BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
Over the last seven years, WFP has helped to improve emergency preparedness and response capacities, including emergency supply chain capacities within the Caribbean at regional and national levels which necessitated design and construction of a Regional Logistics Hub in Barbados. In addition, WFP is in the final stages of the design of the Centre of Excellence which is envisaged to becomes a central hub of knowledge and training in disaster management, catered to the Caribbean region. WFP is also supporting the Caribbean region in enhancement of their warehouse capacity through refurbishment, expansion or new construction.
To scale up its response, WFP Caribbean Multi Country Office is looking to establish a roster of Engineers (Civil/Structural) / Project Managers who can be engaged for current or future Engineer roles within the Caribbean MCO.
As an immediate need, the Caribbean MCO is looking to hire one Engineer (Civil or Structural) / Project Manager to be based in Bridgetown, Barbados.
JOB PURPOSE:
To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Senior Engineer shall report to International Construction Engineer/ Project Manager in Bridgetown, Barbados in relation to all aspects of, design, construction and contract management for projects across the Caribbean region, as required. The duties shall include but are not limited to the following:
Engineering duties
- Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations. Apply and implement WFP Construction Manual procedures and processes.
- Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
- Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
- Prepare evidenced based recommendations for Country Office management on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
- Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
- Undertake site visits to project sites and conduct technical assessments of buildings according to specifications and area mentioned in the Project description.
- Undertake preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) and requiring a detailed knowledge of the international (and local) standards and codes.
- Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibility studies, or project schedules, or bids). Work-time estimates could be also required.
- Support Caribbean Multi Country Office with the preparation of Scope of Works, tender packages, tender evaluation, contracting and reporting.
- Prepare technical documentation as regard to bidding processes, for construction or design services.
- Provide technical guidance that support a successful construction procurement process.
- Prepare and assemble construction contract documentations.
- Attend meetings and prepare and review reports, minutes and correspondence.
- Liaise with stakeholders, both internal and external to the organization.
- Undertake administrative tasks as required and provide project management services for the projects where and when requested.
- Provide guidance and direction to contractors and design consultants.
- Supervise construction works, programming and co-ordination.
- Review an evaluation of planned and 'in progress' construction projects. - Establishment and maintenance of project performance monitoring, evaluation and reporting procedures, up to project completion.
- Manage contractual matters (not limited to performance bonds, insurances, claims, advance payment guarantees etc.). This includes interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents.
- Prepare and manage cash flow programmes.
- Assist in the settlement of audits and enquiries (if any), pertaining to a project.
- Assurance of the quality of the works during design and construction. Undertake design reviews (reading, interpreting and critique/comment on technical drawings, schematics, and computer-generated reports) and giving advice and recommendation.
- Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
- Preparation and issuance of bi-weekly reports to supervisor with regards to construction and engineering activities in the region.
Project Management
- Executing the planning, design and implementation of infrastructure and building projects in accordance with the WFP Construction Manual and ensuring adherence to WFP policies and procedures.
- Liaising with all relevant WFP departments to ensure a coordinated approach to infrastructure projects.
OTHER SPECIFIC JOB REQUIREMENTS:
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:
Support the Unit's emergency response activities.
Deploy to affected countries to assist with Unit operations as required.
Work beyond regular working hours to support emergency response efforts.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
First University degree in Civil Engineering. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority (Not necessary but an advantage)
Experience:
Minimum 10 years of relevant civil engineering experience at increasing levels of responsibilities.
Knowledge & Skills:
Good communication and leadership skills.
Knowledge and/or experience in engineering design
Detailed knowledge of construction contract formats and contract management obligations.
Good knowledge of public procurement procedures; international contract formats and construction management procedures.
Experience of working within the Humanitarian Community.
Good knowledge of AutoCAD
Languages:
International Professional: Fluency (level C) in English language.
Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is considered an advantage.

The World Food Programme (Caribbean Multi-Country Office) is seeking Expressions of Interest from qualified CARICOM Nationals for future consultancies in the Caribbean.

Duration on Contract: 12 months. This contract is eligible for renewal. Renewal of contract will be based on satisfactory performance and operational requirements.

Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
