Overview of positionThe devastating conflict that broke out in Sudan in mid-April 2023 has led to growing waves of displacement of civilians within Sudan and into neighbouring countries. By June 2024, 10 million people had been forcibly displaced, including a recorded 4.5 million children fleeing widespread violence in search of safety, food, shelter, healthcare, and education making Sudan the largest child displacement crisis in the world. Over 2 million people are displaced in neighbouring countries including the Central African Republic, Chad, Egypt, Ethiopia, Libya, and South Sudan. As the situation in Sudan remains dangerous and volatile, more people, including children, are expected to arrive in Libya.
As of June 2024, Sudanese nationals represent the third largest population group amongst migrants in Libya. Out of 725,304 migrants, 148,107 are Sudanese. Likewise, among the over 67,500 refugees and asylum-seekers registered with UNHCR, over 40,000 people (62 per cent of the registered population) are from Sudan, representing the largest refugee population. Since the start of the crisis in April 2023, UNHCR has registered over 21,000 Sudanese who reported arriving in Libya after mid-April 2023, UNHCR is registering refugees in Tripoli only, and the total number of arrivals after April 2023 who are not registered with UNHCR is expected to be more than 75,000, making number of estimated new arrivals to be 96,000. Authorities at the Alawainat crossing point indicated to our clientfield teams that they noted a significant increase in the number of people crossing per day. The number of Sudanese people who will be needing humanitarian assistance in Libya by the end of 2024 is projected at 149,000 people, with this number increasing to 195,000 when host communities are included. This total includes approximately 70,000 highly vulnerable children.

Our client is coordinating with health authorities and stakeholders to implement emergency response activities in municipalities hosting Sudanese refugees and Our client is looking for a general practitioner with experience in Paediatrics to be deployed in Jalu (LRC Jalu branch clinic) to provide general consultations to Sudanese refugees and host community in Jalu and nearby areas.
Hence, Our client in Libya is seeking the services of a general practitioner with experience in Paediatrics for a period of Six months, with a start date of March 1st , 2026.
The basic objective of this assignment is to provide general consultations to Sudanese refugees and host community. The specific tasks include;
Assessing, Diagnosing and Treating patients (mainly children) with available primary health clinical capacity.
Provide professional medical care to the highest quality and in accordance with national and international laws, protocols, and standards.
Provide daily curative services for general diseases at detention centres/ internally displaced people’s camps or Primary health care centres for minor cases and refer more severe cases to other specialized service provider.
Conduct home visits and outreach activities for medical consultation of beneficiaries if required.
Liaise with pharmacies, laboratories and other providers to ensure quality care as requested by the hierarchy.
Ensure that case management for children under five follows government-approved protocols for integrated management of newborn and childhood illnesses.
Conduct nutrition screenings and growth assessments for children under five, identifying signs of malnutrition, and providing appropriate treatment plans for managing wasting, along with follow-up care for full recovery.
Enrol children with wasting into outpatient therapeutic programs to ensure proper monitoring and management of their condition.
Educate mothers and caregivers of children aged 6-23 months on best practices for infant and young child feeding, including promoting diet diversity and healthy feeding habits for optimal nutrition and growth.
Refer severe cases of complicated wasting promptly for secondary inpatient care when necessary.
Conduct relevant health and nutrition education for each treated patient with proper explanation and medical advice.
Ensure proper and clear documentation of clinical findings and treatment plans.
Support the needs of systems and databases as required to ensure proper care of patients.
Perform tasks as needed by the direct supervisor that are relevant to the position.
Report needs, concerns, achievements in the field to the direct supervisor.
Participate in emergency response plans, including outbreak management (e.g., cholera, measles, malaria) if applicable.
Coordinate with public health officials on disease surveillance and reporting Train and mentor local healthcare staff to strengthen primary healthcare. services. Engage in health awareness and outreach activities.
Manage limited medical resources effectively and advocate for necessary supplies.
Acknowledges patient’s rights on confidentiality issues, and maintain them at all times.
Demonstrate good communication skills and adequate respect for patients and their families.
Follow-up patients as appropriate including those referred to higher facilities.
Any other responsibility assigned by the supervisor.
Project reportingThe Medical Doctor- consultant will be in the field (mainly Jalu) Five days per week in close coordination with the LRC Jalu’s branch and UNICEF staff.
Work schedule developed in consultation with UNICEF team and LRC Jalu branch health unit.
Works under direct supervision of CSD officer in Benghazi field office, with daily attendance and punctuality monitored by the LRC Jalu Branch.
Based in Jalu, Libya with mobility to relevant intervention areas.
The consultant will not represent UNICEF or give any statements on their behalf.
The consultant will not share any material directly without required permission.
The consultant will follow the reporting obligation timeliness and quality.
Any material developed during the assignment will be property of the health authorities and UNICEF and should not be used by the consultant for any other purposes The consultant will be required to follow all standard safety and security measures
