Organizational Setting

The Resource Mobilization Division (PSR) leads and coordinates the mobilization of voluntary contributions in support of the Organization’s strategic priorities. The PSR Division manages FAO’s relations with resource partners, strategically matching partners’ interests to those of the Organization, and supports the negotiation of agreements. It mounts marketing analysis and campaigns around global development opportunities to decentralized and headquarters offices and oversees global programme and project reporting to resource partners. It strives to assure the highest quality of development results, through providing project cycle oversight and support and policy design for operational modalities and outsourcing. The Division is also the Business Process Owner for the negotiation of all FAO funding agreements for voluntary contributions, in line with the fiduciary standards of the Organization, acting as coordinator for various funding liaison units throughout the Organization and facilitator of all required clearances with FAO Legal, Finance, Procurement and Audit functions. In leading FAO’s engagement with Resource Partners, PSR develops tools, events and platforms to facilitate that engagement, and coordinates and oversees results reporting to ensure accountability to resource partners.


Reporting Lines

Within PSR, the incumbent reports to the Head of PSR Reporting, within the Marketing Unit of PSR. The Reporting team is responsible for project narrative terminal reporting and seeks to ensure the highest quality of project results reporting by providing guidance on project cycle policies, project analysis and support for all non-OSRO project operational modalities to support decentralized offices and technical units on global programme and project reporting for Resource Partners and participating/beneficiary governments.


Technical Focus

Project analysis and technical project reporting.

The incumbent is expected to provide technical expertise to analyse projects and write, review/revise and translate (where needed) narrative project terminal reports for Technical Cooperation Programme and non-OSRO Trust Fund projects in Arabic, Chinese, English, French, Russian and Spanish, in collaboration with Decentralized Offices and technical units. They act as a liaison among various Offices, streams and Divisions within FAO to provide training and guidance on reporting policies and processes to improve the visibility of FAO and its partners in the field. They are responsible for producing results-based technical reports based on the analysis of projects, including relevant project documents and related materials, to ensure projects accurately, demonstrably and consistently report on their achievements and outputs, using proper content, language and consistency and to ensure compliance with corporate transparency and accountability policies, donor funding and host government agreements, as well as international reporting standards before their official submission to high-level government officials and resource partners.


Tasks and responsibilities

• Provide technical expertise to analyse projects and draft, review, revise, and - when required - translate narrative terminal reports for TCP and non‑OSRO Trust Fund projects in six FAO languages, working closely with Decentralized Offices and technical units, and liaising across Offices and Divisions to deliver training and guidance on reporting policies and processes.
• Produce results‑based technical reports that accurately and consistently reflect project achievements and outputs, ensuring proper content, language quality, and compliance with FAO transparency and accountability policies, donor and host‑government requirements, and international reporting standards before submission to high‑level government officials and resource partners.
• Provide technical support in applying, interpreting and ensuring compliance with FAO’s corporate policy and procedures for project terminal reporting, the Organization’s Managing for Results Strategy (including the designation of resources, strategic programmatic planning and measurement of outcomes, outputs and development impacts), donor funding agreements, FAO’s Accountability and Quality Assurance Framework, International Public Sector Accounting Standards (IPSAS) and UN system-wide principles for reporting on results.
• Conduct research, interpret and analyse information, integrate evidence collected by project teams and identify gaps to ensure that relevant information and Common Country Programming Principles (e.g. sustainability, risk management, lessons learned) are accurately reflected, documented and reported on, in accordance with FAO standards and policies and in compliance with donor and host country agreements.
• Assist in the identification of recommendations and lessons learned, drawing analytical conclusions and proposing the structure of findings in coordination with decentralized offices, technical units and other counterparts.
• Prepare accurate, concise and well-researched project highlight sheets to enhance the visibility and dissemination of results, data and information about project-level activities of FAO and its partners.
• Support unit knowledge management, records of all correspondence, relevant databases and other project reporting-related information.
• Identify gaps and develop and deliver training materials on reporting and perform on-the-job reporting capacity building, as required.
• Contribute to the development of strategies and review and update reporting manuals and guidelines.
• Contribute to the oversight and training of junior project analyst and reporting specialists in Arabic, Chinese, English, French, Russian and Spanish, and review reports and communication products produced by them to provide guidance on content, accuracy and consistency in their approach, structure and format.
• As required, provide logistical support to project operations, tracking the progress of projects in problematic conditions on the FPSN list, coordinate with field offices on matters pertaining to terminal reports and provide support on budgetary matters related to reporting costs.
• Participate in regular reporting and planning processes and relevant meetings.
• Undertake short missions, as required.
• Perform other related duties as required.

Minimum Requirements

For Consultants\: advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in development economics, law, business administration, political science, international development, languages or other relevant fields; consultants with a bachelor's degree need two additional years of relevant professional experience.
For PSAs\: university degree from an institution recognized by IAU/UNESCO in development economics, law, business administration, political science, international development, languages or other relevant fields.
• At least one year of relevant experience for Category C, at least five years for Category B and at least 10 years for Category A in project/programme management, analysis or technical reporting.
• Full proficiency (level C) in written and spoken English, French, Spanish, Arabic, Chinese or Russian

Technical/Functional Skills

• More than one location or area of work and field experience within an international context would be an asset.
• Excellent analytical and writing skills, an eye for detail, critical thinking, high standards of excellence, personal organization, prioritization, time management and teamworking skills, flexibility and the ability to deliver on agreed deadlines required.
• Advanced writing competence in a second language, particularly French and/or Spanish and experience in UN project monitoring, operations and/or reporting would be considered a strong asset.


Selection Criteria

• Working knowledge of a second official UN language would be an asset.
