About this position
We are looking for a strategic, analytical and collaborative Power Transmission and Distribution Consultant. As Power Transmission and Distribution Consultant, you will support the Energy Division (ENE) in advancing the Power Transmission Acceleration Platform (PTAP), a multi-country initiative aimed at accelerating the expansion, modernization, and resilience of electricity transmission systems across Latin America and the Caribbean (LAC), as well as other grid development programs in the region.
You will work in the Energy Division (ENE) part of the Infrastructure (INE) department. This team is responsible for conceptualizing, preparing, supporting execution, and supervising the IDB’s operations related to energy. Its functions include preparing the Bank sector policies, strategies, operational guidelines and programs in energy; conducting relevant research and analytical work, best practices, and case studies in the sector; and provides specialized sectoral technical support to activities and operations in borrowing member countries.
What you’ll do
- Collaborate in the identification and preparation of ENE operations related to transmission and distribution infrastructure, grid resilience, regulatory reform, and investment mobilization.
- Provide technical input on power system planning, regulatory frameworks, project structuring, and renewable energy integration, including quality reviews of operational documents.
- Assist in the preparation and monitoring of project pipelines and timelines, including updates within IDB operational systems.
- Participate in quality review meetings, project missions, and negotiations; prepare technical notes, briefs, and minutes.
- Support compliance with IDB environmental, social, and operational policies.
- Contribute to project completion reports and knowledge products related to grid development and reform outcomes.
- Draft Terms of Reference (ToRs), coordinate calls for proposals, review technical submissions, and support contract management for sector studies and consultancies.
- Contribute to analytical work and knowledge dissemination under PTAP, including regulatory models, planning tools, investment frameworks, and innovation pilots.
What you'll need
- Education: Master’s degree (or equivalent advanced degree) in electrical engineering, power systems, energy economics, infrastructure planning, public policy, or other fields relevant to the responsibilities of the role.
- Experience: At least 5 years of progressive experience in the development and implementation of energy sector projects, with a strong focus on Power transmission systems and grid infrastructure, Power system planning and expansion studies, Regulatory and institutional frameworks for electricity networks, Resilience in power systems, Infrastructure investment preparation and project structuring. Experience working with international financial institutions or large-scale transmission programs is desirable.
- Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
- International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
