Data & BI Engineer
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. Within the Corporate Services Directorate, the Information Technology Division (CS-IT) provides quality IT services and innovative information technology solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.
We are looking for a highly skilled Data and Business Intelligence (BI) Engineer with a deep background on Banking and/or Development Finance, who will support CEB’s data engineering, analytics and data management processes and systems. The successful candidate brings 8 to 10 years of experience across data management, data engineering, business and data analysis, DevOps, and modern BI & reporting, with strong exposure to digitalisation and cloud modernisation programs. This role will play a pivotal part in the collaboration between business and IT teams, by strengthening the correctness of IT systems, the adequate use of CEB’s data, ensuring robust data governance, driving Power BI adoption and accompanying self-BI initiatives as well as supporting business stakeholders through digitalisation and transformation initiatives. S/He will report to the Head of Architecture.
KEY RESPONSIBILITIES
Data Architecture, Engineering & Advanced Analytics
- Design, build and maintain Extract, Transform and Load (ETL) / Extract Load Transform (ELT) pipelines in Microsoft Fabric to ingest and prepare data from CEB’s systems.
- Build sound data models (using Loans, Grants, Projects, Finance, Risk, and other transversal data) ensuring the correct use of the CEB’s data platform and according to agreed data architecture principles.
- Operate in Continuous Integration and Continuous Delivery/Deployment (CI/CD) and Development and Operations (DevOps) environment and adopt collaborative development practices.
- Guide design solutions impacting CEB systems in alignment with enterprise architecture and the data management practices.
- Design and implement data governance frameworks including data quality monitoring, data catalogues, data lineage, and compliance with internal standards.
- Design, develop and optimize Power BI dashboards, datasets, and analytical products to support strategic and operational decision-making.
- Design AI-driven solutions to leverage the use and adoption of the data platform.
Business & Data Analysis
- Contribute to the analysis of data requirements and processes and help translate needs into technically sound IT solutions.
- Partner with business stakeholders to optimise correct data platform usage and leverage data insights though self-BI.
- Support operational and analytical needs cutting across CEB’s functional domains.
- Contribute to the adoption of Power BI across business lines through standardisation, best practices, documentation, and training.
Collaboration, Change Management & Training
- Support change management efforts ensuring user adoption, and alignment with data transformation objectives.
- Act as a trusted advisor for business teams, communicating complex concepts in a clear, engaging, and accessible way.
- Lead training sessions and workshops for business users on system features, data literacy, and reporting to help adopt new developments.
- Collaborate with IT teams to deliver resilient system capabilities.
- Contribute to the maintenance of clear documentation on system’s architecture, capabilities, data and processes.
PROFILE
Academic background:
- An advanced degree (Master’s) in computer science, engineering, or an equivalent field. Certification in Microsoft Fabric or equivalent is a plus.
Professional background:
- Between 8-10 years of experience in data engineering with a strong and business/data analysis track record in a financial domain.
- Strong background on data engineering applied to social and development finance, or banking domains.
- Strong expertise in data engineering using Microsoft Fabric or equivalent (PySpark notebooks and Python), Structured Query Language (SQL), and Power BI.
- Demonstrated practical experience in data governance, data quality, data cataloguing and stewardship frameworks.
- Proven track record in Power BI adoption, user enablement, and democratization of analytics.
- Experience with digitalisation and cloud transformation programs.
- Strong understanding of development finance processes and proven experience in finance-related data models, reporting or analysis.
- Excellent communication skills and ability to train and influence stakeholders at all organizational levels.
- Strong experience working with cross functional business and IT teams.
- Exposure to multilateral development contexts is a plus.
Language skills:
- Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of one or more other Member State language(s) is an asset.

EMPLOYMENT CONDITIONS
1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.
2) Grade and salary:
- B5/B6
- Depending on level of experience, monthly salary range starts between EUR 5.890,95 and EUR 6.846,51, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance.
