2. Objectives 1.Strengthen the technical capacity of CBOs/CBRCs to deliver effective, evidence-based rehabilitation services in line with established standards and best practices. 2. Enhance CBOs/CBRCs’ ability to conduct appropriate and timely referrals for health, protection, or other specialized services when cases fall outside their scope, through clear referral pathways and coordination with relevant service providers. 3. Develop or refine CBO/CBRC service delivery tools, including standard operating procedures (SoPs), guidance notes, and quality-assurance mechanisms, to strengthen consistency and effectiveness of rehabilitation interventions. 4. Improve coordination between CBOs/CBRCs and relevant health and protection actors, ensuring coherent case management, community follow-up, and alignment with wider humanitarian and emergency response structures. 5. Design and deliver tailored capacity-building programmes for CBO/CBRC staff, including coaching and on-the-job technical support, to enhance competencies in assessment, intervention planning, data collection, outreach practice, and follow-up.

Duties and Responsibilities
As part of the project’s objective, to expand and improve rehabilitation services in high risk affected areas, UNRWA is seeking subject expert consultants (organization/individuals) to provide technical supervision, mentoring and support, subject matter capacity building, monitoring and evaluation of rehabilitation services for persons with disabilities. The collaboration will contribute to tracking the effectiveness of interventions and to ensuring the quality and consistency of service delivery according to disability inclusion: advising on disability rights frameworks inclusive development, The specialist agency will work closely with the UNRWA project and technical teams and relevant stakeholders. Key tasks include: a. Technical Support and Supervision • Assist CBRCs in designing action plans, guidelines, and toolkits to mainstream disability inclusion. • Develop and deliver training sessions for staff on disability inclusion. • Support organizational change within CBRCs by helping leadership, HR, operations, and program teams understand disability rights and embed them into daily work. • Serve as a bridge between CBRCs, organizations of persons with disabilities (OPDs), and other human rights institutions to ensure the voices of persons with disabilities are heard. • Support the establishment of accountability mechanisms, including monitoring frameworks and inclusion scorecards. • Facilitate workshops, focus groups, and stakeholder consultations to identify needs, attitudes, and gaps. • Ensure that all inclusion efforts within the project align with recognized international standards, such as the UN Disability Inclusion Strategy b. Outcome Measurement and Effectiveness Evaluation of Improved Rehabilitation services • Evaluate outcome measurement tools (e.g., FIM) used in rehabilitation services. • Conduct field-level reviews and interviews with persons with disabilities • Analyze data and identify gaps in achieving intervention goals in relation to improved and accessible rehabilitation services. • Provide recommendations to improve rehabilitation approaches and further address capacity gaps. c. Reporting and Documentation • Prepare technical reports summarizing observations, findings, and recommendations. • Submit a final summary report including the strengthened capacity of CBRCs to serve persons with disabilities in camps and surrounding areas after this consultancy • And project implementation, (analysis frame).
Qualifications/special skills
The specialist agency must demonstrate to be able to provide the following: • Specialists with master’s degree in Rehabilitation, Public Health, Physiotherapy, Occupational Therapy, or social work. Experience : • Minimum 10 years of experience in rehabilitation, including intervention planning, supervision, and outcome measurement. • Experience of rehabilitation services in support of persons with complex and multiple disabilities • Proven experience in evaluating rehabilitation effectiveness, especially in community or community-based programs. • Experience in Human rights frameworks for persons with disabilities (CRPD • Experience providing technical coaching to multidisciplinary teams. • Strong report writing, communication, and data analysis skills. • Ability to travel to project provinces as required. • Prior experience of collaborating with UN agencies is a plus. • Minimum 10 years of experience in rehabilitation, including intervention planning, supervision, and outcome measurement.
