Context
Under the overall supervision of Deputy Director (ICT Solutions & App Services) and direct supervision of the Chief, Operations and Mission Engagement Solutions, the Information and Communications Technology (ICT) Officer (Product Management) will be responsible and accountable for managing the full development and deployment cycle of Migrant Solutions applications and interfaces.
Responsibilities
- Provide tactical planning, organization, coordination and reporting; through monitoring and evaluating products and projects progress, risks and issues and provide accurate and timely reports to management and the Product Steering Committee.
- Manage the specific Migrant Solution products linked to the business partners in line with product vision, business requirements and organizational strategy in consultation with stakeholders, partners and users.
- Oversee product team in safeguarding, designing, developing and maintaining relevant systems and modules according to the needs and requirements of partners and stakeholders.
- Recommend improvements, roadmaps, and approaches by evaluating existing systems and business processes in line with business requirements and technology trends, for effectiveness and efficiency of the product(s).
- Ensure that software delivery processes, procedures, practices and tools are followed by the different product and project teams in line with IOM and industry best practices, policies and frameworks.
- Responsible for the delivery of projects to ensure solutions transfer into the business in accordance with established overall product vision, objectives, and business strategies, requirements and risks.
- Ensure predictable release of features, epics, projects and products to the Business; and coordinate Change Management activities with cross functional team.
- Manage the application's support in line with the business partner's guidelines and procedures. Ensure Adoption of the system and compliance to programmes implementation Standard Operating Procedures (SOP) and Programme Integrity guidelines.
- Support building effective work relationships among key portfolio stakeholders and all internal and external partners. Resolve operational issues, as appropriate; and establish service level commitment.
- Prepare project and product reports and ensure timely submission, in line with project requirements and IOM procedures and standards. Prepare regular briefings, summaries, and other relevant information materials, as required.
- Perform such other duties as may be assigned.
Qualifications
Education
Master's degree in Computer Science, Business Administration, Information Technology, Product Design, Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Professional certification in Project Management such as PRINCE2, Project Management Professional (PMP), Professional Scrum Master (PSM), or Lean Six Sigma Certification is a distinct advantage.
Experience
Experience in product management activities, including end-to-end product delivery, working with cross-functional teams, collaborating with external vendors and software developers; responsibility for business analysis, budgets, contracts, project management, and procurement, etc;
Demonstrated experience with professional software engineering principles and best practices for the end-to-end software development life cycle;
Experience with agile software development methodologies like Scrum, DevOps, rapid prototyping, and evaluation of user feedback;
Experience with ICT, mobile, and web-based technologies, particularly designing or deploying tools in country offices;
Knowledge of IOM programmatic areas related to migration, including (but not limited to) health, protection and/or movement, and experience in applying technical solutions to address programmatic issues; and,
Knowledge of principles of user experience design to ensure the product meets customer needs and expectations.
Skills
Understanding of the technical aspects related to the product, including software development processes and limitations, and analysis of product data to make informed decisions and improvements;
Ability to foster positive work relationships and build alliances with key stakeholders;
Proven organizational skills; including task and time management being conscious of dependencies.
Ability to work under tight deadlines to meet user and project expectations;
Ability to prioritize tasks and show clear progression of deliverables and highlighting any risks;
Strong written and verbal communication skills, excellent technical communication with peers and non-technical stakeholders; and,
Well-versed in Software Development Lifecycle (SDLC) methodologies.
Languages:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
