Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose of the Role

Child protection senior officer position will support to implement “Strengthening Child Rights Monitoring Mechanism (CRMM)” project in 21 camps under Ukhiya and Teknaf upazilas of Cox’s Bazar district. Sr. Protection Officer-Child protection will continue monitor, verify, document, report serious children's rights violations cases, and referral for required support in the Rohingya camps in Cox’s Bazar.

Position Objectives:

  • To oversee and ensure implementation of “Strengthening Child Rights Monitoring Mechanism (CRMM)” project activity according to IRC guidelines, work plans, and project timelines

  • To liaise and collaborate with community-based structures and other relevant stakeholders to identify CRV cases and ensure appropriate services through referral or direct support

  • Support verification of child rights violations incidents in appropriate way and capacity building of front-line volunteers relevant stakeholders and raising awareness on child rights,

Highlights of Key Responsibilities

Technical Quality:

  • Ensure monitoring serious child rights violation incidents, verification, documentation and provide support to appropriately refer and document cases

  • Assist in quality operationalization of the IRC’s child rights violation monitoring interventions in Rohingya refugee camps in Cox’s Bazar, ensuring that needs and priorities for programming and standards are in line with the context, needs, and gaps on the ground

  • Support program and M&E activities as requested to support quality programming, analyze child rights violation data, verified and produce child rights violation incident reports, verification, including regular field monitoring visits, referral and daily/weekly and monthly reports as required

  • Ensure capacity building of community volunteers, community-based protection structure and mass awareness initiatives among key community stakeholders, parents, and children on child rights violations incident monitoring and safe referral

  • Work closely with community people, children, parents and caregivers and key stakeholders, understand field situation, needs, forecast security threats, facilitate regular consultation with them and identify programming ideas for child rights violation monitoring and reporting mechanism

  • Maintain organized documentation of field visits, attendance, referrals, and reports, and submit timely daily, weekly, and monthly updates. Ensure accurate data entry into required trackers, safeguard office files and materials, and support logistics for training and community events.

 

 

Program Implementation:

  • Work closely with child protection managers to achieve project results and take support to implement program intervention with quality

  • In coordination with IRC’s program and operation unit and liaison with Camp in Charge (CiC) office timely onboard community volunteers following IRC’s recruitment policy, CiC instructions and RRRC guidelines. 

  • Work closely with community volunteers to identify CRV incidents in assign camps, report and verify incidents in timely manner, support survivors to get required services through direct or following referral pathway,

  • Regular monitoring of the program and providing necessary supervision support to the team. monitoring child rights violation incident, verification, reporting, documentation and shared with IRC

  • Facilitate training and orientation with community volunteers, community people, children, parents and caregiver on CRV/child protection concerns to build capacity, identify incident of child rights violation in the ground

  • Identify most vulnerable survivors, assess their protection risk, thread, needs and ensure need-based support to reducing client’s vulnerability and risk.

Staff Supervision & Development:

  • Maintain open and professional relations with team members, including volunteers, promote a strong team spirit and provide oversight and guidance to enable staff to successfully perform in their positions.

  • Ensure timely completion and submission of monthly timesheets, weekly and monthly progress, probations reviews and annual performance reviews.

  • Ensure support and ongoing capacity building opportunities for program team including community volunteers on CRV incident monitoring and technical skills.

Grant Planning & Implementation:

  • Supports implementation and adherence to grant work plans, spending plans and monitoring and evaluation plans.

Coordination & Representation:

  • Actively develop and maintain effective working relationships with protection actors, community structures, groups in the field, including government actors, UN agencies, international and local NGOs, UNO, Upazila chairman & members, DSS, MoWCA and other relevant actors.

  • Regularly attend relevant coordination meetings at field level

Program Development:

  • Contribute to the development of the CP CRV program strategic direction for responding to children harmed and at risk of being harmed

  • Coordinate with other IRC sectors staff (e.g. Women’s Protection and Empowerment, Protection Rules of Law, Health, Nutrition, etc.) at field level

Other Duties:

  • Consistently and dedicatedly monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

  • Other duties as assigned by the supervisor to enable and develop IRC programs

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]

  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Experience

  • At least 3 years’ experience of implementing child protection programs, preferable social work, or education, in humanitarian or development settings.

  • Previous experience on protection monitoring, case management, supervising and coordinating a team in a cross-cultural setting preferred.

  • Demonstrated understanding of working with children and particularly vulnerable children.

  • Previous experience in emergency preparedness and response preferred.

  • Previous experience in capacity building and mentoring of staff preferred

Competencies: Knowledge, Skills & Abilities

  • Relevant language skills in Bangla and Chittagong required. English desirable

  • Personal qualities: Great teammate, flexible, network-builder, able to handle pressure well.

  • Strong communications and analysis skills undefined

Language Preference

  • People who are familiar with local dialects and local language will get preference

Specific Educational Qualification

  • Minimum Bachelor’s degree in Social Science/ Social Work/ Education/ Human Rights/ Economics or degree in equivalent subject
