibility requirements and report any issues or gaps to the Programme Officer (Engineer) / National Project Officer (Senior Engineer).
Compile inputs and data for project reporting, including weekly, monthly, interim and final reports and submit regular progress updates.
Assist the National Project Officer (Senior Engineer) in conducting quality checks and document progress of works on-site. Record required adjustments and document any changes from approved plans in coordination with the programme and procurement units.
Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse (PSEA) and verify that implementation partners and contractors apply these standards.
Attend coordination meetings with external stakeholders (governmental, other aid actors, affected population) and relevant cluster technical working groups to take notes, share updates, and follow up on action points, as instructed by Program Coordinator and Programme Officer.
Ensure proper filing of documents according to data protection and confidentiality protocols.
Perform such other duties that may be assigned.
Qualifications
EDUCATION
High Scholl Diploma/Certificate with at least 6 years of professional work experience
Or
Bachelor’s degree in Civil Engineering/Construction management or other related fields from an accredited academic institution with at least four years of relevant professional experience.
EXPERIENCE
Experience support construction, infrastructure, or rehabilitation activities, including contract-related activities.
Experience supporting implementation of civil works, housing repairs, or infrastructure rehabilitation projects.
Experience working with a non-governmental organization and/or international organization is an advantage.
Knowledge of construction Health & Safety practices and experience applying safe methods of work in field settings.
Knowledge of Microsoft suite of applications (MS Word, MS Excel etc.) and planning software such as MS Project.
Familiarity with applicable Ukrainian building codes, standards, and practices relevant to construction or rehabilitation activities.
Experience using drafting or mapping software (e.g. AutoCAD, ArcGIS) to support documentation, drawings, or field layouts.
Knowledge of local construction techniques and materials.
SKILLS
Proficiency in computer applications (MS Word, Excel, Outlook etc).
Ability to work accurately and pay attention to detail and meet deadlines under pressure.
Ability to present clear and concise technical information and communicate effectively with diverse stakeholders.
Ability to work effectively and harmoniously with colleagues and external stakeholders from varied cultures and professional backgrounds.
