TERMS OF REFERENCE
PROJECT BACKGROUND
The Global Green Growth Institute (GGGI) is currently co-executing the “Support to the acceleration of sustainable land transport and the introduction of electric mobility in Vanuatu” Project with the Department of Energy (DoE) under the Ministry of Climate Change (MoCC). The project is supported by the United Nations Environment Programme (UNEP) as the Global Environment Facility (GEF) implementing agency. The three-year project aims to accelerate the introduction of electric mobility in Vanuatu to reduce land transport emissions and support the transition to a sustainable, low-carbon transport system. The project comprises four interrelated components focusing on enabling policies, sustainable urban mobility planning, development of financial products for facilitation EV adoption, and awareness-raising. The project will involve policy analysis, stakeholder engagement, feasibility studies, and the development of financing and implementation mechanisms.
OBJECTIVES OF THE ASSIGNMENT
GGGI will mobilize one (1) individual consultant as the Vanuatu In-Country Co-Ordinator on a fixed-term contract basis. The primary objective of this assignment is to provide in-country coordination and technical expertise to ensure the effective planning, stakeholder engagement, and implementation support for the Vanuatu E-mobility Project. The main outcome will be a well-coordinated project setup with clear stakeholder (especially Ministry of Climate Change) buy-in, a validated work plan, and foundational analytical outputs that guide the subsequent phases of the project. The Individual Consultant will report to the Chief Technical Advisor (CTA) for the completion of the tasks and duties at the GGGI in which the Individual Consultant will be retained.
Within the scope of the Assignment, the Individual Consultant is expected to provide consultancy services for the below listed generic activities:
· To serve as the primary local liaison between GGGI, the Government of Vanuatu, and other national stakeholders.
· To coordinate and facilitate stakeholder consultations, workshops, and meetings related to e-mobility policy and planning.
· To conduct desk reviews and baseline assessments of the current transport sector, energy landscape, and relevant policies in Vanuatu.
· To support the development of project documents, including work plans, inception reports, and technical briefs.
· To provide logistical and administrative support for project activities within Vanuatu.
· To monitor local developments and provide regular updates to the GGGI project team.
If required by the GGGI, the Individual Consultant could be requested to provide additional consultancy services on topics related to her/his expertise area for other activities of the Project.
DELIVERABLES AND PAYMENT SCHEDULE
The consultant’s responsibilities will be divided into interlinked roles to assist project management activities and technical deliverables. The scope of work will include
1. Project Coordination & Communication:
- Act as the primary point of contact for day-to-day project coordination.
- Issue reminders to consultants, stakeholders, and partners; follow up on inputs and responses.
- Draft invitations, meeting agendas, and track participation for project events, workshops, and Steering Committee meetings.
2. Meeting Management & Documentation:
- Organize and document Project Steering Committee (PSC) and Technical Working Group (TWG) meetings.
- Prepare and disseminate minutes, action points, and decisions within agreed timelines.
- Maintain systematic records of all project-related correspondence and meeting notes.
3. Reporting Support:
- Support the CTA in tracking project milestones, deliverables, and indicators.
- Collect data, inputs, and evidence for progress reporting.
- Draft progress reports (biannual, annual, and ad-hoc) in GEF/UNEP and GGGI formats for review by the CTA.
4. Coordination support to expert consultants and firms:
- Support the capacity assessment and training by coordinating data collection and survey dissemination, liaising with national government representatives and ISCP members, and organizing meetings, logistics, and schedules for capacity assessments and training activities with platform members.
- Support the consultant for training of regulators in coordination activities through logistical arrangement of workshops, maintaining attendance records and coordination with OPERA session meetings.
- Support the EV Financing expert consultant in collection of data, coordination with NGEF and organization of capacity building sessions in Vanuatu.
- Support the consultancy firm in coordination with different government entities, collection of data at the national level from communities, agencies and investors for the development of EV roadmap.
- Support the consultant firm with logistics, invitations and coordination activities of the launch event, and coordination with ISCP for the consultation and validation workshop for minimum standard documentation.
- Support coordination with national government representatives under the guidance of the CTA and the consultancy firm for adoption of minimum standards for EV and charging stations.
- Support the consultancy firm with the organization and on the ground coordination activities for customs trainings.
