Job Overview/Summary:
- The position requires a personal commitment to advancing women’s issues and working on behalf of women and girls in the community. The WPE Response Officer will oversee individual through case management process and group based Psychosocial Support Group Sessions for survivors of Gender Based Violence (GBV) in 8 WPE project sites in Sittwe through 8 women’s and Girls Wellness Center (WGWC). The WPE Response Officer also oversees Case Worker supervisor, Caseworkers and volunteers/incentive staff working in the centers. She will coordinate with WPE Senior Program Officer and Manager in developing program strategy and design at identified service locations according to context, capacity, and local needs. Additionally, she will be responsible for coordination and representation of WPE’s programming among community leaders and other NGOs. The WPE Response Officer will directly supervise and provide technical support to case worker supervisor and case workers to support the productive day to day include Women Rise and EMAP plus, and international awareness events, case management, coordination with GBV actors and other stakeholders to provide referrals and quality services, psychosocial support group sessions.
Main Responsibilities
- To plan and oversee basic case management and psychosocial activities for survivors of GBV in emergencies.
- Provide direct technical support to Case Workers, Case Worker supervisor and Watchman.
- Provide guidance, mentoring and support to staff with day-to-day needs.
- To support the development of a referral process for GBV survivors, including identification of and advocacy for addressing risks and gaps that exist.
- Ensure cases are properly documented according to case file system and that case files are properly managed and stored in line with confidentiality requirement.
- Facilitate regular case management meetings, self-care for case workers and case worker supervisor by monthly.
- Seeking to improve referral pathways by enhancing service mapping in program area, engaging with external agencies, and advocating as needed to improve access and quality of referrals available to GBV survivors.
- In collaboration with WPE Senior Program Officer and Manager for technical support as needed.
- Lead Women Rise and EMAP Plus curriculum in program sites along with Case Worker supervisor. Provide ongoing mentoring and support to Case Workers in group facilitation throughout the process, co-facilitated as needed.
- Conduct Case worker skill assessment twice a year and provide technical support as needed.
- Conduct weekly case review meetings for technical guidance in case management and ad hoc meetings for urgent needs and emergency cases.
- Manage and organize in providing emergency assistance to vulnerable women and girls, and distribution of NFIs to vulnerable beneficiaries.
- Support the team as focal person for any emergency response.
- providing technical support to case worker supervisors and case workers to promote capacity and skillfulness of staffs who are providing direct services to GBV survivors.
- Identify any technical issues raised by the team through the regular field visit and meetings, then make sure addressing those things.
- Work closely with WPE M&E manager to make sure data validation and accuracy of case data.
- Ensure the preparation and submission of weekly activity PCRs, for the program’s activities as needed.
- Compile and submit monthly activities report, and quarterly report on a regular basis to WPE Senior Program Officer and WPE M&E Manager.
- Ensure all activities are carried out in accordance with IRC Operational policies.
- Other duties assigned by the supervisor to enable and develop IRC programs.
Staff Supervision & Development
- Oversee the day-to-day operation of WPE case management activities in all camps
- Directly supervise the camp-based case workers, case worker supervisor and security and maintenance workers with individual service contracts
- Conduct regular facilitation spot check through field monitoring visits.
- Conduct weekly or monthly Meetings to discuss response activities, case review meeting and challenges and plans for ongoing and for urgent need and emergency cases.
- Promote GBV Guiding Principles of safety, confidentiality, non-discrimination, and respect throughout all WPE activities.
- Ensure that monitoring data are accurate and in compliance with WPE GBV case management protocols.
- Contribute to the strategic vision and planning of WPE programs and activities in collaboration with WPE Manager and Senior Program Officers, including identifying program gaps and areas for growth and improvement, and developing creative solutions to existing challenges
Coordination & Representation
- Coordinate with WPE Senior Program Officer and Manager to lead program strategy and design at identified service locations, according to context, capacity, and local needs
- Coordination and collaboration with WPE team members and other departments such as health program and protection program in implementation of integration activities, promotion of capacity building.
- Conduct regular CMC meetings and attend CCCM Meeting to represent WPE, share updates and key issues, advocate as needed, and receive feedback regarding program activities and community needs
- Attend coordination meetings with NGO staff and community stakeholders on behalf of the WPE program.
- Conduct meetings with government actors (police) to advocate for the safety and security of women and girls, and to strengthen GBV prevention and response through collaborative approaches.
- Respond to community and beneficiary complaints in a timely and professional manner, with support from the WPE Manager as needed
- Liaise with external partners, including the health and protection sectors, and advocate as needed
Other
- Compile and submit monthly activities report, and quarterly report on a regular basis to WPE Senior Program Officer and WPE M&E manager.
- Represent the program for donors and other visitors
- Prepare and complete financial documentation as needed to support program activities.
- Ensure all activities are carried out in accordance with IRC policies and procedures.
- Other duties assigned by the supervisor to enable and develop IRC programming.

What should you have?
Education:
- Bachelor’s degree, Humanities or other related field or equivalent professional experience.
Work Experience:
- Demonstrated working experience with women and girls especially on GBV response activities.
- At least 2 years of professional experience in NGOs in community mobilization, social work, counseling, or psychosocial program.
- Strong desire to work with women and girls and address the issues they face in Rakhine State.
- Demonstrated ability to manage staff and support their ongoing professional development.
- Commitment to reducing GBV in the community, empowering women and girls, and providing support to GBV survivors.
- Understanding of local context, sensitivities, and needs regarding GBV issues.
- Strong vision for WPE program development.
- Clear understanding of and experience related to gender, human rights, and issues surrounding violence against women and girls.
- Demonstrate understanding of and ability to maintain confidentiality and respect for survivors.
- Previous work with or within a women’s organization, preferred.
- Experience facilitating trainings, workshops, or mentoring others.
- Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-culture team.
- Ability to develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners.
