A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Important:
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
Organisational Context
The President of the ICC together with the two Vice Presidents constitute the Presidency of the Court, which is responsible for the proper administration of the Court and other functions conferred upon it in accordance with the Statute. The President or Presidency as a whole, as may be appropriate, exercises managerial oversight and ensures coordination and cooperation between the organs of the Court; supports the expeditious, fair and effective conduct of judicial proceedings; assigns judges to divisions and chambers, exercises functions related to the enforcement of the sentences of convicted persons, as well as external functions to represent the Court, foster global understanding of, cooperation with and support for its work, and promote the universality of the institution.
Within this framework, the position of Personal Assistant to the President exists to provide efficient and effective executive administrative support to the President of the Court, to the Immediate Office of the President, when needed, and to act as a point of contact between the President and officials/individuals within the Court and individuals/organisations outside the Court.
Duties and Responsibilities
Under the direct supervision of the Chef de Cabinet to the President, the incumbent will perform the following duties:
- Provide a wide-range of executive administrative support to the President and the Immediate Office of the President;
- Manage and coordinate the President’s agenda through
- scheduling and prioritising meetings/appointments with internal and external officials and individuals;
- receiving, escorting and be of assistance to official visitors of the President;
- ensuring the complete information about upcoming events agenda is always updated with the latest information and available to all concerned in the President’s Immediate Office;
- making the necessary arrangements related to access to visitors, booking of rooms, interpretation, catering services, security, protocol, IT equipment (video-sound recording), etc.
- Coordinate and organise the official travels of the President and other members of the Presidency as well as accompanying staff, as appropriate, through making flights arrangements, booking of hotel accommodation, arranging meetings and other appointments, making logistical arrangements such as local transportation, and upon completion of travel, making the necessary travel claims;
- Draft, edit, circulate and file various types of non-legal correspondence and memoranda;
- Create and maintain databases and ensure documentation regarding the President’s office activities is organised and archived in a well-structured filing system;
- Provide administrative assistance to the President in his/her function as Appeals Judge;
- Coordinate the administrative support in the Office with the other Presidency’s administrative assistants during periods of absence and when the need arises;
- Perform any other duties as required.
Essential Qualifications
Education:
Diploma of secondary education is required. Training as an executive assistant or in business administration will be considered an asset.
Experience:
A minimum of ten (10) years of progressively responsible relevant work experience in administration and office management as an executive assistant in a national or international organisation, government or private sector, required. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
Knowledge and experience with ERP systems (e.g. SAP) and use of databases is required.
Knowledge, skills, and abilities:

- Excellent communication and drafting skills;
- Strong interpersonal and organisational skills, with flexibility and ability to adjust in a highly dynamic environment;

Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
