BACKGROUND AND PURPOSE OF THE ASSIGNMENT :

The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and collaborating with communities to improve nutrition and build resilience. WFP assists 80 million people in around 80 countries each year. In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. WFP development projects focus on social protection and safety nets for the vulnerable population through nutrition interventions, smallholder agricultural livelihood promotion and market support, school meals and investing in strengthening national capacities to develop and manage sustainable food and nutrition security programmes.

WFP Liberia implements the Country Strategic Plan (CSP) which aims to transition from humanitarian assistance towards resilience building interventions with a focus on home-grown school feeding and increased country capacity strengthening for the Government and communities to ensure ownership and sustainability, Consistent with the government of Liberia’s priorities outlined National Development plan(NDP) and AREST agenda Inclusive development , and the United Nations development assistance framework for Liberia

The Supply Chain officer will lead and advice the country office supply chain operations and coordinate with key Supply Chain functions, Support Services, Programme and Finance units to ensure efficient and effective SC services. The SC officer will report to DCD/Head of Programme.

Key Accountabilities (within delegated authority)

  • Support formulation and implementation of corporate supply chain strategies, business models, and solutions to meet operational requirements.
  • Align country strategy, policies, and programmes to the global supply chain strategy and WFP Strategic Plan to achieve cost efficiency, agility, reliability, and quality.
  • Analyze Liberia context and lead design and management of end-to-end operational supply chain and retail networks to mitigate dynamic challenges and optimize operations.
  • Lead the implementation of oversight and audit recommendations pertaining to procurement and Supply Chain in general.
  • Design, plan, and manage innovative supply chain operations and large-scale services ensuring timely, cost-effective, and integrated approaches.
  • Drive continuous improvement and innovation initiatives by leveraging best practices from humanitarian, development, and private sectors.
  • Lead supply chain unit including planning and coordinate periodic planning across functions and partners to develop consensus on operational plans.
  • Assist in the implementation of the procurement aspects relating to the Global Assurance Programme.
  • Support Procurement management with drafting and presenting Procurement cases for the review of the Local Procurement and Contracting Committee (LPCC) and Formal Evaluation Panel (FEP).
  • Foster productive partnerships with government, UN agencies, NGOs, private sector, and academia to share knowledge and build capacity for coordinated and cost-effective operations.
  • Ensure compliance with established supply chain strategies, policies, and controls, emphasizing quality control, risk mitigation, and cost-effectiveness.
  • Manage accurate and timely reporting, providing substantial analysis of supply chain activities and trends for informed decision-making.
  • Contribute to preparedness actions and risk management to enable rapid response and deployment of food and resources during crises.

5. Expected Outputs

  • Oversight and audit recommendations pertaining to procurement and Supply Chain are fully implemented by the agreed deadline.
  • Signed LTAs for all critical services.
  • Updated CBT procedures and SOPs.
  • Draft MoU with CDA and expanded cooperative participation plan.
  • Market strategy document for HGSFP price negotiations.
  • Strategic plan for HGSFP supplies model for the scale up plan.
  • Internal control review report with recommendations.
  • Closure report on pending complaints.

6. Required Qualifications

  • Advanced university degree in Supply Chain Management, Logistics, or related field.
  • Minimum 3 years of experience in supply chain operations, procurement, and CBT mechanisms.
  • Knowledge of WFP systems and processes.
  • Strong analytical, negotiation, and partnership-building skills.

7. Reporting & Coordination

The consultant will be under the overall supervision of the CD and report to the Deputy Country Director in the day-to-day work. He/She shall work closely with other units including Finance, Programme, TEC, RAM, and other relevant stakeholders to ensure a smooth delivery of planned outputs.

Main DELIVERABLES AT THE END OF THE CONTRACT:

  • Organizational Review & Restructuring Plan: Assess the current structure and capacity of the Supply Chain Unit; recommend restructuring and a staff capacity-strengthening plan.
  • Finalize Essential Service Contracts (LTAs): Complete all pending LTAs for critical services (Central Medical Store, water infrastructure, generators/electrical, air conditioning, warehouse handling).
  • Improve CBT Mechanisms: Review and propose new procedures for commodity and value voucher delivery; ensure implementation of recommendations from CBT, cooperative, and retailer assessments.
  • Develop SOPs for Voucher-Based Operations: Create or update standard operating procedures for commodity and value voucher implementation.
  • Strengthen Partnerships with Cooperatives: Draft an MOU with CDA for future collaboration; lead assessments to expand cooperative and retailer participation.
  • Market Strategy Development: Coordinate with RAM to design a strategy for price negotiations with cooperatives for HGSFP implementation.
  • Internal Control Review: Assess and ensure applicability of internal control systems in supply chain operations, especially procurement.
  • Resolve Pending Complaints: Follow up and close all outstanding complaints related to cooperatives.
