Context

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Senior Programme Coordinator (Protection), and in close coordination with the Heads of Units under Protection and relevant thematic specialists at the Regional Office and Headquarters (HQ), the Protection Officer (Policy and Capacity Development) will lead in developing, implementing, and monitoring protection policy and capacity development interventions within IOM Libya.

Responsibilities

A. Policy, Legal and Institutional Development
1.Provide technical input on legal and policy frameworks affecting migrants and displaced populations, including migration laws, detention policies, child protection legislation, and anti-trafficking laws.
2.Lead contributions to the development and review of national protection policies, strategies, and action plans, ensuring rights-based and international standards compliance.
3.Support institutional dialogue with Libyan authorities and legislative bodies on migrant protection, legal aid, alternatives to detention, and structural counter-trafficking frameworks.
B. Protection Mainstreaming and Strategic Integration
4. Coordinate the integration of protection principles and Age, Gender, and Diversity sensitive approaches across all IOM Libya protection programming.
5.Develop and disseminate tailored protection mainstreaming tools, guidance, and checklists; support sector leads and field teams in identifying and mitigating protection risks in programme implementation.
C. Capacity Development and Technical Support
6.Design and implement capacity-building plans and training programmes for IOM staff, government counterparts, consular actors, Civil Society Organizations (CSOs), and other actors across core protection areas.
7.Institutionalize inter-agency protection coordination mechanisms, including common approaches and strategies, referral pathways and joint Standard Operating Procedures (SOPs).
D. Structural Counter-Trafficking (CT) Response
8.Provide strategic leadership on structural counter-trafficking, including institutional framework development, policy reform, and national referral mechanisms.
9.Support multi-stakeholder CT strategy development, lead advocacy on rights-based identification and protection of Victims of human Trafficking (VoTs), and contribute to the development of national CT curricula.
E. Accountability to Affected Populations (AAP)
10.Lead AAP institutionalization across IOM Libya’s protection programmes, including the design and roll-out of complaint, feedback, and response mechanisms that are responsive to affected populations.
11.Provide guidance to ensure protection programmes are informed by the perspectives, preferences and capacities of migrants and affected communities.
F. Protection Analysis and Guidance
12.Develop and disseminate protection analytical frameworks including protection risk and capacity analyses; ensure application in strategic planning and programme design.
13.Contribute to joint assessments, thematic studies, and policy briefs in coordination with the protection information management team to inform evidence-based protection programming and donor engagement.
G. Safeguarding and Compliance Monitoring
14.Provide technical support to efforts to institutionalize and monitor compliance with safeguarding frameworks, including Protection from Sexual Exploitation and Abuse (PSEA), AAP, and Do No Harm standards across all operational areas.
15.Ensure safeguarding standards are integrated in internal protocols, staff inductions, monitoring tools, and operational SOPs.
H. Coordination, Oversight, and Reporting
16.Supervise and guide the Protection Policy and Capacity Development Unit team; ensure effective planning, task allocation, coaching, and performance management.
17.Draft technical reports, policy briefs, and strategic documents; support resource mobilization through proposal development and donor reporting aligned with institutional protection priorities.
18.Represent IOM Libya in protection-related technical fora, working groups, and policy dialogue platforms with government, UN, and non-governmental partners.
19.Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s Degree in Law, International Development Studies, Sociology, or a related field from an accredited academic institution with at least five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience. 
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in managing teams is an advantage;
  • Demonstrable experience in delivering expertise on a wide range of protection thematic areas, including counter trafficking, accountability to affected populations, protection mainstreaming and policy issues, as well as protection trends, and capacity to provide useful insight to audiences in a range of contexts and situations;
  • Demonstrated capacity to clearly communicate complex issues to a range of audiences;
  • Extensive experience in policy analysis advocacy, capacity development, and strategic communications in the field of protection;
  • Track record of producing high-level policy documents and briefs, including on sensitive issues;
  • Extensive experience in effective coordination and stakeholder management;
  • Demonstrated ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
  • Proven ability to deliver quality to set deadlines.


Skills

  • Excellent analytical and problem-solving skills; a logical thinker with intellectual curiosity and ability to think strategically;
  • Excellent communication skills, especially in a multilingual setting;

  • First rate drafting skills, in particular ability to write policy papers of publishable quality primarily in English on varied topics;

  • IT proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint, as well as experience with virtual coworking tools;

  • Demonstrated capacity to clearly communicate complex issues to a range of audiences;

  • Proven organizational skills, including ability to prioritize simultaneous critical tasks, manage resources effectively and supervise staff;   

  • Maturity of judgement to ensure appropriate handling of sensitive issues;

  • High sense of responsibility and motivation;

  • Track record of producing high-level policy documents and briefs, including on sensitive issues;

  • Demonstrated ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,

  • Proven ability to deliver quality to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
