The ultimate purpose of this consultancy is to contribute to strengthening UN-Habitat’s programmatic approach for community-led public space development in urban areas by providing a clear and robust methodological framework for the canopy of the Al Taleeleh intervention. The Landscape Consultant will provide support to the project team to help enable the delivery of the following output as required: - Prepare the comprehensive design of the canopy for the Al Taleelah Intervention at Al Hashemite Hall Park in Zarqa City, including both architectural detailing and full structural analysis in accordance with applicable codes and safety standards. - Oversee and support the implementation of the canopy works, ensuring execution in full compliance with the approved designs, technical specifications, and quality standards. - Facilitate the formal handover of the completed canopy structure to Greater Zarqa Municipality, including submission of as-built drawings, material specifications, and any relevant documentation required for operational acceptance.

Duties and Responsibilities

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote social and environmentally sustainable towns and cities with the goal of providing adequate shelter for all, supporting the implementation of the Sustainable Development Goals as well as facilitate the implementation of the World New Urban Agenda. UN-Habitat has been operational in Jordan since 2005, cooperating with regional and international organizations, local authorities, civil society organizations, and private sector, to localize SDGs and promote the implementation of UN-Habitat global programmes in the country. In Jordan, UN-Habitat has been working with national and local stakeholders and communities to support sustainable urban development and resilience-building, focusing on its core thematic areas; Climate Change and City Resilience, Urban Data and Planning, SDG Localization, and Community- Led Public Space Development. Through several of these initiatives, Jordan has been selected as a pilot country for innovative approaches and had national and local officials participating in global and regional knowledge exchange. Under the Jordan country programme, normative and operational tools are combined to leverage public spaces to enhance socioeconomic conditions, climate resilience, social cohesion, and the overall well-being of vulnerable communities. Targeting dense urban areas, heritage cities, affordable housing projects, poverty pockets, and refugee camps, these community-driven initiatives emphasize empowering vulnerable groups and evolving along with the needs of communities. Public space rehabilitation projects in Al-Salt city, Madaba, Amman, Irbid, Ghor Al-Safi, Zarqa, and more, are serving as vital entry points to enhance social cohesion, economic opportunities, and climate resilience for vulnerable communities, including refugees and women. Background to Consultancy UN-Habitat Jordan, in partnership with the Hashemite University and the Manchester Metropolitan University, funded by the British Academy, is endeavoring to empower youth in Zarqa by transforming a public space to foster dialogue and a sense of community belonging through local participatory engagement, through the “Surfacing Zarqa: Empowering Youth Through Participatory Historical Geography and Cultural Engagement in Public Spaces” project. This project utilized UN-Habitat’s innovative methodologies to engage communities and develop informed actions based on sound assessment and evidence-based data. Specifically, the project utilized the Public Space Site-Specific Assessment tool. The public space intervention, supported by architecture students from the Hashemite University, is shaped by oral history research conducted in Zarqa and led by Zarqa-based youth researchers. These collaborative oral histories will be brought into the public space through the commissioning of an artist who will co-create an artistic output with the youth researchers to be placed in the public space to bring the different strands of the project into conversation and to give the public space a cultural focal point. Leveraging Zarqa’s rich history and cultural diversity, the initiative seeks to create inclusive, safe, and engaging environments Expected Outcomes of Surfacing Zarqa Project: • Outcome 1: Strengthened academic and institutional capacities in participatory planning and designing safe, inclusive, and green public spaces. • Outcome 2: Enhanced dialogue and strengthened community belonging through participatory development of safe, inclusive, and accessible public space. About the Project: Zarqa faces a significant challenge regarding adequate public spaces, which ultimately impacts the quality of life for residents. The number and quality of public spaces fail to meet the diverse needs of Zarqa’s growing population. This issue, coupled with minimal local involvement in the planning and design of these spaces, results in environments that do not adequately address community needs or preferences. Furthermore, there is a notable lack of engagement from local communities, particularly marginalized groups, in decision-making processes for public space development. The "Surfacing Zarqa" project seeks to address these challenges by introducing a space that integrates cultural, environmental, and social considerations. The initial phase of the project combined participatory planning and sustainable urban development practices through the active participation of 30 Hashemite University (HU) students, 9 Youth Research Assistants (YRAs), and representatives from the Greater Zarqa Municipality (GZM) and the Ministry of Local Administration (MOLA). The chosen site for the project was Al Hashemite Hall Park, was selected following a rapid citywide assessment of public spaces in Greater Zarqa Municipality, youth researchers, and architecture students after multiple field visits and based on established selection criteria. UN-Habitat, as the implementing partner, played a central role in conducting capacity-building training on the Public Space Site-Specific Assessment (SSA) tool, enabling students to conduct comprehensive assessments and contribute to the co-creation of the public space that truly reflects community needs and fosters a sense of belonging. “Al Taleelah” was proposed from the outset as a key intervention within the project. “Al Taleeleh” represents a rich cultural tradition of community interaction and communication in Jordan, reflecting the values and social fabric of the local society. Based on the assessment findings, the Hashemite University architecture students confirmed its relevance, noting that a gathering area is identified as a local need and was strongly supported by the community at Al Hashemite Hall Park. “In this context, “Al Taleeleh” will function as a shaded communal space designed to support informal socializing, storytelling, intergenerational dialogue, and rest, drawing from the traditional practice of Al Taleeleh, where people come together to share their experiences, discuss various issues, and enjoy each other's company. Accordingly, UN-Habitat seeks to engage a qualified landscape consultant to design and implement a canopy for the Al Taleeleh intervention within a designated area of approximately 200 m², in line with the agreements established with project partners. The consultant will be responsible for developing the canopy design, as well as implementing the canopy works on the ground. Reporting Line: The Landscape Consultant will work under the direct supervision of the Project Manager and will report to both the Head of Programme and the Project Manager, in close coordination with the project officers. Duties and Responsibilities: The consultancy is deliverable based. Under the overall guidance of the UN-Habitat Jordan Head of Country office, and Project Manager. The consultancy will involve the following main duties: - Conduct site visits to assess the existing conditions of the park and verify on-ground constraints and opportunities related to canopy intervention. - Prepare the detailed architectural design of the canopy for the Al Taleeleh intervention, including drawings, specifications, and technical details suitable for implementation. - Develop the structural design and analysis using appropriate structural engineering software, taking into consideration all relevant loads, particularly wind loads, and ensuring compliance with applicable safety standards and codes. - Provide material specifications and physical samples of the proposed materials (including cables/wires, anchors, and canopy fabric) for review and approval. - Prepare a detailed method statement outlining the installation process of the canopy, including sequencing, safety measures, and required equipment. - Provide technical supervision and on-site support during the installation of the canopy to ensure proper execution in accordance with the approved design and specifications.

Qualifications/special skills

Master ’s degree in architecture, landscape, urban planning, or any related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. • At least 5 years of relevant work experience in the field of public space development, landscape and urban design (and/or related fields) in the local context with direct proven experience is required. • Competencies with office software packages (MS Word, Excel, Cad, etc.) and Adobe Suite are required. • Experience in organizing training, events, workshops, conferences is desirable. • Understanding of and experience in landscape is desirable. • Ability to conduct research and analysis and strong synthesis skills is desirable. • Working experience with international development organizations is desirable. • Strong written and oral communication skills are desirable. • The ability to work under pressure with minimal supervision is desirable.
