Background:
Please note that this is a consultancy assignment of a temporary nature, with a maximum duration of up to 180 working days per calendar year.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the OSCE decision-making bodies in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Organization is undertaking a modernization initiative aimed at strengthening its Human Resources (HR) service delivery, improving staff experience, and streamlining administrative processes. Currently, many HR processes rely on offline or semi-manual forms and workflows, resulting in inefficiencies, delays, and limited visibility.
In addition, the Organization plans to implement enhanced HR Self-Service capabilities that will allow staff members to initiate, modify, and discontinue benefits and entitlements through a digital interface. This will reduce administrative burden, ensure consistent application of HR rules, and improve data quality.
To support these goals, the Organization seeks the services of an experienced consultant to:
- Digitalize existing HR forms and workflows;
- Design and support implementation of a centralized HR Services landing page;
- Assist in the functional and technical preparation for HR Self-Service related to benefits and entitlements.
Objective of Assignment:
The consultancy will support three interconnected workstreams:
1. Digitalization of HR forms — converting existing offline forms into digital, workflow-enabled formats.
2. HR Services Landing Page — creating a central entry point for users to access HR forms and service information.
3. HR Self-Service for benefits and entitlements — defining requirements and designing processes for staff self-initiated HR actions.
Duration of Assignment:
The consultancy is expected to last approx. 6 months from contract signature. A detailed workplan with milestones will be agreed at project initiation.
Tasks and Responsibilities:
Under the overall supervision of Chief, HR analytics, systems and payroll, the successful candidate(s) will be responsible for the following duties:
1. Digitalization of HR Forms
- Conducting an inventory and analysis of existing HR forms.
- Mapping current and proposed workflows, including exceptions and approval routing.
- Preparing detailed design specifications for digital forms.
- Supporting configuration, testing, refinement, and rollout.
- Producing documentation and training/reference materials.
2. HR Services Landing Page
- Designing a centralized HR Services landing page, including structure, categories, and user navigation.
- Developing content outlines, layout options, and prototypes.
- Coordinating with ICT/web teams to align with corporate design standards.
- Assisting in testing, rollout, and communication to end-users.
3. HR Self-Service for Benefits and Entitlements
- Defining functional and technical requirements for HR Self-Service processes.
- Documenting business rules, process flows, user journeys, and system interactions.
- Preparing functional specifications and readiness documentation.
- Contribute Contributing to implementation planning, testing preparation, and change-management activities.

Necessary Qualifications:
- Completed secondary education, as well as specialized training in computer science or a related field
- A minimum of six (6) years of progressively responsible experience in ERP system development, including demonstrated experience with:
- Oracle Forms and Reports (11g/12c)
- Oracle E-Business Suite (R12) and/or Oracle Fusion Cloud Applications
- PL/SQL and Oracle database technologies
- Experience in integration development using REST/SOAP APIs and Oracle Integration Cloud (OIC); including cloud-based integrations (e.g., OCI), workflow configuration, and data validation in Oracle EBS and/or Fusion Cloud.
- Experience with cloud-based ERP solutions, Robotic Process Automation (RPA) tools, and low-code/no-code platforms (e.g., Oracle APEX, Oracle HCM Cloud) is highly desirable.
- Demonstrated experience in HR digitalization, HR service design, or HRIS process automation.
- Proven background in business analysis, workflow design, and requirements documentation.
- Experience with HR Self-Service solutions and benefits/entitlements workflows.
- Skills in prototyping, workflow tools, and user-journey design.
- Strong communication, facilitation, and documentation capabilities.
- Professional fluency in English with excellent communication (both oral and written) skills;
-Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
