The World Bank in Morocco is seeking to hire a Private Sector Development (PSD) Specialist for its country office in Rabat, under a local contract as Extended Term Consultant (ETC), for at least 1 year.* The ETC will work for the Finance, Competitiveness, and Investment (FCI) Regional team. Part of the Prosperity vertical, FCI combines expertise in the financial sector with expertise in private sector development to foster private sector-led growth and help create markets in client countries. FCI’s core lines of business include: (a) Financial Systems Resilience & Integrity; (b) Financial Inclusion; (c) Capital Markets Development; (d) Climate & Risk Management; (e) SME and Enterprise Development; and (f) Competition Policy; Trade Policy and Facilitation. In Morocco, the FCI team of the Bank implements a robust work program, comprised of both lending and technical assistance (TA) activities. The core FCI team for Morocco is comprised of the Practice Manager (PM) and three senior specialists, supported by regional and global colleagues. The PM and focal point senior financial sector specialist are based in Rabat, while the senior private sectoral specialist is based in Washington with regular missions to Morocco. 

Working under the direct day-to-day supervision of the Sr. Private sector specialist (as Task Team Leader or TTL), and with guidance from the PM, the ETC will primarily focus on the private sector component of the FCI program in Morocco and, to a lesser or secondary extent will also provide occasional support to the team on financial sector issues. 

The ETC’s specific duties and responsibilities include, but are not limited to, the following main tasks: 

• Help the Team/Sr. Private Sector Specialist (TTL) to maintain and develop an active policy dialogue with private sector and government counterparts - both at national and subnational levels- on issues related to private sector development, covering areas including investment climate, trade and investment policy and facilitation, productivity and competitiveness, innovation, entrepreneurship, and SME support.
 
• Contribute to the development and implementation of lending and non-lending operations for the FCI country program.

• Prepare high-quality analytical work, policy/technical notes, proposals, and other documents related to competitiveness and private sector development. 

• Help organize and facilitate policy consultation or dissemination events with a range of public and private stakeholders.

• Help the team exchange and communicate with development partners, civil society and the media on a range of issues relevant to Morocco’s private sector.

• Help organize and participate in missions, meetings, workshops, focus groups as requested by the TTL, including supporting with logistical arrangements, supporting material development, following-up with institutions, experts and participants.

Selection Criteria

• Master’s degree in economics, international development, trade, business, public policy, or related discipline, with minimum 5 years of relevant professional experience.
 
• Solid knowledge of, and demonstrated practical experience in, one or more topic areas covered by the program particularly, trade/investment policy and promotion, business environment and regulation reforms, special economic zones/Industrial parks, entrepreneurship and SME support.

• Intimate understanding of the key challenges and constrains impacting the private sector in Morocco.
 
• Experience in shaping/influencing policy discussions at the country level on investment climate and competitiveness issues.

• Experience in the design and implementation of major projects, programs and in the production of analytical reports and studies.

• Excellent written and oral communication skills in French, with good command of written and oral English including the ability to draft concise reports and correspondence, and the ability to present, orally and in writing, the team’s work and advice to a variety of stakeholders. Fluency in Arabic is welcomed.

• Advanced skills in project and workflow management as well as task organization; able to coordinate all aspects of the workflow of assigned responsibilities.

• Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.

• Experience working at sub-national (provincial) level and  in specific industries relevant to the FCI program in Morocco. Given the current work program relevant experience in the  pharmaceutical industry would be a definite plus. Other sectors of interest include agribusiness, digital, manufacturing, among others.

*Note: An Extended-Term Consultant (ETC) at the World Bank Group is a full-time appointment, typically at grade GE or above, for a minimum of 90 days and up to one year, with the possibility (but no guarantee) of renewal, in increments of at least 90 days. The total cumulative duration of ETC appointments cannot exceed 36 months (three years) over a staff member’s lifetime. ETCs are part of the World Bank’s contingent workforce, used to address business needs that require flexibility, such as finite projects, surge demands, or specialized skills that are not part of the long-term employment value proposition. Key features and benefits of ETC appointments include:

• Minimum initial appointment of 90 days, up to one year; extensions are possible but the total cannot exceed 36 months.

• ETCs are eligible for all-purpose leave (two days per month), prorated annual and parental leave, medical insurance (MIP for HQ, MBP for Country Offices), life insurance, worker’s compensation, and, where applicable, special compensation measures and hazard pay.

• ETCs receive an indemnity payment (15% of final salary for each year or fraction of a year of service) upon completion of their contract.

• After reaching the three-year maximum, ETCs must observe a one-year “cooling off” period before being eligible for reappointment as a Short-Term Consultant/Temporary (STC/STT).

• ETCs are not eligible for reduced work schedules but may access other flexwork options with managerial approval.

• The appointment can be ended prior to expiration if the employment is no longer required, with advance notice.

• ETCs must comply with World Bank Group ethics and conflict of interest policies.
