Organizational Setting and Reporting Relationship
The position of Country Economist is assigned to the Solomon Islands Resident Mission (SORM) within the Pacific Department (PARD). You will be based at our Resident Mission Office in Honiara and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Country Director, SORM, will have a matrix reporting line to the Regional Lead Economist for PARD, and will oversee junior team members.
Your Role
As a Country Economist, you will help prepare the country partnership strategy (CPS); support country programming missions; and prepare relevant documents aligned with national development plans, ADB's Strategy 2030, and the Pacific Approach. You will conduct economic studies, diagnostic work, and thematic assessments; manage client relations and policy dialogue on macroeconomic issues, public financial management, and governance reforms; support regional cooperation initiatives; and process and administer technical assistance projects as needed. You will also coordinate with development partners, support country portfolio review missions, and work within broad policies and goals, with guidance provided for unfamiliar or critical tasks.
You will:
Country Strategy and Programming
- Contribute to the formulation of CPS and support country programming missions.
- Provide information and lead analyses for country programming activities, including portfolio review, updates, and assessments.
- As a member of the Country Management Team, collaborate with other members in defining and delivering the country work program.
- Participate in policy dialogue and maintain relationships with government counterparts, development partners, and other stakeholders to support country programming and policy reform priorities.
Economic, Thematic, and Sector Work
- Monitor country economic, social, and political developments and appraise Management.
- Support the planning and conduct of policy dialogue, knowledge-sharing, and other activities, including forums, seminars, workshops, press conferences, news releases, and social media.
- Lead and ensure the quality of complex economic, sector, thematic, and country diagnostic studies (e.g., fragility, governance, and poverty assessments) to inform CPS and operational priorities and provide policy advice to Management.
- Lead the country performance assessment process for Solomon Islands and coordinate with PARD front office to ensure delivery following deadlines of Strategy, Policy, and Partnerships Department.
- Coordinate with government counterparts and stakeholders to prepare Sustainable Development Finance Policy action targets and Progress Report.
- Facilitate the assessment of the impact of policies, strategies, and projects on beneficiaries, and on the social and economic development of the Solomon Islands.
- Collect relevant statistics for the Solomon Islands and maintain appropriate databases. Gather data and conduct periodic reporting on achievement of desired project development.
- Lead technical assistance processing and administration where appropriate.
- Support ADB's sovereign and nonsovereign operations and contributue to economic analysis for reports and recommendations to the President and other project documents.
Stakeholder and Development Partner Coordination
- Manage development partner activities, such as consultative meetings, information sharing with aid agencies, and others.
- Support the mobilization of cofinancing through collaborative country programming.
- Support effective regional cooperation initiatives in the country. Maintain strong working relationships with regional counterparts in the Pacific Forum bodies.
Knowledge Sharing
- Participate in relevant internal and external training and conferences and other activities for advocacy, distribution, and knowledge building.
- Help expand outreach activities conducted by the Solomon Island Resident Mission, including through social media, television, radio, and print media forums.
- Lead and monitor the implementation of the country's knowledge plans, private sector development, regional cooperation and integration, and gender action.
Qualifications
You will need:
- A University degree in economics, political science, public policy, public administration, or related fields; preferably at post-graduate level or its equivalent.
- At least 6 years of relevant professional experience in economic analysis, development planning and policy formulation, implementation and project administration, or related areas; and international experience working in several countries.
- Experience working in public sector reform, public financial management, private sector development, or infrastructure financing; Familiarity with multilateral development bank's operational procedures is desirable.
- Knowledge of the development landscape and operating environment of Solomon Islands or the Pacific region is desirable.
- Demonstrated expertise in economic research and development in developing countries.
- Proficiency in verbal and written English with capability to engage stakeholders and manage professional working relationships.
- Experience managing and providing guidance to team members.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
