In Bulgaria, IOM is focusing on responding to the current migration situation in the country, in support of the Bulgarian Government and in cooperation with all other agencies involved.  

 

Under the direct supervision of IOM’s National Project Officer and the overall supervision of IOM Bulgaria’s Head of Mission, and in collaboration with relevant units, the successful candidate will support in providing legal information to migrants accommodated in Registration and Reception Centres (RRCs) in Bulgaria and/or living at external addresses.  

Responsibilities

  1. Work within a multidisciplinary team that includes other IOM staff (social worker, psychologist, interpreter, cultural mediator, AVRR referral counsellor, etc.) to support the delivery of services to beneficiaries;

  2. Provide accurate legal information on the relevant asylum legislation in Bulgaria to migrants, requesting IOM legal assistance in line with IOM standards, and provide appropriate support and/or referral to relevant services; 

  3. Explain procedural requirements related to identity or travel documents, welfare rights, education, housing, access to health care services, etc.;

  4. Compile, summarize, analyse and present information/data on specific legal topics, highlighting noteworthy issues for the consideration of appropriate parties.

  5. Draft correspondence on legal issues, prepare and update reports, follow-up with administrative tasks and coordinate the work with colleagues from other IOM programmes;

  6. Organize meetings, workshops and training sessions, prepare training materials and participate in the delivering of capacity building workshops on legal matters as needed;

  7. Conduct information sessions on legal topics as per the needs identified of beneficiaries of IOM programmes based on pre-approved content and materials;

  8. Respond to complex information requests and inquiries; set up and maintain files/records;

  9. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project;

  10. Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers on legal matters and provide general support for the development of new projects;

  11. Undertake any other duties as assigned.

Qualifications

Education
  • School diploma with six years of relevant experience; or, 
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience. 
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Advantageous 
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;  
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 
Skills
  • High level of computer literacy;
  • Ability to work with national and international institutions;
  • Excellent communication and negotiation skills
Languages
  • For this position, fluency in Bulgarian and English is required (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
