Organizational Context and Scope
Under the strategic and equitable co-coordination arrangement between the Norwegian Refugee Council (NRC Cluster Lead Agency) and IOM (Co-Coordination Partner) for the Shelter Cluster (SCP), the Shelter Cluster Coordinator Officer supports the effective delivery of the Shelter/Non-Food Items NFI Cluster core functions across the coordination architecture, including supporting inter-cluster engagement, strategic planning, assessments and analysis, monitoring/reporting, preparedness and contingency planning, advocacy, and Accountability to Affected Populations (AAP).
The position is primarily coordination and response-enabling in nature, focused on contributing to inclusive partner participation, providing information for decision-making, supporting prioritization and response coherence, and facilitating timely resolution of operational bottlenecks that affect Shelter/NFI delivery (including access, movement, and pipeline-related constraints). Shelter Cluster Coordination Officer will be under the overall supervision of the Regional Crisis Coordinator and the direct supervision of the Head of Operations and working closely with cluster partners, inter-sector platforms, authorities, and relevant mechanisms (including the Civil Military Coordination Centre (CMCC) and other access-related fora, as applicable) to support the translation of coordination outcomes into practical guidance, planning adjustments, and improved response delivery. In particular, the Shelter Cluster Coordination Officer will:
Responsibilities
1. Contribute effectively and efficiently to the Shelter/NFI Cluster and Inter-Cluster coordination architecture
- Co-lead preparation and delivery of regular Shelter/NFI coordination meetings (agenda, facilitation, action tracking, and follow-up).
- Support/coordinate representation of the Shelter/NFI Cluster in the National Inter-Cluster Coordination Group (ICCG) and other relevant coordination fora, based on agreed prioritization and task allocation with the Shelter Cluster National Coordinator (NRC).
- Support the functioning of cluster governance mechanisms (e.g., Strategic Advisory Group (SAG), including drafting/maintaining ToRs, workplans, and decision logs as required.
- Promote inclusive partner participation and two-way communication across the cluster membership.
- Support coordination of Shelter/NFI pipeline, stock, and distribution-related coordination with relevant stakeholders (e.g., Logistics, UN2720 processes, and other relevant mechanisms).
- Support engagement with CMCC (or equivalent coordination civil military/access fora) to raise and follow up on operational constraints affecting Shelter/NFI delivery, in coordination with the National Coordinator and the United Nations Office for Coordination of Humanitarian Affairs OCHA as applicable.
- Collect, consolidate, and prioritize partner issues for CMCC follow-up (e.g., access/movement constraints, warehousing/staging bottlenecks, entry delays, and other impediments) and track actions/results.
2. Support evidence-based decision-making through needs assessments, response analysis and gap analysis
- Support development and maintenance of tools and products that enable needs analysis and gap analysis at the locality level (e.g., 5W tool, dashboards, mapping products, pipeline/stock trackers).
- Support coordination of sector-specific and inter-sectoral assessments (design, partner inputs, consolidation, and dissemination).
- Prepare concise analytical briefs and presentations for partners and stakeholders to inform prioritization and response adjustments.
3. Support development and implementation of cluster strategies and response plans
- Support organization and facilitation of strategic planning consultations/workshops, including objectives, prioritization, targeting criteria, and coordination workplans.
- Support sector inputs to the Humanitarian Programme Cycle (Humanitarian Needs Overview (HNO)), People in Need (PiN), sector severity, Humanitarian Response Plan HRP/Flash Appeals), ensuring partner consultation and consolidation.
- Promote coherence and complementarity of partner interventions, including identifying overlap/duplication risks and supporting practical mitigation actions.
- Promote and support mainstreaming of cross-cutting priorities across cluster processes Accountability for Affected Population (AAP), Prevention of Sexual Exploitation and Abuse PSEA, gender and inclusion, protection, disability inclusion).
- Support liaison with other clusters to strengthen integrated and area-based response approaches.
4. Support reporting and monitoring mechanisms through data collection, analysis and dissemination
- Support improvement of partner reporting systems and ensure timely and complete reporting (5W, targets, achievements, pipeline/stock levels).
- Support establishment and consolidation of Post Distribution Monitoring (PDM)-related processes and analysis, contributing to shared learning and corrective action.
- Support preparation of regular cluster products (factsheets, sitreps/updates, dashboards narrative, donor-facing reporting inputs) as required.
5. Support contingency planning and emergency preparedness
- Support risk mapping, scenario planning, minimum preparedness actions, and contingency plans relevant to Shelter/NFI response delivery.
- Integrate access and civil-military coordination considerations into contingency planning (entry constraints, routes, staging, and alternative delivery modalities).
- Maintain coordination with relevant stakeholders to anticipate changes in movement/entry procedures that may affect Shelter/NFI stocks and response timelines.
6. Contribute to cluster advocacy efforts
- Support development of evidence-based key messages and advocacy notes reflecting operational realities and affected people’s needs.
- Support advocacy and follow-up related to constraints impacting Shelter/NFI assistance (including entry restrictions, movement limitations, and other access-related impediments), in alignment with inter-agency messaging and coordination with OCHA/CMCC where applicable.
7. Promote Accountability to Affected Populations (AAP)
- Support strengthening of two-way feedback mechanisms and contribute to analysis of feedback/complaints to inform adjustments to strategies, guidance, and response.
- Promote meaningful participation of affected communities in relevant coordination processes and ensure partners are supported to operationalize AAP commitments.
- Perform other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Engineering, Architecture, Urban/Regional Planning, Environmental Sciences, Humanitarian Affairs, International Development, Public Policy, or other relevant field from an accredited academic institution with 5 years of relevant professional experience; or,
- University degree in the above fields with 7 years of relevant professional experience.
- Relevant professional training/certification is an advantage, such as: Humanitarian Coordination, Humanitarian Programme Cycle (HNO/HRP), Emergency Preparedness/Contingency Planning, and/or coordination-oriented humanitarian programming.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Minimum 5 years of progressively responsible experience in humanitarian response and inter-agency coordination, including work with UN, International Non-Government Organizations (INGOs), and national counterparts in complex emergencies;
- Demonstrated experience supporting sector/cluster-like coordination functions, including partner engagement, meeting facilitation, work planning, action tracking, and representation in inter-sector fora;
- Proven experience supporting evidence-based planning and prioritization, including needs assessments, response analysis, gap analysis, and translation of operational data into decision-making and clear coordination products;
- Strong experience coordinating in highly constrained operational environments, including management of operational bottlenecks affecting delivery (access constraints, movement limitations, pipeline/stock challenges, and rapidly changing operational procedures);
- Experience supporting engagement with civil-military coordination/access mechanisms (e.g., CMCC or similar), including consolidation of partner issues, follow-up tracking, and linking outcomes to operational planning and advocacy messaging; and,
- Experience with humanitarian planning and reporting cycles (e.g., HNO/HRP, Flash Appeals, pooled funds) is an advantage.
Skills
- Strong facilitation and coordination skills, able to manage diverse partners, navigate competing priorities, and support consensus-building and practical solutions;
- Excellent writing and communication skills for coordination of outputs (ToRs, minutes, decision notes, briefing notes, advocacy messages, and presentations);
- Strong analytical capacity and ability to work effectively with IM functions (5W, gap analysis, dashboards, pipeline/stock mapping), ensuring information supports timely decisions;
- Ability to mainstream cross-cutting priorities into coordination processes, including AAP, PSEA, gender and inclusion, and ensure partner follow-up; and,
- Ability to work under pressure, manage multiple priorities, and maintain constructive relationships in sensitive contexts.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic, and of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
