This is an expedited recruitment process open only to:

a) internal candidates and

b) former IOM staff members who were separated in the last 12 months due to the structural adjustment process.

Under the direct supervision of the Chief of Mission (COM) in Peru, and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office (RO) for LAC in Panama and relevant Divisions/Departments /Units at Headquarters (HQ), the Head of Programmes will be responsible for managing, coordinating and overseeing the mission´s programme portfolio in Peru.

Responsibilities

1. Oversee the effective development and implementation of the mission´s programme portfolio by coordinating the administrative, operational and financial management of relevant projects.
2. Oversee the successful completion of the KOICA-funded project ensuring that impact and results are properly monitored, evaluated and reported to the Donor in accordance with the contractual obligations and the overall expectation of the Donor.
3. Establish, maintain and further expand relationships within the UN system, and across humanitarian organizations, government and donor interlocutors, to ensure the successful development and implementation of the mission´s programme portfolio.
4. Identify programme priorities in response to emerging trends and developments, in line with evolving donor and government interests and requirements, including relevant public/private sector’s partner organizations, to inform the conceptual design and the development of new projects under the mission´s programme portfolio.
5. Ensure timely and quality preparation and submission of all programme reports, according to requirements of IOM, donors and relevant stakeholders.
6. Coordinate the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders as required.
7. Oversee the production of visibility and communications materials and maintain close contact and coordination at the working level with all IOM´s interlocutors including UN, donors, programmme partners and government counterparts.
8. Supervise and mentor relevant staff assigned to the mission´s programme portfolio through performance management and development as well as relevant trainings.
9. Represent the CO in UN inter-agency mechanisms as well as in donors and government meetings at the programmatic level and represent the COM during his absence as may be required.
10. Undertake travel duties as required, including regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.
11. Perform such other duties as may be assigned.

Qualifications

Education
• Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.


Experience
• Experience in programme development and implementaiton
• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
• Familiarity with financial and business administration;
• Sound and proven understanding of internal and international migration issues in the country and in the region;
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
• Knowledge of UN and bilateral donor programming.


Skills
• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
• Excellent leadership, coordination, and information management skills;
• Detailed knowledge of the UN System, NGOs and other international organizations/institutions;
• Knowledge of migration data, labour migration patterns in Peru and ability to negotiate with government authorities;
• Good knowledge of human and financial resources management;
• Strong conceptualization, analytical and writing skills;
• Strong communication, organizational and interpersonal relationship skills;
• Ability to meet deadlines and work under pressure with minimum supervision; and,
• Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
