A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Important:
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
Organisational Context
The Immediate Office of the Prosecutor (IOP) provides assistance and advice to the Prosecutor in the day-to-day fulfilment of his functions in toto and in the overall management and quality control of the Office’s work. IOP processes, prepares and reviews for the Prosecutor’s final approval all correspondence, speeches, reports, specific category of Office filings and other documents; facilitates senior management meetings and related records and archiving; manages inter-organ matters and Court-wide initiatives on behalf of the Prosecutor; facilitates the Office’s participation in inter-organ activities; and liaises with all components of the Office to ensure a consistency of standards and approach in line with the Prosecutor’s vision.
The Public Information Unit (PIU), a separate unit closely cooperating with IOP, is responsible for ensuring the accurate and timely presentation of the Office’s external communications through managing the website and social media of the Office; handling contacts with the media, including the development of press lines and responses to media queries; producing media round-ups for key events; conducting event-related media work; drafting action and communication plans based on the overall strategic approach for public information; and managing a variety of communication projects.
In coordination with the Registry’s Public Information and Outreach Section (PIOS), PIU is also charged with overseeing the production and distribution of audio-visual products of the OTP. These include footage of the Prosecutor and the OTP’s missions, events and activities, recordings or live broadcast of video messages, interviews and press conferences, promotional videos of the Office, and videos for various social media platforms. PIU also manages the use of the OTP recording studio.
Duties and Responsibilities
Under the supervision of the Head of Public Information Unit, the incumbent will film and edit all audio and video products produced by the Public Information Unit- (e.g. institutional videos, videos for traditional and social media, etc.) and perform other tasks related to production and distribution of products.
The Audio-Visual Technician is in charge of the following tasks:
- Filming and editing of audio-visual products, stock footage, digital photographs, video reports, including graphic design. The main task is to film and edit radio and television -products to be distributed to the broadcast media and for social media dissemination. Audio-visual materials include recordings in the OTP studio, footage from OTP activities and events, stock footage, and live and pre-recorded interviews and press conferences of the Prosecutor, OTP officials and staff. It is the responsibility of the Audio-Visual Technician to design graphics for the products and perform all post-production work such as audio and video mix, colour correction etc., as well as editing of stock footage for - international media. The Audio-Visual Technician is also responsible for the extraction of frames from video in order to produce digital photographs, and performs editing and all other post-production work for other audio-visual products.
- Supporting the distribution of audio-visual material by making copies of files in various formats requested by broadcast media and for social media dissemination. Supporting such distribution by digitizing and uploading files with audio and video content to the website, social media sites, and video distribution platforms, etc.
- Filming interviews, statements, comments from OTP officials, press conferences and other activities of the Office for the production of audio-visual content in the HQ and in the field.
- Maintaining the archive of audio-visual material on the internal archiving system. Updating this archive and maintaining its structure as per SOP.
Essential Qualifications
Education:
Diploma of secondary education. Additional qualifications or training in audio visual production, information management or a related field are desirable.
Experience:
At least 6 years of progressively responsible experience in audio-visual editing, recording or production.
Knowledge, skills, and abilities:
- Knowledge of and experience in operating a professional media recording studio would be a strong asset, ideally in an international setting.
- Knowledge of audio-visual technologies and experience working with professional grade equipment and with digitization and migration practices is required.
- Familiarity with audio-visual analogue and digital formats and experience using professional audio-visual editing software is required.
- Knowledge of producing and distributing video for various social media platforms is required.
- Knowledge of audio-visual archives and records management procedures including professional international standards and best practices is required.
- Ability to conduct research and provide recommendations on audio-visual archival management trends would be desirable.
- Ability to work effectively and constructively in a team.
- Ability to establish priorities and to plan and coordinate own work; ability to work under tight deadlines and pressure; flexibility to travel to areas of operation.
- Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Focus on production of programme, while maintaining technical quality and production standards.
Knowledge of languages:
Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Russian, and Spanish).

General Information
- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
