1.Purpose of consultancy
·Design and produce learning and digital content to support leadership learning pathways and to translate HR processes into clear, user-friendly materials, including visuals, job aids and concise briefs for internal audiences.
·Strengthen knowledge management and self-initiated learning by designing internal information sources, organizing content and improving the intranet experience for staff.
2.Background
WHO EMRO is advancing its organizational transformation to strengthen effectiveness and country support. The consultancy contributes by empowering leadership through practical training and easyâtoâuse tools and materials. Work will be delivered under BOS/HRT guidance and aligned with EMRO priorities and timelines. The consultancy is funded by the Gates Foundation.
3.Work to be performed
·Coâdesign and package leadership training materials and practical tools (two concise workshop packs and microâlearning visuals)
·Map priority HR processes into simple, userâfriendly job aids and templates (checklists, SOP quick guides, KPI oneâpagers) in French and English to build confident, consistent practice across teams.
·Based on stakeholder consultation, re-design and refresh the HRT intranet hub to organize and publish all materials with clear navigation and version control, ensuring easy access and maximum knowledge-sharing and learning opportunities for staff across the Region.
·Provide short, actionâoriented evaluation and usage summaries after each activity to inform improvements and followâup.
·prepare talent acquisition content and tools to promote more efficient processes.
4.Qualifications, experience, skills and languages
Educational Qualifications:
First university degree in HR/Management/Business or related field; an advanced degree is desirable.
Experience:
At least 5 years of relevant professional experience including demonstrated experience producing learning/digital content, with exposure to recruitment workflows/longlisting and HR analytics/visualization; familiarity with UN/WHO HR tools is an asset
Skills/Technical skills and knowledge:
Advanced PowerPoint/Word/Excel, SPSS; SharePoint/WordPress/HTML; strong visual and written communication; ability to convert processes into clear job aids and SOPs.
Languages and level required:
Expert knowledge of English and French are required. Arabic is desirable.
5.Location
Offâsite (homeâbased), with travel for updates and coordination as scheduled with RHRM and SDL team lead
6.Planned timelines (Subject to confirmation)

End date: 30/09/2026
7.Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8.Travel
The Consultant is expected to travel according to the itinerary and estimated schedule below:
Regular duty travel will be undertaken for updates and coordination, subject to prior authorization, to Amman (Jordan), Cairo (Egypt/EMRO) and Lyon (WHO Academy, France).
All travel will be arranged by WHO; DSA will be paid per policy. Visa arrangements remain the responsibility of the consultant.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
Please note that WHOâs contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