- Support the consultancy firm by mapping existing regulatory frameworks, coordinating with ISCP members and relevant ministries for data collection, and organizing coordination and logistical arrangements for consensus-building and capacity-building workshops for battery end of life policies.
- Support the consultancy firm by coordinating with ISCP members, municipal governments, and relevant local and national authorities to collect pertinent studies, plans, materials, and datasets, and to facilitate focused data collection on key transport and mobility indicators for the SUMP, under the guidance of the CTA.
- Support the consultancy firm and the CTA in managing the established stakeholder engagement framework, including coordination with key stakeholders and logistical support for workshops and training activities.
- Support the external consultant expert to identify and coordinate with trainers in Vanuatu and organization of workshops to equip trainers with necessary skills.
5. Gender Mainstreaming & Inclusion:
- Ensure gender-balanced representation in the Inter-Sectoral Coordination Platform and support gender-responsive trainings.
- Integrate gender perspectives into the Sustainable Urban Mobility Plan (SUMP).
- Tailor training programs to include gender-awareness modules and encourage women’s participation.
6. Specific Deliverable Support:
- Support the development of a high-level EV Roadmap and its endorsement by the government.
- Contribute to the development technical standards, suited for Vanuatu’s context, for EVs, and EV supply equipment.
- Contribute to the development of the end-of-life battery management policy, including assessment reports and decision matrices.
- Support the development of financial products with the National Green Energy Fund (NGEF) to increase uptake of EVs.
- Contribute to the development of a gender-responsive SUMP and the development of action plan along with associated communication and engagement materials.
- Assist in the coordination and completion of capacity building trainings for government, civil society and the private sector ensuring inclusion of female participants.
- Support the design and implementation of gender-responsive awareness campaigns.
Some of these deliverables might not be completed in 2026 and therefore this assignment has scope of extension to up to 3 more years, based on performance.

All output must be in English and as per the format suggested by the CTA.
The consultant will be paid monthly for the number of days of his work. She/he will be required to raise an invoice to GGGI before 20th of each month for the amount based on the number of days multiplied by daily rate (USD 100). The invoice format will be provided by GGGI.
EXPERTISE INFORMATION
Essential:
- Education: Master’s degree in public policy, Transport Engineering, Economics, Environmental Science, Project Management, or a related field. A first-level university degree (bachelor’s degree) combined with an additional two (2) years of relevant professional experience may be accepted in lieu of an advanced degree.
- Experience:
- At least 5 years of combined experience in project coordination/management and sustainable transport/e-mobility in Vanuatu or the Pacific region.
- Demonstrated experience working with multilateral agencies, international organizations, or donor-funded projects.
- Proven track record in stakeholder engagement, meeting facilitation, and report drafting.
- Experience in gender mainstreaming and social inclusion in transport or infrastructure projects.
- Skills:
- Excellent written and verbal communication skills in English.
- Strong organizational skills and attention to detail.
- Proficiency in MS Office (Word, Excel, PowerPoint) and virtual meeting platforms.
- Ability to work independently and as part of a multidisciplinary team.
Desirable:
- Familiarity with GEF, UNEP, or GGGI project cycles and reporting requirements.
- Knowledge of Vanuatu’s transport sector, policies, and institutional landscape.
- Existing networks with government, private sector, and civil society stakeholders in Vanuatu.
ADMINISTRATIVE INFORMATION
Selection Process:
Interested candidates must meet the minimum qualifications listed above. Selection will be based on a panel evaluation of the criteria below. Only shortlisted applicants will be contacted for an interview. GGGI does not pay for any expenses associated with the interviews unless pre-authorized. Reference checks will be conducted for selected candidates. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.
Applicants are required to prepare their application package addressing the following selection criteria (100 points total):
a. Professional Competency & Qualifications (20 points): Relevance and level of academic degree.
b. General & Specific Experience (40 points): Depth and relevance of professional experience, particularly in project coordination and the sustainable transport/energy sector in Vanuatu or the Pacific.
c. Technical Knowledge (25 points): Demonstrated understanding of e-mobility, climate change, and Vanuatu’s policy context.
d. Communication & Interpersonal Skills (15 points): Fluency in English and proven ability in stakeholder engagement and report writing.
